At a Regular Meeting of the Paducah Board of Commissioners held on Tuesday, February 8, 2022,
at 5:00 p.m., in the Commission Chambers of City Hall located at 300 South 5th Street, Mayor
George Bray presided. Upon call of the roll by the City Clerk, the following answered to their
names: Commissioners Gault, Henderson, Wilson, Mayor Bray (4). Commissioner Guess was
unable to attend.
INVOCATION

NEW EMPLOYEE INTRODUCTION: Assistant City Manager Michelle Smolen introduced
Hope Reasons, the City's new Grants Administrator.
PRESENTATION:
ROBERT CHERRY CIVIC CENTER UPDATE
Communications Manager, Pam Spencer, offered the following summary of the
Robert Cherry Civic Center update:
"Parks & Recreation Department Director Anne Clark and Architect Jeff Canter with PF GW
Architects updated the Paducah Board of Commissioners on the design options for the
renovation of the Robert Cherry Civic Center located at 2701 Park Avenue. The City plans to
renovate the 9377 square foot Civic Center to provide enhanced community assembly space
and administrative offices for the Parks & Recreation Department. To gather public feedback
about the assembly space, Canter interviewed nine different stakeholders including corporate
entities, community organizations, and caterers/event planners. At this meeting, PF GW
provided two floor plan options.
Option A — This option uses approximately 77% of the existing building footprint to provide
assembly, kitchen, and storage space with a seating capacity for 160 people at rectangular
tables. The parking lot would have 85 spaces. The remaining building square footage is
designed to provide office and reception space for the Parks & Recreation Department.
Option B -'This option increases the building footprint by adding 1240 additional square feet
to the back of the Civic Center. This expanded footprint allows for the public assembly space
to be larger with a seating capacity for 224 people at rectangular tables. The square footage
for the Parks & Recreation Department is similar to what is designed for Option
A. However, the parking area would be reduced slightly to 72 spaces.
Once an option is selected, Canter says it will take nearly five months to prepare the
construction documents and receive bids. The construction phase is estimated to take 12 to
16 months."

MAYOR'S REMARKS
Communications Manager, Pam Spencer, offered the following summary
"Mayor Bray thanked the Board for a productive strategic planning session. The Board met
with City department heads on Friday, February 4 to hear each department's priorities. The
Board then met on Saturday, February 5 to review the 20211 priorities and determine 110
priority areas for 2022. Additional information about the 2022 priorities will be presented at
upcoming meetings."
• Mayor Bray also mentioned the possibility of scheduling "external" Commission meetings
at different locations on different dates other than the usual meeting time and place.

PADUCAH WATER SURPLUS PROPERTY SALE — 6071 CLINTON ROAD
Commissioner Gault offered Motion, seconded by Commissioner Henderson, that the Board
introduce an Ordinance entitled, "AN ORDINANCE APPROVING THE SALE AND TRANSFER
OF MUNICIPALLY OWNED SURPLUS REAL PROPERTY HELD FOR THE BENEFIT OF
PADUCAH WATER, LOCATED AT 6071 CLINTON ROAD, PADUCAH, MCCRACKEN
COUNTY, KENTUCKY; AND AUTHORIZING THE EXECUTION OF A DEED OF
CONVEYANCE." This ordinance is summarized as follows: This ordinance declares the property
located at 6071 Clinton Road, Paducah, Kentucky, to be surplus property as it relates to the
operations of Paducah Water and authorizes Paducah Water to dispose of the Property by public
auction. Further, the Mayor of the City of Paducah, Kentucky, is authorized to execute and deliver a
deed to the Property to the successful bidder and all other documentation necessary to effectuate the
sale and transfer. All monies shall be received by the City for the benefit of Paducah Water.

"DEPARTMENTS", SECTION 2-211 "ESTABLISHMENT", OF THE CODE OF ORDINANCES
OF THE CITY OF PADUCAH, KENTUCKY." This Ordinance is summarized as follows: This
Ordinance is being amended to rename the Information Technology Department as the Technology
Department.

