At a Regular Meeting of the 911 Communications Oversight Committee on Tuesday, November
14, 2022, at 1:30 p.m., in the Commission Chambers of City Hall located at 300 South 5th Street
the following Committee members were present: Commissioner Carol Gault, Commissioner
Eddie Jones, Mr. Jewel Jones, Dr. Irvin Smith and Kevin Kauffeld. Kevin Kauffeld presided as
Chairperson.
City Clerk Lindsay Parish took the minutes of the meeting.
MINUTES
Commissioner Gault offered motion, seconded by Mr. Jewel Jones to adopt the minutes for
October 24, 2022. All in favor.
OTHER 911 DISCUSSION
Commissioner Eddie Jones made comments about 911 funding which included:
Prefers to have a sunset expiration for capital improvement funding.
Would like to enter into an annexation agreement with the City so that the County may
recapture a portion of County income which is lost when the City annexes territory.
Would like to focus on splitting the fee across electric, landline, cell phone and water
meters.
He is not willing to pass along all operational funding to users in one step.
Noted that the 911 budget would eventually need to come before the Fiscal Court for
approval and be presented either by 911 management or the 911 Committee.
FUNDING DISCUSSION
Finance Director Jonathan Perkins reviewed two funding options which have been provided to
the Committee. Both charts are exactly the same except one chart assumes a borrowing amount
of $10 million, and one assumes borrowing to $4 million if City and County both put in $3
million each. The charts result in the following estimated fees:
Under borrowing $10 million, annual parcel fee would be $91.88.
Under borrowing $4 million, annual parcel fee would be $77.36.
Under borrowing $10 million, annual charge per PWW meter would be $112.46.
Under borrowing $4 million, annual charge per PWW meter would be $94.69.
Under borrowing $10 million, RE parcels in County only & PWW meters in City, annual
charge per unit is $96.01.
Under borrowing $4 million, RE parcels in County only & PWW meters in City, annual
charge per unit is $80.84.
Under borrowing $10 million, operations meters county wide $82.83.
Under borrowing $10 million, operations parcels county wide $24.21.
Under borrowing $4 million, operations meters county wide $82.83.
Under borrowing $4 million, operations parcels county wide $9.68.

Jonathan Perkins also shared the following information related to the revenue derived from the
telephone tax from the City and County annually (The current rates are $2.50 per household for
the City and $1.50 per household for the County):

Commissioner Eddie Jones discussed that the County should charge the same amount as the City
if the City and County opt to go to a community-wide 911.
Dr. Irvin Smith noted that the Committee is tasked with making a recommendation to the City
and County, however it is ultimately up to the City and County related to bond issues and fund
utilization for the 911 upgrade.
Commissioner Eddie Jones noted that he feels that fees would be more likely to be approved if
they were to be split between several different utilities.
Commissioner Gault noted that multiple user fees make the process more complicated. She noted
that the City wants to partner with the County, but it is not clear at what point the City would
have look at tackling the 911 upgrade with the County as a user instead of a partner.
The Committee generally discussed what it could look like to charge a landline fee of $2/month,
water fee $2/month, electric fee $2/month, and the cell phone fee set by State.
Commissioner Gault offered motion, seconded by Mr. Jewel Jones, that Commissioner Eddie
Jones create and distribute a letter outlining his idea for $2 utility charges across electric,
landline, cell phone and water meters.
After discussion, Commissioner Gault offered motion, seconded by Jewel Jones to amend the
motion to have Commissioner Eddie Jones include his proposal for a City/County annexation
agreement in his letter to the Committee. All in favor.
Chairperson Kauffeld offered motion, seconded by Dr. Smith to adopt the motion as amended.
All in favor.
UPDATE ON RFP PROCESS
City Manager Daron Jordan provided the following update
The City is awaiting final RFP documents from Federal Engineering.
Federal Engineering had a few additional questions which have now been answered.
Once final RFP documents are received, the RFP will just need to be published and
advertised.
The RFP should be ready for release by the next Committee meeting on Nov. 28th.
