Box 2267  Paducah, Kentucky 42002 270/444-8669  Office 270/443-5058  Fax Website: http://paducahky.gov Email: pspencer@paducahky.gov City Commission Meeting Highlights Tuesday, December 11, 2018, at 5:30 p.m. at City Hall __________________________________________________________________________________________________ Professional Services Agreement for Development of Paducah Opportunity Zones Marketing Strategy The Paducah Board of Commissioners approved a Municipal Order for a professional services agreement in the amount of $50,000 with Thomas P. Miller & Associates for the development of a marketing and engagement strategy in an effort to attract private investment into Paducah’s Opportunity Zones. The contract expires May 31, 2019. In the contract it states that “most zones, given their designation as ‘distressed’ will have to strategically position themselves to appeal to investors.” Opportunity Zones are economic development tools promoting investment in distressed communities through legislation enacted by the Federal Tax Cuts and Jobs Act of 2017. New investments in an Opportunity Zone area may be eligible for preferential tax treatment such as capital gains tax advantages. To qualify as an Opportunity Zone, a census tract must have a poverty rate of at least 20 percent, be nominated by the State for designation, and certified by the U.S. Department of Treasury. In February 2018, the Governor's office asked Kentucky communities to submit their request for Opportunity Zone designations. Kentucky has a total of 144 Opportunity Zones in 84 counties. The City of Paducah requested seven designations and received two Opportunity Zone designations for Census tracts 303 and 304 located on the northern and downtown areas in Paducah. Repeal Paducah Code of Ordinances Section 66-93 The Paducah Board of Commissioners approved an ordinance to repeal Section 66-93 of the Paducah Code of Ordinances regarding the use of profane, offensive, or indecent language in public places. Paducah has since received an attorney opinion stating that Section 66-93 of Paducah’s Code is believed now to be unconstitutional. 2018 Christmas Parade Winners The Parks & Recreation Department handed out the awards for the 2018 Christmas Parade held December 1 which had the theme A Comic Book Christmas.