DISCUSSION
CLERK'S OFFICE AND CUSTOMER EXPERIENCE DEPARTMENTAL UPDATE
Communications Manager, Pam Spencer, offered the following summary of the
Clerk's Office and Customer Experience Departmental Update:
"City Clerk and Customer Experience Department Director Lindsay Parish provided the
Board with an overview of the achievements of the Clerk's Office and Customer Experience
Department. A few of the highlights are as follows:
• In 20211, 118 kick-start meetings were held between city staff and prQJect organizers.
• In 20211, the 5coL)c My, Project a7 ortal was used to scop 730 potential business proyects.
• Assistant City Clerk Claudia Meeks completed three years of training in 20211 to become a
Certified Kentucky Municipal Clerk.
• In January 2022, the Clerk's office organized a training led by Kentucky League of Cities for
members of various boards and commissions to learn about open meetings and records laws,
inclusive recruiting, and effective meeting structure.
• Customer Experience assisted with the scheduling of 41100 COV 1D-19 vaccine appointments
and partnered with West Kentucky Workforce Board for a yob fair.
• To improve access to documents, the Clerk's office is digitizing city ordinances, minutes,
municipal orders, etc.
• Customer Experience is working with various departments and the public on the Paducah
11 service request at oriel. For the app, download MyCivic 311 and search for Paducah 311.
• The department has assisted the Creative & Cultural Council with the launch of a creative
directory.
• PrQJ ects in the works are improvements to the special event permitting process and a
recodification of the Paducah Code of Ordinances as required every five years by state law. "
COMMENTS
CITYMANAGER
• He attended the Awards ceremony for the Paducah Police Department. He appreciates the
invitation and urges everyone to read the media release regarding award recipients.
• He wanted to recognize the great response from our public safety and street departments
during the ice event last week.
PUBLIC COMMENTS
• Larkin Welch made a public comment regarding diversity in the City's hiring practices.
EXECUTIVE SESSION
Commissioner Gault offered motion, seconded by Commissioner Henderson, that the Board of
Commissioners go into closed session for discussion of matters pertaining to the following topics:
➢ Issues which might lead to the appointment, dismissal or disciplining
of an employee, as permitted by KRS 61.810(1)(f)
➢ A specific proposal by a business entity where public discussion of
the subject matter would jeopardize the location, retention, expansion
or upgrading of a business entity, as permitted by KRS 61.810(1)(g)

Background Information:
This tract of land was acquired by Paducah Water as a result of the merger with Massac Water Association in
1988. Massac Water Association purchased the land in 1975 for construction of a water tank. The tank on this
tract of land was too small and did not function properly with Paducah Water's system. The tank has been
removed, but Paducah Water continues to incur expenses mowing and maintaining the vacant land. The land is
surplus and Paducah Water has chosen to dispose of it by public auction as adjoining property owners may have
an interest in purchasing it. Disposal by public auction has been approved by the City Manager.

