Background Information: The Kentucky Office of Homeland Security (KOHS), Law Enforcement Protection
Program (LEPP) will reimburse law enforcement agencies for prior -approved Items including body an -nor,
duty weapons, ammunition and electronic control devices. The Police Department has received awards
from this program In the past with the most recent allocation being in 2015 for Ballistics vests.
The Police Department is proposing to submit an application in the amount of $55,056.60, to reimburse the
city for the purchase of 65 Tasers to replace existing equipment that is no longer supported by the
manufacturer. The LEPP program will reimburse:
• Up to $869.00 per Taser;
• Up to $159 for Software for the department to share; and,
• Up to $25.00 per Taser cartridge with a maximum of two cartridges per Taser,
If funded, the new Tasers will replace equipment that is approximately 10 years old. This program does not
require matching funds. However, the city will be responsible for all casts that exceed the program's
maximum funding limits; therefore, the Paducah Police Department will have to invest $8,920.39 from their
FY2016 budget.

Background Information:
On Nov, 16, 2014 this lot was advertised, and the Commission agreed to the sale of the lot to
Thomas and Madonna Humphrey. Municipal Order # 1805 authorized the transfer for $1000.
Upon deed preparation a mistake was discovered. Mr. and Mrs. Thomas did not exercise
their option purchase the lot at that time. The mistake revealed that the City only owned the
north half of the lot. Mr. and Mrs. Humphrey were prepared to pay the offered price of
$1000 should the city be successful in acquiring the south half of the lot, The City foreclosed
on the south half, but was unsuccessful in purchasing the lot at the Commissioner Sale in
January 2016. Mr. Humphrey still wished to purchase the north half of the lot but was
unwilling to pay his frill offer for half the property he thought he would get at the time he
submitted his original bid.. Staff advised Mr. Humphrey that we had no alternative but to re-
bid the property since the Commission acted on his original offer.
The property was advertised in the Paducah Sun on Sunday; Sunday, January 31, 2016
requesting interested parties to submit a bid on or before 3 P'Vl on Monday, Feb. 8, 2016.
This action would repeal Municipal Order #1805 and declare the north half of the lot know as
1020 Lincoln Avenue surplus property owned by the City of Paducah and authorize the
transfer to the property to the best evaluated bidder,
Thomas and Madonna Humphrey submitted the only bid received. They live adjacent to lot.
He offers $500 for the property and will make landscaping improvements. He states that he
has mowed the lot at his own expense since 1997.
Staff Recommendations:
Staff recommends transferring the north half of the lot at 1020 Lincoln Avenue to Mr.
Thomas Humphrey for their offer of $500.

This lot was acquired by the City of Paducah by Commissioner's Deed recorded in Deed Book
1282 Page 348 on July 24, 2014. The City did not have a specific use for the property at the time
of the acquisition. The property is currently vacant.

Several months ago staff compiled a list of properties that the Cite had acquired over the years
through various means. Since that time additional lots have been acquired with the goal of
selling the lots to responsible citizens. This is one of the recently acquired lots. It is in the best
interest of the City to transfer this property a responsible party,

Sealed Bid: The property was advertised in the Paducah Sun oit Sunday, Sunday, January 31,

WHEREAS, the City adopted Municipal Order No. 1805 on December 9,
2014, authorizing the sale of 1020 Lincoln Avenue to Mr. Thomas Humphrey; and
WHEREAS, upon deed preparation it was that revealed that the City only
owned the north half of the lot; and
WHEREAS, Mr. Humphrey was prepared to pay the offered price of
$1000 should the city be successful in acquiring the south half of the lot; and
WHEREAS, the City foreclosed on the south half, but was unsuccessful in

WHEREAS, the City advertised for bids on January 31, 2016 and opened
bids on February 8, 2016; and
WHERAS, Thomas and Madonna Humphrey submitted the only bid of
$500 and proposed to make landscaping improvements to the property;
WHEREAS, the City now desires to accept the bid of the Humphreys.

This action Nvould declare the lot at 1116 Oscar Cross Blvd. surplus property, owned by the
City of Paducah and authorize the sale of the lot. The Planning Department advertised the
property in the Paducah Sun on Sunday January 31, 2016 and placed a sign on the lots
requesting sealed bids. The deadline to submit was 3 PM, Feb. �, 2016. One bid was received
prior to the deadline.
Aaron Prather submitted the only bid. He owns property directly behind this property. he
offers $5 for the lot. He proposes an investment of $1.000 N4ich includes filling, leveling,
removing scrub bushes, trimming trees, seeding and future maintenance of the lots.

This lot is on the list of properties staff deemed as surplus. It is in the best interest of the
City of Paducah to transfer surplus property to responsible owner thus saving the City the
cost maintaining of the los.

