Minutes: Minutes reviewed from January 27th, 2020. No proposed changes.
Director Report Out:
Monthly Reinvestment Stats: No update. Projects are working but are not counted in stats until
they reach completion.
Program Overview:
o Board formally approved changes to the Paducah Main Street Description of Structure,
Mission Statement, and Vision Statement. Motion for approval by Mr. Canter, second
from Mr. McMillan. All present members in favor.
o Board discussed Organization, Promotion, and Design Committee Work Plans.
Organization and Promotion committees will see changes as Special Events moves from
the Planning Department to Parks, and landscaping moves to Public Works. More details
to follow. Economic Vitality Work Plan is in progress after the first meeting.
New Board Members: The Director presented a list of suggested stakeholders from which to
draw board members. Potential appointments were listed. See attached.
City Block Update: Parking assessment is the final piece of due diligence on the city’s part for
the City Block Development Project. The Planning Department held an open house evet to hear
feedback on parking from the public and will issue a report. The city will decide now if a formal
development agreement will be entered into.
Budget Report Out: The Director provided a monthly Financial Report for January 2019 for the Main
Street Promotions Budget. Total disbursements for FY are $19,347.27. Remaining Budget for FY is
$10,740.73. Board appreciated receiving monthly report and requests monthly report on Downtown
grants. Director will provide going forward.
Committee Report Outs:
Organization: Committee met on February 3rd. Plans were finalized for the Volunteer
Appreciation Event. Staff went over details for Spring Spruce up and introduced the idea of
Music at the Gazebo. The committee discussed the proposed sponsorship package for the Block
Board of Directors

Minutes
Party Series, targeting larger sponsors such as Baptist Health or Paducah Power to engage for
the series of events, as opposed to searching for sponsors for each individual event. Seeking
sponsors in on hold as Special Events are transitioned to parks. More details to follow.
Design: Committee did not meet.
Promotions: Promotions committee did not meet. Main Street staff did social media campaign
for Valentine’s Day that focused on dining, shopping, and staying Downtown.
Economic Vitality: Committee met on February 18th. The Director identified goals for this
committee to accomplish: revitalization of commercial district, facilitating filling vacant
property, 24/7 neighborhood function, creative place-making. Discussed challenges and data
collection in relation to achieving set goals.
