HomeMy WebLinkAbout06-17-2021The Paducah Creative & Cultural Council convened for a Council meeting on June 17, 2021, at 4:30
p.m. via video and/or audio teleconference. Upon a call of the roll, the following answered to their
names:
Council members April Cochran, Shand Stamper, Cindy Ragland, Ty Wilson, Melanie Reason,
Steven Page and City Planning Director Nic Hutchison were in attendance (7) Council member Mary
Katz was not present.
City Employee Katie Axt was also in attendance
In order to keep the Council and public safe in the midst of the COVID-19 outbreak and in accordance
with Kentucky Executive Order 2020-243 and SB 150, all members of the Creative & Cultural Council
participated using video and/or audio teleconferencing. The public was invited to view the meeting via
the Zoom Virtual Meeting Link and call-in phone number.

INTRODUCTION OF NEW CITY PLANNER NIC HUTCHINSON

Council members introduced themselves. Nic was given opportunity to ask questions and said he
has reviewed minutes of past meetings with no questions at this time.
NEA GRANT UPDATE & PROPOSED CHANGES TO GRANT REQUEST
Ty Wilson reported that the redirection of the grant project is approved. Website, promotion and artist
directory is approved. The promotion party was the only component not approved.
WEBSITE: FEATURES AND PROPOSED TIMELINE
Melanie Reason asked for quotes from Socially Present and artist Nikki May.
The proposal’s general criteria were: 5 pages including about the C & CC, home page, events, artist
directory with ability for submission as well as generate listing and a list from that directory.
The City will own, house, and maintain the website. Once a proposal is accepted, she estimates it
will take 8-12 weeks to have the site built. Nikki May’s proposal includes her hosting the site with us
providing the questions.
The Artist Survey can be available before the website will be established. We need to introduce the
Council to the public and begin to get the word out and get the survey circulating.
We are working through a work plan based on our mission statement and our priorities.
Marketing of the site was also discussed. Potential web domain names could include
paducaharts.org?
OTHER BUSINESS
The Public Art Procedures committee reported that they are looking to codify how the city formulates
a call to bid for artists. Questions to consider include: What is the incentive for public art? What is
the funding? Where does the city stand on public art? Are there ordinances for or against public art
art on buildings? Mural considerations - its problematic for the city to pay for private property
improvement. Design guidelines within HARC were reformatted and will be available