Background Information: The Paducah Parks Services is responsible for the maintenance and upkeep of the
grounds and landscape of real estate owned by the City of Paducah. Due to liens, city projects and other
methods the City currently owns over 130 lots throughout the city limits. During the year these lots require
mowing, trimming, limb and trash disposal and other grounds services. The number and location of these lots
make it impractical for Paducah Parks Services Park Maintenance division to provide upkeep for each of these
properties in addition to park properties with in-house staff.
Lots will be mowed on an as need schedule as determined by the Park Maintenance division. Last year
lots were mowed every 10 work days from March through September. Lots can be mowed less frequently in
during dry periods that lack of growth. They are typically mowed once in late October to mulch fallen leaves.
Bids were opened on January 28, 2016. Kinsey Landscaping was the sole bidder. Staff recommends
Kinsey Landscaping be awarded the contract to maintain the approximately 130 lots for the price of $17 per lot.
This was $3 per lot cheaper than the contract awarded in 2011. The contract is for 2 years with up to 3 renewals
of t year. The services provided in this contract provide for mowing, string trimming and limb and trash
disposal of all city properties.

Bacic2round Information:
On July 21, 2015 the City Commission adopted an ordinance (2015-7-8277) accepting the bid of Environmental
Abatement, Inc. (EAI, Inc.) in the amount of $458,685.00 for the demolition of the condemned/unsafe structure at
432 Broadway. Work began on August 17, 2015 and was stopped on August 19, 2015 due to concerns regarding
the stabilization of the adjacent property located at 430 Broadway. Work resumed on January 26, 2016 after
stabilization measures were put in place (Both temporary and permanent).
Due to the length of time between when work was stopped and when it resained, EAI, Inc, incurred costs related
to equipment rental, remobilization, etc. On December 8, 2015, the Commission approved Change Order 91
(Ordinance 2015-12-8330) in the amount of $20,933.00 to:
■ Increase rental charge for barricades, fence, toilets, and road plates for two rronths;
• Remobilization of equipment and personnel;
■ Property Survey;
■ Permanent Shoring Evaluation cost between EAI, Inc. & Associated Engineers; and,
• Increased contract time of 103 Calendar Days making the completion date February 26, 2016,
EAI, Inc. has submitted a second change order request regarding the 432 Broadway Demolition project in the
amount of $10,830.00. The Change Order is related to:
■ Increase rental charge for barricades, fence, toilets, and road plates for two more months; and,
■ Increased contract time of 30 Calendar Days for a completion date of March 27, 2016.
The additional time and additional rental charges stem from delays regarding work completed by the steel
reinforcing contractor — Darnell Steel & Construction, LLC. EA -1, Inc., due to safety concerns, did not want to re-
mobilize and re -start demolition work while Darnell Steel & Construction workers were on-site, which added an
additional 30 days to the project. (Please note that within a two month period, staff procured professional
services, designed permanent shoring, bid the project and finalized stabilization work)

breakdown for the additional services/costs incurred or that will be incurred on the project.

Sheryl my calculations were incorrect on the traffic control/security equipment on the site. EAI had
budgeted four months of this equipment in our original base bid; Change Request #1 added an
additional two months. However in review of the cost - due to delay in shoring/design/install - the
impact will be two additional months. Project initiated in August 2015 (1S1) month of services -
completion March 2016 (last month of rentals).
We also are asking for a completion date extension to March 27, 2016 - by this change order we are
requesting an extension of an additional 30 Calendar Days from the revision noted in Change Request
#1.

ORDINANCE 2016 -3 -
AN ORDINANCE APPROVING CHANGE ORDER NO. 2 WITH
ENVIRONMENTAL ABATEMENT, INC. FOR DEMOLITION OF ACONDEMNED/UNSAFE
STRUCTURE LOCATED AT 432 BROADWAY IN THE CITY OF PADUCAH, AND
AUTHORIZING THE MAYOR TO EXECUTE THE APPROVED CHANGE ORDER
WHEREAS, the City approved Ordinance No. 2015-1-8277 to enter into a contract with
Environmental Abatement, Inc., (EAI, Inc.) in the amount of $458,685.OD for the demolition of a
condemned/unsafe structure located at 432 Broadway; and
WHEREAS, the City approved Ordinance No. 2015-12-8330 authorizing Change Order
No. 1 with Environmental Abatement, Inc., in the amount of $20,9311, for increase rental charge for
barricades, fence, toilets, and road plates: remobilization of equipment and personnel; properh, survey;
permanent shoring evaluation cost between EAI, Inc., & Associated Engineers; and increased contract
time of 103 calendar days; and
WHEREAS, EAI, Inc., is requesting Change Order No. 2 in the amount of $10,830.00 for
an additional t-,vo months for rental for barricades, fence, toilets & road plates due to delay in
shoring/design/install and are also requesting an additional 30 days contact extension; therefore,
increasing the total contract price to $490,448.00 and extending the completion date for demolition to
March 27, 2016; and
WHEREAS. the Cite agrees to approve Change Orderlo. 2 and authorize the Mayor to
execute said document.
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. The City of Paducah hereby approves Change Order No. 2 for an increase
in the amount of $10,830,00 with Environmental Abatement, Inc.. for rental of barricades, fencing, toilets
and road plates due to the delay of the demolition of the condemned/urrafe structure located at 432
Broadway and to extend the completion date to March 27, 2016, therefore, increasing the total cost to
$490,448.00.
SECTION 2. The Mayor of the City of Paducah is hereby authorized to execute Change
Order No. 2 approved in Section I above.

SECTION 4. This ordinance shall be read on two separate days and will become
effective upon summary publication pursuant to KRS Chapter 424.
