HomeMy WebLinkAbout11-08-2021HARC Minutes Commissioners Chambers – 2nd Floor Regular Meeitng November 8, 2021 5:30 p.m. Attendees: Vice-Chair Coltharp, Members Johnson, McCord, and Winchester Absent: Chair Jones APPROVAL OF MINUTES Member Coltharp offered the following Motion: I move that the reading of the minutes for October 11, 2021, meeting be waived and that the minutes of said meeting, prepared by the secretary, be approved with as written. The Motion was seconded by Member Winchester and adopted (4). Yea (Coltharp, Johnson, McCord, Winchester); Nay (0). Case #: CZC2021-0013 Property Address: 508 Harahan Applicant: Shulorn Jetter Member Winchester offered to the following Motion: I move that this Commission find as fact that the proposed Project at 508 Harahan Blvd. does not conform with the standard of historical integrity set forth in Section 126-120 of the Paducah Zoning Ordinance. I further move that the request for a Certificate of Zoning Compliance to convert two porch doors to windows be denied. The Motion did not pass. Yea (Coltharp, Winchester); Nay (Johnson, McCord). Member Winchester offered a second Motion: I move that this Commission find as fact that the proposed Project at 508 Harahan conforms with the standard of historical integrity set forth in Section 126-120 of the Paducah Zoning Ordinance and that this Commission specifically finds as fact that: The proposed action is in harmony with the wording and intent of the Ordinance; The proposed action is complementary to all conforming structures within the zone; and The proposed action is in conformity and complies with a majority of the design guidelines and Secretary of Interior Standards for Rehabilitation. I further move that the requested approval for the Certificate of Zoning Compliance be given to: Convert two porch doors to windows, of equal size, shape, and design configuration of existing front elevation windows. The Motion was seconded by Member McCord and adopted (4). Yea (Johnson, Jones, McCord, Colthapr); Nay (0). RESOLUTIONS: New Design Standards for the H-1 (Downtown) and Revised Design Standards for the H-2 (Lowertown) and NSZ (Fountain Avenue) were introduced for public comment. Jeff Canter from the Main Street Design Committee attended the meeting to receive comments on the Downtown Design Standards from HARC and the public. There were no comments. Members of the Lowertown Neighborhood Association attended the meeting to provide comments on the changes to the H-2 Design Standards. There was agreement between HARC members and the neighborhood association on updates to Design Standards, with the excpetion of gutters. Proposed gutter guidelines will be removed. A member of the public suggested additional guideance on historic paint schemes to provide a more prescriptive approach to how colors should be placed on siding, trim, and details. Staff received the comment. The Lowertown Neighborhood Association requested additional time to review and provide comment on the H-2 Design Standards Document. HARC agreed to wait until the new year to adopt updates. Members of HARC discussed revisions to the Fountain Avenue Design Standards. There was agreement on proposed changes to the Design Standards, with the exception of vinyl as an acceptable building material. Member Winchester proposed to remove vinyl. Discussion by HARC members focused on: Balancing design quality with other neighborhood goals of socio-economic diversity; Applying different design standards to renovating historic homes and constructing new home; Applying different design standards to owner occupied and rental occupied and/or flip construction; There was general agreement that vinyl may be an acceptable building material under strict conditions whereby siding configuration and trim detailing is consistent with historic profiles. Staff made a note to propose revised landuage in the Fountain Avenue Design Standards, for further discussion at the next HARC meeting. ADJOURNMENT: Staff did not note time of adjournment.
