HomeMy WebLinkAbout07-20-2020 PADUCAH PLANNING COMMISSION MINUTES Board of Commissioners Chambers Regular Meeting July 20, 2020 5:30 p.m. Attendees: Chair Crecelius, Bradford, Morrison, Pollard, Wade Absent: Vice-Chair Schramke, Benberry PLEDGE APPROVAL OF MINUTES Commissioner Morrison offered the following motion: I move that the reading of the minutes for June 15, 2020 be waived and that the minutes of said meeting, as prepared by the secretary, be approved as written. The motion was seconded by Commissioner Pollard and adopted (5). Yea Votes (Chair Crecelius, Bradford, Morrison, Pollard, Wade); Nay Votes (0). Commissioner Wade offered the following motion: I move that this Commission remove from the table Case# ZON2019-248 pertaining to 5154 Village Square Drive and 2690 Olivet Church Road. I further move that this case be re-numerated as TXT2020-076 for consideration of a text amendment. The motion was seconded by Commissioner Morrison and adopted (5). Yea Votes (Chair Crecelius, Bradford, Morrison, Pollard, Wade); Nay Votes (0) Commissioner Wade offered the following motion: ZON2019-248/ TXT2020-076 TXT2020-076 I move that this Commission adopt a resolution recommending to the Board of Commissioners that Section 126-76 of the Paducah Zoning Code be amended and adopted in accordance with Exhibit I. The motion was seconded by Commissioner Morrison and adopted (5). Yea Votes (Chair Crecelius, Bradford, Morrison, Pollard, Wade); Nay Votes (0) Commissioner Bradford offered the following motion: I move that this Commission remove from the table application TXT2020-006 pertaining Section 126-176 of the Paducah Zoning Ordinance. The motion was seconded by Commissioner Pollard and adopted (5). Yea Votes (Chair Crecelius, Bradford, Morrison, Pollard, Wade); Nay Votes (0) Commissioner Bradford offered the following motion: I move that this Commission adopt a resolution recommending to the Board of Commissioners that Section 126-176 of the Paducah Zoning Code be amended and adopted in accordance with Exhibit A. The motion was seconded by Commissioner Pollard and adopted (5). Yea Votes (Chair Crecelius, Bradford, Morrison, Pollard, Wade); Nay Votes (0) Property Address: 900 North 32nd Street Applicant/ Owner: Strickland’s Properties Request: Amendment to a Development Plan for signage Commissioner Pollard offered the following motion: I move that this Commission not adopt a resolution approving the Amendment to a Development Plan for property located at 900 North 32nd Street. I further move that the following finds of fact be made in support of said denial: The largest sign located on the site in the past has been 50 square feet which provides adequate visibility. Single-family homes are located on the south and east of the site and a larger sign would disrupt the residential character. TXT2020-006 APP2020-034 Large signs, such as the proposed sign, are typically located on major arterials and North 32nd Street is a minor arterial, intended to connect Midtown to Park Avenue and serve the nearby residential area. There is no competition from other signs in the vicinity. The business on this site is a destination in itself, as opposed to a motorist deciding which business to patronize based on signage. The motion was seconded by Commissioner Morrison. Discussion was made regarding the size of the sign. A neighbor, Ms. Sonya Thompson at 811 Levin Avenue, spoke against the proposal and stated she felt the existing sign was adequate. Since the Petitioners were not present at the meeting, it was decided to table the Petition until they could be heard. Commissioner Wade made a motion to table until the next meeting. The motion was seconded by Commissioner Pollard and adopted (5). Yea Votes (Chair Crecelius, Bradford, Morrison, Pollard, Wade); Nay Votes (0) Property Address: 401 Walter Jetton Boulevard Applicant/ Owner: The Jetton Schoolhouse Limited Partnership Request: Zone change/ parking waiver Commissioner Morrison offered the following motion: I move that the Planning Commission open the public hearing regarding cases ZON2020-064 & VAR2020-065 regarding 401 Walter Jetton Boulevard. I further move that the Planning Commission table cases ZON2020-064 & VAR2020-065 for a date certain meeting, said meeting to be on August 3, 2020. The motion was seconded by Commissioner Wade and adopted (5). Yea Votes (Chair Crecelius, Bradford, Morrison, Pollard, Wade); Nay Votes (0) Property Address: 2550 & 2630 James Sanders Boulevard Applicant/ Owner: Chandler Park Paducah, LLC & Falconite Real Estate Holdings, LLC Request: Lot abolishment/ re-establishment in the Regional Trade Center ZON2020-064/ VAR2020-065 WAV2020-069 Commissioner Wade offered the following motion: I move that this Commission receive and file the application of Chandler Park Paducah, LLC and Falconite Real Estate Holdings, LLC for the proposed re-subdivision of property located at 2550 & 2630 James Sanders Boulevard. I further move that the requested waiver of the public hearing and the dedication of streets be given and that approval of the submitted plat, file dated July 1, 2020 be granted. The motion was seconded by Commissioner Pollard and adopted (5). Yea Votes (Chair Crecelius, Bradford, Morrison, Pollard, Wade); Nay Votes (0) Property Address: 5800 & 5802 Commerce Drive Applicant/ Owner: Paducah-McCracken County Industrial Development Authority Request: Lot creation for a water tank Commissioner Bradford offered the following motion: I move that this Commission receive and file the application of the Paducah-McCracken County Industrial Development Authority for the proposed re-subdivision of property and establishment of ingress/ egress & water line easements located at 5800 & 5802 Commerce Drive. I further move that the requested waiver of the public hearing and the dedication of streets be given and that approval of the submitted plat be granted. The motion was seconded by Commissioner Morrison and adopted (5).
