BE IT ORDERED BY THE BOARD OF COMMISSIONERS OF THE

SECTION I. Recitals and Authorizations. The Board of Commissioners
hereby authorizes the Mayor to certify and execute the consideration certificate contained
in the (Iced of conveyance from Enoch Chapel Cumberland Presbyterian Church in
America (formerly Icnown as the Colored Cumberland Presb)terian Church of Paducah,
Kentucky) to the City of Paducah, Kentucky, foi- properties located at 900 and 904 North
10`" Street, Paducah, Kentucky. It is determined that it is necessary and desirable and in
the best interest of the City to execute the consideration certificate contained in said deed
of conveyance, which deed of conveyance and consideration certificate are hereby
authorized and approved.
SECTION 2. Effective Date. This Order shall he in full force and effect
on and atter the date as approved by the Board of Commissimers of the City of Paducah,
Kentucky.

THIS DEED made and entered into this the day of
2016, by and between ENOCH CHAPEL CUMBERLAND PRESBYTERIAN CHURCH IN
AMERICA (formerly known as the COLORED CUMBERLAND PRESBYTERIAN CHURCH
OF PADUCAH, KENTUCKY), of Joe Clifton Drive, Paducah, KY 42001, hereinafter called
Grantor, and THE CITY OF PADUCAH, KENTUCKY, of 300 South 5'h Street, Paducah, KY

THAT FOR AND 1N CONSIDERATION of the sum of $1.00 and other good and
valuable consideration, the receipt of which is hereby acknowledged, Grantor sold and does by
these presents grant, bargain, sell, alien and convey unto the Grantee, its successors and assigns

Background Information:
This action would declare 2400 Spruce Street surplus properly owned by the City of Paducah
and authorize the transfer to the property to the best evahiated bidder. The property was
advertised in the Paducah Sun on October 30, 2016 requesting. interested parties to submit a
bid on or before 9 AM on Nov. 9, 2016. Two bids were submitted:
Seth and Jenny Keeling submitted a proposal offering $50 1.or the lot. The Keeling's rent a
home on the adjacent property and propose to clean up the overgrowth and maintain the yard.
In the future they propose to build a single-family home on the property. Their proposal says
that they will maintain the property to the highest standards set forth by the
City.
Daniel Jones submitted a proposal offering $1 for the lot. He proposes build a
garage/apartment on the lot. His proposed investment is $15,000. He would use the garage
in conjunction with his home across the street. He does not include in his proposal the plans
for the apartment.
Transfer of the surplus property is based on:
Best -evaluated future use of the property 25%
Proposed reinvestment 25%
Compliance with all applicable codes 25%
Highest bid 25%
Staff Recommendations:
Based on the evaluation using the criteria above, of the two bids submitted, staff recommends
transferring the property at 2400 Spruce Street to Seth and Jenny Hari -Keeling for their offer
of S50 plus deed preparation and recording fees of $77, and the commitment of the
construction of a single family home.

TO COMPLETE THE SALE
WHEREAS, pursuant to 2-668 of the Code of Ordinances of the City of
Paducah, Kentucky, a written determination has been made by the City Manager that the City
does not have any use at this time or in the future for real property located at 2400 Spruce
Street, which constitutes surplus real estate; and
WHEREAS, the City advertised for bids on October 30, 2016 and opened bids
on November 9, 2016; and
WHEREAS, the City desires to accept the offer of Seth and Jenny Keeling for
construction of a single family dwelling.
BE IT ORDERED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the City of Paducah accepts the bid of Seth and Jenny
Keeling for the purchase of real property located at 2400 Spruce Street for $50 plus recording
fees.
SECTION 2. The Mayor is hereby authorized to execute a deed and any
necessary documents relating to same to complete the sale of the real property approved in
Section 1 above.

1. Description of property: 2400 Spruce Street
2. Its intended use at the time of acquisition:
The lot at 2400 Spruce Street was acquired by the City of Paducah by Deed recorded in Deed
Book 1274 Page 27 on March 27, 2014. The City had no intended use at the time of the
acquisition
3. The reason why it is in the best interest of the City to dispose of the item:
Several months ago staff compiled a list of properties that the City had acquired over the years
through various means. Since that time additional lots have been acquired with the goal of
selling the lots to responsible citizens. This is one of the recently acquired lots. It is in the best
interest of the City to transfer this property to one of the two responsible parties.
4. The method of disposition to be used:
Sealed Bid: Two (2) bids received prior to the deadline

Background Information: In 2006, the City of Paducah accepted a Community Development Block Grant
(CDBG) Award from the Kentucky Department for Local Government on behalf of the sub -recipient, Four Rivers
Behavioral Health's Center Point Recovery Center, of which the grant agreement expired June 2012. The City
also accepted CDBG funding in 2013, 2014, and 2015 to continue the project in the amount of $250,000.
On April 19, 2016, the Commission through Municipal Order 1902 authorized the execution of a 2016 Four River
Recovery Center CDBG application. The Kentucky Department of Local Government has accepted the
application and issued a preliminary approval letter to the City of Paducah in the amount of $220,000 on behalf
of the Four Rivers Behavioral Health's Center Point Recovery Center,
The City of Paducah will receive $10,500 for grant administration, monitc.,ing and maintaining records with the
amount of $209,500 to be spent on salaries at Center Point Recovery Center, A local match is not required.