ORDINANCE NO. 2022 -
AN ORDINANCE APPROVING THE SALE AND TRANSFER OF
MUNICIPALLY OWNED SURPLUS REAL PROPERTY HELD FOR THE
BENEFIT OF PADUCAH WATER, LOCATED AT 6071 CLINTON ROAD,
PADUCAH, MCCRACKEN COUNTY, KENTUCKY; AND
AUTHORIZING THE EXECUTION OF A DEED OF CONVEYANCE
WHEREAS, certain real property generally located at 6071 Clinton Road, Paducah,
Kentucky, was originally purchased by the Massac Water Association, Inc., and subsequently
conveyed to the City of Paducah, Kentucky, for the use and benefit of the Commissioners of
WaterWorks of the City of Paducah, DBA Paducah Water ("Paducah Water") on February 4,
1988, in Deed Book 710, page 443, McCracken County Court Clerk's office; and
WHEREAS, the subject property is located in McCracken County, Kentucky and is more
particularly described on the attached Exhibit A (the "Property"); and
WHEREAS, Paducah Water has determined that the Property is no longer necessary,
appropriate, or in the best interests of the operations of the Paducah Water and that such property
should be sold as surplus real estate, all as reflected in a resolution passed by the Commissioners
of the Paducah Water Works on October 27, 2021; and
WHEREAS, Paducah Water, with the approval of the City Manager, have determined
the method of disposition shall be by sale at public auction; and
WHEREAS, the Board of Commissioners of the City of Paducah concurs with Paducah
Water and finds that the Property is surplus property and that sale of the Property by public
auction is in the best interest of the City and Paducah Water.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS
OF THE CITY OF PADUCAH, KENTUCKY:
Section 1. Recitals and Authorizations. The Board of Commissioners hereby declares
the Property to be surplus property as it relates to the operations of Paducah Water, in
accordance with the Resolution of Paducah Water dated October 27, 2021.
Section 2. Recitals and Authorizations. The Board of Commissioners hereby approves
and instructs Paducah Water to dispose of the Property by public auction to the highest, qualified
bidder in accordance with KRS 82.083.
Section 3. Recitals and Authorizations. That the Mayor of the City of Paducah,
Kentucky for the use and benefit of the Commissioners of Waterworks of the City of Paducah,
DBA Paducah Water, be and is hereby authorized to execute and deliver a deed to the Property to
the successful bidder and all other documentation necessary to effectuate the sale and transfer of
the Property.
Section 4. Recitals and Authorizations. All monies realized from the disposition of the
Property shall be received by the City for the benefit of the Paducah Water and shall be remitted
to the Paducah Water.
Section 5. Severability. If any section, paragraph or provision of this Ordinance shall be
held to be invalid or unenforceable for any reason, the invalidity or unenforceability of such
section, paragraph or provision shall not affect any of the remaining provisions of this Ordinance.
Section 6. Compliance with Open Meetings Laws. The City Commission hereby finds
and determines that all formal actions relative to the adoption of this Ordinance were taken in an
open meeting of the City Commission, and that all deliberations of this City Commission and of
its committees, if any, which resulted in formal action, were in meetings open to the public, in
full compliance with applicable legal requirements.
Section 7. Conflicts. All ordinances, resolutions, orders or parts thereof in conflict with
the provisions of this Ordinance are, to the extent of such conflict, hereby repealed and the
provisions of this Ordinance shall prevail and be given effect.
Section 8. Effective Date. This Ordinance shall be read on two separate days and
will become effective upon summary publication pursuant to KRS Chapter 424.

MCCRACKEN COUNTY, KENTUCKY; AND AUTHORIZING THE
EXECUTION OF A DEED OF CONVEYANCE
WHEREAS, certain real property generally located at 158 Lovelaceville Florence Station
Road, Paducah, Kentucky, was originally purchased by the Hendron Water District and
subsequently conveyed to the City of Paducah, Kentucky, for the use and benefit of the
Commissioners of WaterWorks of the City of Paducah, DBA Paducah Water ("Paducah Water")
on July 18, 2012, in Deed Book 1234, page 473, McCracken County Court Clerk's office; and
WHEREAS, the subject property is located in McCracken County, Kentucky and is more
particularly described on the attached Exhibit A (the "Property"); and
WHEREAS, Paducah Water has determined that the Property is no longer necessary,
appropriate, or in the best interests of the operations of the Paducah Water and that such property
should be sold as surplus real estate, all as reflected in a resolution passed by the Commissioners
of the Paducah Water Works on October 27, 2021; and
WHEREAS, Paducah Water, with the approval of the City Manager, have determined
the method of disposition shall be by sale at public auction; and
WHEREAS, the Board of Commissioners of the City of Paducah concurs with Paducah
Water and finds that the Property is surplus property and that sale of the Property by public
auction is in the best interest of the City and Paducah Water.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS
OF THE CITY OF PADUCAH, KENTUCKY:
Section 1. Recitals and Authorizations. The Board of Commissioners hereby declares
the Property to be surplus property as it relates to the operations of Paducah Water, in
accordance with the Resolution of Paducah Water dated October 27, 2021.
Section 2. Recitals and Authorizations. The Board of Commissioners hereby approves
and instructs Paducah Water to dispose of the Property by public auction to the highest, qualified
bidder in accordance with KRS 82.083.
Section 3. Recitals and Authorizations. That the Mayor of the City of Paducah,
Kentucky for the use and benefit of the Commissioners of Waterworks of the City of Paducah,
DBA Paducah Water, be and is hereby authorized to execute and deliver a deed to the Property to
the successful bidder and all other documentation necessary to effectuate the sale and transfer of
the Property.
Section 4. Recitals and Authorizations. All monies realized from the disposition of the
Property shall be received by the City for the benefit of the Paducah Water and shall be remitted
to the Paducah Water.
Section 5. Severability. If any section, paragraph or provision of this Ordinance shall be
held to be invalid or unenforceable for any reason, the invalidity or unenforceability of such
section, paragraph or provision shall not affect any of the remaining provisions of this Ordinance.
Section 6. Compliance with Open Meetings Laws. The City Commission hereby finds
and determines that all formal actions relative to the adoption of this Ordinance were taken in an
open meeting of the City Commission, and that all deliberations of this City Commission and of
its committees, if any, which resulted in formal action, were in meetings open to the public, in
full compliance with applicable legal requirements.
Section 7. Conflicts. All ordinances, resolutions, orders or parts thereof in conflict with
the provisions of this Ordinance are, to the extent of such conflict, hereby repealed and the
provisions of this Ordinance shall prevail and be given effect.
Section 8. Effective Date. This Ordinance shall be read on two separate days and
will become effective upon summary publication pursuant to KRS Chapter 424.

