HomeMy WebLinkAbout05-20-2021 The Paducah Creative & Cultural Council convened for a Council meeting on May 20, 2021, at 4:30 p.m. via video and/or audio teleconference. Upon a call of the roll, the following answered to their names: Council members April Cochran, Shand Stamper, Cindy Ragland, Ty Wilson, Melanie Reason, Steven Page were in attendance (6) Council member Mary Katz was not present. Also in attendance was guest Michael Terra City Employee Katie Axt was also in attendance In order to keep the Council and public safe in the midst of the COVID-19 outbreak and in accordance with Kentucky Executive Order 2020-243 and SB 150, all members of the Creative & Cultural Council participated using video and/or audio teleconferencing. The public was invited to view the meeting via the Zoom Virtual Meeting Link and call-in phone number. I Approve minutes for April 15, 2021 Ragland moves, Stamper seconds No objections. All in favor. Minutes approved. II LowerTown Intersection mural project (Terra/Reason/Axt) Michael Terra outlined the process for the Lowertown intersection public art project. They are in a round format of 40 ft diameter street art for intersections in the arts district. They experienced delays due to covid. There are 6-7 completed designs beyond the first one. He is sourcing and purchasing materials. Schedule 3 day installation for beginning of August for the first one which will be located at the Texaco Station intersection. LTNA approached the city about creative place making - how can we make our historic arts district an art centric location? Larger vision: How do we (C&CC) create opportunities for more public art, more transparent and inclusive practices for artists to do this? We want to support and facilitate art in the arts district and city wide. What should the process look like? What we know is that there is a love and intention for public art. We need to scale up our process to create more art projects: Information, education, and public buy in. What are our terms? Departments in City Hall - facilitating the work Funding? LTNA will pay the artists City will buy materials (on this specific project) Similar work done in Memphis new museum park, Philadelphia, Correlation between Public art and public safety - zoning? Is that important? Where people are walking This project provides us (C&CC) the opportunity to codify the process and help facilitate other similar public art projects. Who will form committee: Working with Katie Axt, Shand Stamper, Cindy Ragland III. NEA Grant Discussion (Wilson/Reason) Ty Wilson reports. Funding to be used for building a website; the directory, resources for local artists, HUB toolbox. (maybe a good tool to complete some of the committee work just mentioned) A. building the website; cost? Quote requested. B. marketing; social media content, city avenues, direct outreach, C. outreach; housing PD digital info, automating artists directory and queue for approval, links to resources, networking event (pre assessment) Idea hashing for budget resubmission. Ty is getting it ready for approval and getting the budget fine tuned. Hopeful for approval. He will report back if there are any NEA issues with the proposed change in scope of project. IV. Council Mission Statement proposal (Cochran) Cochran presents a proposed C &C Council mission statement. Discussion for minor language changes. The Mission Statement now reads: The Paducah Creative & Cultural Council aims to support our community’s individual creatives and its arts organizations by serving as a connector, an advocate and a resource to promote and support creative work in our area, as well as raising awareness of the importance of the arts to the emotional and economic well- being of its citizens. Council member Page moved to accept, Wilson seconds. Our mission statement is adopted. V. Art a la Cart update (Axt) Concerns from artists art a’la carte, concerns expressed to council and to mayor about them being dislocated. Katie has reached out to Jim Keeney and Mayor. Art a’la carte is not being dislocated. Corner will remain city property and gazebo and utilities will be expanded. Katie and Melanie remain available and willing to talk about any of the process.