Background Information:
For the past several years, the City of Paducah and its partners the United Way, Lourdes Hospital, Baptist Health,
Rotary Club of Paducah, Purchase District Health Department and Health}' Paducah Coalition and the Foundation
for a Healthy Kentucky have worked to make the Health Park a reality. 'Chis phase of the project includes, safety'
surfacing for the Rotary Playground, walking trail, fighting, community gardens, Fitness area and grading and
irrigation for the great lawn,
On Tuesday, October 25, 2016, bids were publicly opened for the Health Park. We received three bids, all from
local contractors. The base bid range was fronS619,169.36 to $869,100.00. Che apparent low bid and best bid
was presented by Wilkins Construction Company of Paducah.
Due to current available funding levels staff does not recommend including the alternates, which would include
the plaza area and additional trees, in this contract.
Attached is the architect/engineer's recommendation for approval of a contract with Wilkins Construction
Company of Paducah to provide construction services for Phase 1 of the 11-calth Park. Staff concurs.

AN ORDINANCE AUTHORIZING AND DIRECTING THE FINANCE DIRECTOR
TO \MAKE PAYMENT TO 15 DESIGN GROUP, INC., FOR ARCHITECTURAL AND DESIGN
SERV ICES FOR THE POLICE DEPARTMENT ANNEX
WHEREAS, pursuant to Chapter 2-643 of the Code of'Ordinances of the City of
Paducah, Kentucky, the City'Manager executed a contract with i5 Design Group, file, in the amount of
S18,730 for architectural and design services for the Police Department Annex project; and
amount; and
WHEREAS, over the life of Annex project the total amount exceeded the contract
ll HFREAS, pursuant to Chapter 2-643 of the Code. of Ordinances, consent is required b)
the Board of Commissioners if the aaaregate amount of the contract exceeds $20,000; and
WHEREAS, the aggregate amount of the services provided totals 522,634.35; and
WHEREAS, the Police Department wishes for the Board oFCommissioners to approve
the total amount for the services provided by i5 Design Group, Inc.
BE IT ORDAINED BY THE CITE` OF PADUCAH, VENTUCKY:
SECTION 1. That the City of Paducah hereby authorizes and directs the Finance
Director to make payment in the amount of 522,634.35 to i5 Design Group, Inc., for architectural and
desiU,i services For the Paducah Police Department Annex.
SECTION 2. These expenditures will be charged to account no. 0=40-1616-521-4207,
project account PO00SS.
SECTION 3. This ordinance shall be read oil two separate days and shall become
effeCtk e upon summary publication pursuant to KRS Chapter 424.

Background Information: Over the life of the Police Department Annex
project, fencing purchased from Morris Fencing totaled more than initially
anticipated and now stand at a total of $12,800. We have obtained bids when
required, and currently are waiting to enter a Purchase Order of $11,590. We
anticipate possible further fencing purchases before the project is complete. We
are requesting the commission pass an ordinance to purchase fencing from
Morris Fencing totaling not more than $35,000 for t:,ie life of the project.

WHEREAS, during the renovation of the Police Department Annex fencing was
placed at the annex; and
and
WHEREAS, quotes were taken for the first portion of fencing totaling $12,800;
WHEREAS, the second portion of fencing is neo--ssary and quotes have been
received and the quote recommended is in the total of $11,590; ind
WHEREAS, pursuant to Chapter 2-643 of the Cade of Ordinances, consent is
required by the Board of Commissioners if the aggregate amount of the expenditure to the
vendor exceeds $20,000: and
WHEREAS, the aggregate amount of the fencing totals $24,390; and
WHEREAS, the Police Department wishes for flie Board of Commissioners to
approve the total amount of the expenditure.
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the City of Paducah hereby �ii.ithorizes and directs the Finance
Director to make payment in the amount of $24,390 to Morris Fencing for fencing for the
Paducah Police Department Annex.
SECTION 2. These expenditures will be charged to account no. 040-1616-521-
4207, project account P00088.
SECTION 3. This ordinance shall be read on two separate days and shall become
effective upon summary publication pursuant to KRS Chapter 424.
