City Commission Meeting Highlights

Property Tax Rate Ordinance
The Paducah Board of Commissioners approved an ordinance setting the real estate and personal property taxes for fiscal year
2019. A property tax levy public hearing was held at the previous Commission meeting. With this ordinance approval, the
City’s real estate tax levy is set at 26.1 cents per $100 assessed value, a 2.3 percent change as compared to the fiscal year 2018
rate of 25.5 cents. The City’s Compensating Rate, the rate that would keep the revenue at the same amount as this fiscal year,
is 25.1 cents per $100 assessed value. Kentucky Revised Statutes (KRS) permits a city to adjust the rate upward by not more
than 4 percent of the compensating rate. With the 26.1 cents, the City is taking the 4 percent allowed by KRS.
The rate of 26.1 cents is much less than what the rate was more than twenty years ago in fiscal year 1995. At that time the real
estate rate was 43.8 cents per $100 assessed value. The revenue generated by the property tax is the City’s second highest
revenue source behind the payroll tax.
Recently, the Paducah Independent School District voted to set its tax rate at 84 cents per $100 of assessed value which is up
from last year’s 79.7 cents. The City collects the school tax but passes the funds along to the district.
Pat & Jim Brockenborough Rotary Health Park Sprayground and Restroom Project Contract (vote October 23)
The Paducah Board of Commissioners approved a contract with Evrard/Strang Contractors in the amount of $515,000 for
the construction of a sprayground and restroom facility at the Pat & Jim Brockenborough Rotary Health Park located at 421
North 13th Street. After receiving the Notice to Proceed, this will be a 150 calendar day project. Parks & Recreation
Department Director Mark Thompson says, “We are excited to get the ground broken on this part of the park.” Regarding
the generous donation by the Brockenborough family for the park, Mayor Brandi Harless says, “Thank you to the
Brockenborough’s with all of our hearts.”
Two bids were received for this project with Evrard/Strang Construction providing the lowest qualified bid.
Rezoning and Final Annexation of Properties on Hinkleville Rd, Harris Rd, and Olivet Church Rd (vote Oct. 23)
On July 24, 2018, the Paducah Board of Commissioners approved an intent to annex ordinance for several properties adjacent
to Paducah’s west side. The properties total nearly 70 acres and have five different property owners. At this meeting,
ordinances were introduced for the final annexation of the properties and the rezoning of the properties from Low Density
Residential (R-1) to Highway Business District (HBD). The Paducah Planning Commission met September 5, 2018, and
provided a positive recommendation about the rezoning.
Three property owners requested the annexation of their properties:
In a letter dated May 2, 2018, Ms. Nancy Bergfield requested the annexation of 5201 Hinkleville Road.
In a letter dated March 16, 2018, Ms. Alberta Davis requested the annexation of 5310 Harris Road and 5325
Hinkleville Road.
In a letter dated May 2, 2018, Falconite Real Estate Holdings, LLC requested the annexation of Tracts 2 and 3 on an
annexation plat in addition to 2705 Olivet Church Road.
To facilitate growth, the City also intends to annex Tract 5 (19.95 acres owned by Menard, Inc.) and Tract 6 (8.0 acres owned
by Harriett Reed, Trustee of Walter Reed Trust) as shown on the annexation plat. Plats showing all of the properties can be

Municipal Orders approved authorizing the following contracts for services:
o A contract between the City and the Paducah-McCracken County Convention & Visitors Bureau (CVB) for a
$25,000 payment to the CVB to be provided to the American Quilters’ Society for the marketing and
promotion of the Fall 2018 QuiltWeek.
o A contract with Greater Paducah Economic Development Council (also known as PED) with the City
providing $250,000 for economic development services.
o A contract with Sprocket, Inc. with the City providing $50,000 for the creation of a maker space at 3121
Broadway and various entrepreneurial development services.
Municipal Order approved for the purchase of a knuckle boom loader for the Solid Waste Division in the amount of
$142,773.35 from Municipal Equipment, Inc.
Municipal Order approved for a professional services agreement between the City and Bacon, Farmer, and Workman
Engineering & Testing (BFW) for the development of a Parks & Recreation Master Plan for $102,500. BFW will
develop the plan with the assistance of Peck, Flannery, Gream & Warren of Paducah in addition to
Brandstetter/Carroll of Lexington, the company that completed the 2002 Master Plan for the Parks Department. A
presentation about the Master Plan process including the community engagement initiatives will be at the October 23
meeting of the Paducah Board of Commissioners. The master planning process will take approximately 11 months.
Municipal Orders approved for the following items related to the City of Paducah Health Insurance Program:
o Vision premiums through Anthem BlueView Vision for calendar year 2019.
o Dental premiums through Delta Dental for calendar year 2019.
o Health Insurance premiums for calendar year 2019 with no change in premiums as compared to the current
calendar year.
o Policy for the funds provided by the City to eligible employees in the health and wellness plans (also called
spending credits).
o Authorization of the agreement between the City of Paducah and Anthem Blue Cross Blue Shield to provide
administrative services related to the City’s health insurance plan and the authorization of Stop Loss
Insurance which is used when a plan participant’s claims exceed a set value or when the City’s total claims
exceed a set maximum. The insurance protects the City from catastrophic health insurance claims.
Ordinance approved for the partial street closure of DAV Drive also known as Green Street. The adjacent property
owner Mid-South Energy Properties, LLC requested the closure which received a positive recommendation from the
Paducah Planning Commission.
Mayor Harless says that the McCracken Fiscal Court has received notice that our community will be receiving the
grant funding for the bridge that will be constructed to connect the McCracken County Trail system off County Park
Road to the City’s Greenway Trail.
