HomeMy WebLinkAbout10-20-2021The Paducah Creative & Cultural Council convened for a Called Council meeting on October 20, 2021, at 5:00 p.m. in the Commission Chambers at City Hall at 300 South 5th Street. Upon a call of the roll, the following members answered to their names: April Cochran Shand Stamper Steven Page Mary Katz Cindy Ragland Melanie Reason also in attendance. City Planning Director Nic Hutchison Deputy Building Inspector Chad Clark City Clerk Lindsay Parish Due to not having a quorum, the September meeting was cancelled. The Regular meeting that would have taken place on October 21, 2021 was also cancelled. I. APPROVE MINUTES FOR Aug, 2021 Mary Katz moves to approve minutes. Cindy Ragland seconds. No objections. All in favor. Minutes approved. II. Clerk’s Office Proof of Receipt - sign and return All members signed and returned the Proof of Receipt required by the Attorney General’s Office to Lindsay Parish. III. Board Officer Elections A discussion ensued about the responsibilities of the Chairperson’s duties. A. Cochran noted that Lindsay helps tremendously with duties which include: ask for agenda items, put agenda together, send reminder for meeting, media notice. There is a template in place for all items. Interim term is one month. M. Reason moves for interim chair M. Katz seconds All in favor M. Katz moves to have C. Ragland as a interim chair working with A. Cochran S. Page seconds All in favor IV. Ordinance Revision Current Ordinance 5 members come from the community, 3 from city staff. The staff positions were identified by title which can create vacancies unable to fill on the council if there is a vacancy in the city. N. Hutchison recommended that the city staff titles not be specified for council service. M. Katz moves that the ordinance include 2 City Staff and 7 citizen members who are residents of City of Paducah C. Ragland Seconds All in favor V. Website Update M. Reason, S. Stamper and L. Parish updated the board on the progress being made on the website. The board reviewed the survey and sample websites. Each member of the board was asked to e-mail Lindsay Parish a two sentence bio by next Wednesday to be included on the website. VI. Christmas Card Discussion M. Katz noted that the Christmas cards which Parks Dept heads in Noble Park filled very quickly. She suggested Carson Center may be willing to host similar card setup on their Lawn which our Council and other downtown organizations might want to take advantage of. Card is 4x8. M Katz to check with the Carson Center board. VII. National Arts and Humanities Month Proclamation C. Ragland Mary Hammond from Tourism on the Proclamation Mary recognized many of our arts organizations such as MHT, Quilt museum,, Clemmons, Carson center, maiden alley cinema, and yeiser for thinking outside the box programming during Covid. C Ragland accepted the National Arts and Humanities Month proclamation by the City of Paducah on behalf of the Council. Other Business: Christmas Happy hour as a group will be held Dec 16th after our Dec meeting. @ barrel and bond C.Ragland moves to adjourn the meeting. M. Katz seconds The meeting is Adjourned
