Attendees: Vice -Chair Lorraine Schramke, Paul Bradford, David Morrison, Bob Wade Absent: Chairwoman Cathy Crecelius, Joe Benberry, Valerie Pollard Staff: Nic Hutchison, Director of Planning; Joshua P. Sommer, Senior Planner Guests: Vice -Chair Schramke called the called meeting of the Paducah Planning Commission to order at 5:30 Pm. The Pledge of Allegiance to the U.S. flag was recited. The roll was taken. Commissioner Morrison offered: I move that the reading of the minutes for May S, 2022 be waived and that the minutes of said meeting, as prepared by staff, be approved as written. Commissioner Bradford seconded. No corrections were requested. Vice -Chair Schramke called for the vote. 4 Ayes (Bradford, Morrison, Schramke, Wade), 0 Nays Planning Commission New Petitions Case # ZON2022-0004 5470 Old Highway 60 Rezone 5470 Old Highway 60 to Highway Business Zone. Commissioner Wade offered: I move that this Commission adopt a resolution recommending the Highway Business Zone classification for property located at 5470 Old Highway 60. I further move this Commission adopt the following findings offact in support of said recommendation: 1. The parcel is urban in character. 2. Commercial vehicular uses are highly prevalent along the Highway 60 corridor and in the immediate vicinity, both in the City of Paducah and in McCracken County. 3. This parcel is dependent upon motor vehicle access, which is a hallmark of the Highway Business Zone. 4. Highway Business Zone borders this property to the north, south and west; therefore, this site would be a continuation of this zone. HBZ also is prevalent on the north side of Highway 60 as well. 5. In 2020, the Average Annual Daily Traffic count just west of the site was 14,319 vehicles. MINUTES OF THE PADUCAH PLANNING COMMISSION/ URCDA—continued page 2 / 2 Commissioner Bradford seconded. Mr. Sommer explained this property was annexed into the City on May 24th. He further stated the Petitioner requested HBZ so as to not interrupt the oil change land use on the parcel. The HBZ would be a continuation as this zoning currently exists on the north, south and west of the property. Commissioner Bradford asked if the restaurants next to the site were going to annex. Mr. Sommer stated that the nearest restaurant has chosen not to annex into the City yet but conversations have happened with all the businesses in the vicinity. Commissioner Bradford asked what composed the City limits on the map. Mr. Sommer stated the Highway Business Zone was shaded blue. 4 Ayes (Bradford, Morrison, Schramke, Wade), 0 Nays Other Business Adjournment Vice -Chair Schramke adjourned the meeting at 5:35 PM.
