In previous years, the City has received TAP funding for extensions to the Green«7ay Trail, The Planning Department is proposing to submit a TAP application to complete sidewalk, curb, and guttering improvements in the Fountain Avenue Neighborhood. With the transition into the next neighborhood redevelopment project, staff recommends beginning transportation and infrastructure improvements in Fountain Ave. These improvements were outlined in the Fountain Ave. Neighborhood Plan in the Transportation & Infrastructure section as Goal 6-9, which states: "Improve existing infrastructure (new street surfaces, sidewalks, curbs & gutters as needed." Many of the sidewalks are cracked, collapsing, or grown over causing accessibility issues. Many of the curbs are collapsing and deteriorating, as well. This project will also make the sidewalks handicap accessible at various intersections. The estimated project cost is $92o,807.50. The planning department is requesting 5736,646 in TAP assistance. The snatching fund requirement is $184,16-1.50 and will be provided through the Planning Department's FY2o18 budget. McCracken County loaned GPEDC an equal amount over the same time period; however unilaterally forgave GPEDC $500,000 in 2014. The property purchased was a part of an over 1,000 acre land tract GPEDC assembled for the proposed coal to liquid project. Because it was initially believed the deal would close quickly, the loans were made for six-month periods. The first loan for $600,000 was extended for two six-month periods through March 2009. The second loan for $311,375 was made for one six-month period through June 2009, Ordinance 2010-3-7658 amended the due date to June 30, 2015; which maturity date has now passed. In recognition of these facts, the attached ordinance would extend the expired loan agreements (totaling $911,375) for an additional 5 -year period, until June 30, 2020. The PTA coordinated $55,000 in funds for the project. On Tuesday, August 23rd bids were publicly opened for the Noble Park` canis Restroom/Shelter. We received five bids from contractors. The bidding contractors are from Paducah, ?&yfield and Marion, 1L. The bid range was from $152,936.00 to $192,211.95. The apparent low bid and best bid was presented by M. P. Lawson Construction, LLC of Paducah. Staff recommends approval of a contract with M. P. Lawson Construction, LLC of Paducah to provide the shelter/restroom facility. Additionally thrOLIgh Change Order # 1, M. P. Lawson, Construction, has agreed to assist the City in a cost savings of $5,048.94 by a] lowing the City to direct purchase the pre -fab structure. This allows the City to save the 6% state sales tax. The change order will reduce the contract with Lawson by $91,685.94. The City will then directly purchase the pre -fab structure listed in Lawson's bid from Hunter-Knepshield of LaGrange, Kentucky for $86,637.00, a difference of $5,048.94. Six proposals were received, and were opened at 4 p.m. Friday, Sept. 2. The lowest, and preferred, proposal was submitted by Wilson Office Solutions of Paducah at a price of $42,127.13. The primary goal of the Assistance to Firefighter Grant Program (AFG) is to meet the firefighting and emergency response needs of fire departments and emergency service organizations, The Paducah Fire Department has been awarded a 2015-2016 AFG Application is for the Fire Ground Survival program to ensure that training for MAYDAY prevention and MAYDAY operations are consistent between all fire fighters, company officers, and chief officers. Fire fighters must be trained to perform potentially life-saving actions if they become lost, disoriented, injured, low on air, or trapped. "f hese training exercises must be consistent throughout the fire service. Funded by the IAFF and assisted by a grant from the U.S. Department of Homeland Security through the Assistance to 'f=irefighters Grant Program, our comprehensive Fire Ground Survival training program applies the lessons learned from Fire Fighter Fatality Investigations conducted by the National Institute for Occupational Safely and Health (NIOSH) and has been developed by a committee of subject matter experts from the International Association of Fire Fighters, the international Association of Fire chiefs and NIOSH. This program is suitable for all rank and experience levels, The Fire Ground Survival course is a comprehensive curriculum developed using near misses, close calls, and fire fighter fatalities to address the critical elements of fire ground survival. Information from NIST, NIOSH, IAFF, IAFC, UL, USFA, NFPA and the military was used to develop the five part curriculum consisting -of: 1.) Mayday Prevention, 2,) Being Ready for the Mayday, 3.) Self-Survivai Procedures, 4.) Self -Survival Skilis, and 5,) Fire Fighter Expectations of Command During a Mayday. A fire department may be a host site for up to 30 candidates in the trairl*e-trainer at a fixed fee of $77,000. As part of this fee, the IAFF-Certified FGS Instructor will be registered with the IAFF and will receive all updated training materials and continued information regarding the FGS Program. Also as part of this fee, the IAFF will provide two sets of durable, fabricated props for the Upper Floor Egress, Disentanglement, and Reduced/Low Profile Wall Breach on a mobile trailer. Durable signage for all props and training stations will also be provided, These props and signage will remain the property of the host. The IAFF will provide all the required training manuals and resource matenals. Each student for the IAFF- Certified FGS Instructor Program will be required to have these teaching aids. The cost for 20 career firefighters is estimated to cost $19,200. The total project cost is $96,200. The AFG grant award is for $87,455 and there is match requirement of $8,745. Matching funds will be provided by the Fire Department PMZWOper ion Budget. The grant application was approved by the City Commission on Jan. 5, 2016 through municipal order 1878. That Section 14-32, Dogs Permitted at Special Community Events: Restrictions, of Chapter 14, Animals. of the Code of Ordinances of the City of Paducah. Kentucky, is hereby amended to read as follows: "Sec. 14-32. - Dogs permitted at special community events; restrictions. (a) No person shall bring a dog into an area designated for special community events during the times such events are occurring unless the dog is: (1) Licensed by McCracken County Animal Control or by any other state or county. (2) Restrained by a leash or other lead that is no longer than three feet; and (b) Special community events include, but arc not limited to, the Paducah Summer Festival, Barbecue on the River, Parades, Saturday Night After Dinner Program, and other similar events."
