Buckner Lane Bridge Replacement Project Contract The Paducah Board of Commissioners introduced an ordinance for a construction contract with Jim Smith Contracting LLC for the Buckner Lane Bridge Replacement Project. This project improves the two-lane section of Buckner Lane between Hansen Road and Pecan Drive and replaces the dilapidated bridge over Crooked Creek near the intersection with Buckner Lake Circle that has been affected by flooding and severe weather events. The project also includes the installation of a new culvert under Oakcrest Drive near the intersection with Buckner Lane. This project will improve stormwater conditions in the area by reducing the number of times Crooked Creek comes out of its banks due to severe storm events. The project is expected to be completed in either late 2022 or early 2023. The City has nearly $383,000 in State and Federal Emergency Management Agency (FEMA) Disaster Relief Funding for the project. The City also is using American Rescue Plan Act (ARPA) funds. Agreement with Beautiful Paducah for 2022 BBQ on the River Event The Paducah Board of Commissioners approved an agreement with Beautiful Paducah, LLC to provide funding support for the promotion and advertising of the 2022 BBQ on the River event, the 28th ever event. Recently, Beautiful Paducah acquired the event’s assets from the previous entity, BBQ on the River, Inc. Learn more about Beautiful Paducah and BBQ on the River at https://www.beautifulpaducah.org/. Airport Terminal Project Funding Support The Paducah Board of Commissioners introduced an ordinance authorizing $3 million in funding support for the new Barkley Regional Airport terminal project. The funds will be from the 2020 General Obligation Bond (GOB). In August 2021, the City and County authorized an Interlocal Agreement with the Airport to provide funding support for the new terminal that is under construction. The Airport also has received significant federal and state dollars for the project. Grants Update City of Paducah Grants Administrator Hope Reasons provided an update to the Board of the current grant applications. Since January, the City has submitted seven grants requesting a total of more than $700,000. Grants that the City has received and are in the administration stage total more than $17 million which include the BUILD and ARPA grants. Additional Meeting Information • Mayor Bray named Kentucky Secretary of State Michael Adams a Duke of Paducah. • Mayor Bray presented Lori Brown with Lotus a proclamation for April as Sexual Assault Awareness and Prevention Month. • McCracken County Coroner Amanda Melton updated the board on the activities of her office in 2021 and thanked City departments including Paducah Fire and Paducah Police for their partnerships and professionalism. • Municipal order approved for the 2022 Annual Administrative Plan for the Section 8 program. • Municipal order approved to apply for the Kentucky League of Cities Insurance Services Workers’ Safety Grant. If awarded, this $3000 grant would be used toward the cost for camera equipment that is installed on refuse trucks. • Municipal order approved for the annual 911 radio service agreement with Mobile Communications America. • Municipal order approved for a contract with Kenny’s Lawn Care & More for maintenance of city-owned surplus lots. • Municipal order approved for an agreement with Central Paving Company for the grinding of tree and yard debris at the Compost Facility. • Ordinances approved for zoning text amendments and the repeal and replacement of the sign ordinances. The Planning Commission met March 7 and provided positive recommendations for these amendments. • Ordinance introduced for a contract modification with BFW Engineering & Testing for the S. 24th Street/S. 25th Street Improvement Project. This contract modification expands the scope of professional services to include waterline design, utility company coordination, and construction inspection. A change in the vendor supplying the materials is reducing the overall contract by more than $463,000. This project replaces 43 floodwall flapgates as part of the larger U.S. Army Corps of Engineers’ $36 million project to rehabilitate Paducah’s floodwall. • Ordinance introduced for the annexation of 5250 and 5266 U.S. Highway 60 as requested by the property owner. • Ordinance introduced to transfer $600,000 from the Investment Fund Balance Reserve to the City Facilities Improvements Fund. ###
