Director Report Out: Monthly Reinvestment Stats: Q1 2021 have seen four new businesses open: Home Paducah (retail), Velvet Underground (salon), Trish (attorney), Over/Under (food service). Two businesses have expanded: BBQ & More (open air market), Raven & Moth (expanded retail services). This equals 26 new jobs for Downtown. The next new business to open will be the Pour Room (diy candle pouring experience), set for April 2021. Q1 also saw $1mil of private investment in the district. City Block Update: First design has been delivered to the city. The commission is working on a budget. More to come in April. TIF Update: TIF was approved. This will capture $21.4 million in tax revenue for Downtown the riverfront. This could fund the city’s portion of city block and the riverfront park, upgrade lampposts and utilities, or provide remediation in historic buildings. Entertainment Destination Center: The EDC will be a district that allows controlled open-carry and to-go cocktails. It has been well received by the commission, the public, and the business community. The group discussed the boundary, cups and signage, and rules/enforcement. This project has support from merchants, especially bars and restaurants, as well as Downtown residents. Earliest implementation will be around Memorial Day. Budget Report Out: See attached. Disbursements totaled $ 1,127.50, leaving $10,909.50. National conference training will be paid from a separate training budget, with a separate Board of Directors March 29, 2021 3:00 p.m. Virtual Meeting Minutes invitation to follow. The remaining funds will be dedicated to programming through the end of the fiscal year at June 30th. Updates to the budget include a second round of flags. National Main Street Conference: Virtual conference 4/12-4/14 Committee Report Outs: Work plan will be review a third time, to be adopted in April. Organization: Committee is staffed, with a first meeting scheduled for April. The Main Street Mile is the first project to be completed, followed by a Lower Town historic walking tour. Promotions: suggestions included including Water Street to the Downtown Dining at Market House square, or other activation focus. Design committee would like to be involved in a preservation scavenger hunt for preservation month. Design: Design committee finalized historic design guidelines and sent it out for feedback. The next project will be to work with the city to create a street furniture design plan to create uniformity between planters, benches, and waste receptacles. Civic Beautification Board will weigh in on the finished plan. Economic Vitality: The committee is staffed with reps from the Chamber, GPED, and MSU, and working to add a rep from the real estate industry. Discussions included diving deeper into the KY Main Street reinvestment stats, and enacting a business survey. River Industry Day (touring and connecting in workforce) is an idea in development. Property listings will be added to the Main Street website. Looking ahead: Board biographies will be completed before the end of April, and published on the Main Street website.
