HomeMy WebLinkAbout10-19-2022 - Minutes242586 MINUTES OF MEETING OF THE BOARD OF DIRECTORS OF FOREST HILLS VILLAGE, INC., HELD OCTOBER 19, 2022 Pursuant to written notice to each of the directors, the monthly meeting of the Board of Directors of Forest Hills Village, Inc., was held at 7:30 a.m. on October 19, 2022 at Little Castle Restaurant. The following directors were present: Brad Arterburn, Shirley Walker, Bruce Brockenborough, and Melissa Yates. Also present were Lori Knight, James Burgett, Heath Caldwell, and David Denton with Denton Law Firm. THE FOLLOWING BUSINESS WAS TRANSACTED: ITEM I: Upon motion made by Ms. Walker, seconded by Ms. Yates, and unanimously carried, the following motion was adopted: MOVED, that a formal reading of the minutes of the previous meeting held on August 17, 2022, be dispensed with and those minutes stand approved as written. ITEM II: The directors conducted a review of the September 2022 Operating Report. The Chair noted Line 617 which reflected a large expenditure related to parking lot paving. All other financial recordings are within anticipated ranges. ITEM III: The Staff Report was then presented by Ms. Knight and included the following: a. Forest Hills received 8 applications for rental units in September 2022, with 3 being approved, 2 being rejected, and 3 having no response. b. Forest Hills has 120 active applicants on the waiting list in September 2022. The breakdown of applicants is as follows: apartments-21, two-bedroom small-43, two- bedroom large-3, 3-bedroom small-25, 3-bedroom large-28. c. The occupancy rate for September 2022 was 98.59%. d. Ms. Knight reported that the Forest Hills Days event had been held along the lines discussed at the August meeting. The event’s attendance was small but all went well. e. The 4-day work week has been implemented and appears well accepted by the employees. ITEM IV: The Chair requested an Executive Session to consider previous discussions regarding employee compensation. All employees left the meeting at this point. At the May 2022 meeting, the Board decided that a further review of employee compensation would be conducted later in the year. In accordance therewith, Mr. Arterburn 2 presented a current payroll roster listing potential payroll increases by increments ranging from one percent (1%) to four percent (4%) per annum. The directors were in agreement that salary reassessments were in order based on performance, cost of living, inflation concerns, staffing stability, and local market equivalents. The total package for Forest Hills Village employees was also considered including the present health and benefit packages. Thereafter, there was considerable discussion on how to implement any changes while keeping the corporation’s needs and capabilities in mind. The following motions were made by Mr. Brockenborough, seconded by Ms. Walker, and unanimously adopted: 1. I make a motion to pay a one-time bonus in December 2022 to the following employees in the stated amounts: Lori Knight $2,884.00 Heath Caldwell $2,631.00 James Burgett $2,409.00 Jamie Joyce $1,944.00 2. I make a motion to permanently increase Jamie Joyce’s salary by $1.50 per hour, effective December 2022. 3. I make a motion to pay a one-time bonus in December 2022 to the present hourly employees in the stated amounts: 3rd class hourly employees $1,688.00 2nd class hourly employees $1,944.00 1st class hourly employees $2,140.00 At the conclusion of the Executive Session, the employees returned to the meeting and were told that the foregoing motions had been adopted. Expressions of appreciation were voiced. ITEM V: Maintenance performed in September consisted of 2 houses and 2 apartments. Also, 4 water heaters 122 maintenance requests for tenants were completed.