TRACT L Beginning at a 5/8" steel rod, said point being located South 85° - 39' East a distance of 458.26'
from the intersection of the centerline of the Lovelaceville-Florence Station Road with the centerline of U.
S. Highway 45; thence, in a Southerly direction South 3° 00' East a distance of 150.0' to a 5/8" steel rod;
thence in an Easterly direction North 86° -19' East a distance of 150.0' to a 5/8" steel rod; thence in a
Northerly direction North 3° -00' West a distance of 150.0' to a 5/8" steel rod; thence, in a Westerly
direction South 86° -19' West a distance of 150.0' to the point of beginning.
The above described parcel contains 22,498.43 square feet or 0.516 acre.
Also conveyed without warranty is TRACT IL A permanent easement across, over and on the hereinafter

-00' East a distance of 30.00' from the intersection of the centerline of the Lovelaceville-Florence Station
Road with the centerline of U.S. Highway 45; thence, in a Southerly direction South 3° -00' East 458.26' to
a 5/8" steel rod; thence, in an Easterly direction North 86° -19' East a distance of 30.00' to a 5/8" steel rod,
thence, in a Northerly direction North 3° -00' West a distance of 458.61' to a 5/8" steel rod, said point also
being located on the Southerly right of way line of the Lovelaceville-Florence Station Road; thence, in a
Westerly direction and with the Southerly right of way line of the Lovelaceville-Florence Station Road

AN ORDINANCE AMENDING CHAPTER 2, ARTICLE V
"DEPARTMENTS", SECTION 2-211 "ESTABLISHMENT",
OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY
WHEREAS, this Ordinance amends Chapter 2, Article V "Departments" of the Code of
Ordinances of the City of Paducah, Kentucky, regarding the establishment of City Departments;
and
WHEREAS, this Ordinance is being amended to rename the Information Technology
Department as the Technology Department.
NOW THEREFORE be it ordained by the City Commission of the City of Paducah as
follows:
SECTION 1. That the City of Paducah, Kentucky hereby amends Section 2-211 of the Paducah
Code of Ordinances as follows:
Sec. 2-211 Establishment
The following departments of the city are hereby established under the
direction and supervision of the city manager:
(1) Administration.
(2) Finance.
(3) Human Resources.
(4) Police.
(5) Fire.
(6) Public Works.
(7) Engineering.
(8) Parks and Recreation.
(9) Planning.
(10) men Technology.
(11) City Clerk.
(12) Customer Experience.
SECTION 2. SEVERABILITY. If any section, paragraph or provision of this Ordinance shall
be held to be invalid or unenforceable for any reason, the invalidity or unenforceability of such
section, paragraph or provision shall not affect any of the remaining provisions of this
Ordinance.
