HomeMy WebLinkAbout09-24-2020Creative & Cultural Council Minutes September 24, 2020 The Paducah Creative & Cultural Council convened for a Special Called Council meeting on September 24, 2020 at 3:00 p.m. via video and/or audio teleconference. Upon a call of the role, the following answered to their names: April Cochran, Mary Katz, Steven Page, Cindy Ragland, Melanie Reason, Shand Stamper, Tammara Tracy and Ty Wilson (8). In order to keep the Council and public safe in the midst of the COVID-19 outbreak and in accordance with Kentucky Executive Order 2020-243 and SB 150, all members of the Creative & Cultural Council participated using video and/or audio teleconferencing. The public was invited to view the meeting via the Zoom Virtual Meeting Link and call-in phone number. INTRODUCTIONS & ICE-BREAKER Ty Wilson led the Council through introductions and an ice-breaker exercise. PRESENTATIONS Tammara Tracy led the Council through a presentation on Seven Ways Local Art Agencies Work with the Community. These include: Advocacy & Policy; Facilities; Funding & Financing; Partnerships & Planning; Programs & Events; Services; and Visibility. Melanie Reason led the Council through a discussion about the duties, goals and objectives of the Creative & Cultural Council. Duties are outlined by Code of Ordinances section 2-583 and include: 1. Act as a resource for local artists and organizations. 2. Undertake initiatives that support the creative economy and the arts and culture ecosystem of Paducah. 3. Unite and connect local partners to address community needs and make the community more healthy, vibrant and equitable. 4. Recognize, promote and encourage creative industry growth. 5. Identify funding and grant opportunities for local artists and arts and cultural organizations and assist with the acquisition of said funding and grants. 6. Coordinate efforts between agencies and individual artists and educate the public regarding community arts opportunities. 7. Assist with the installation of public art in neighborhoods, public places, and commercial corridors. 8. Perform assessments on the state of arts and culture in Paducah. 9. Select its own Chairperson and Secretary. 10. Meet no less than quarterly. Melanie Reason broke the goals and objectives down into subcategories divided into short, mid and long term goals as follows: Creative Industry: Short Term: Perform assessments on the state of arts and culture in Paducah. Long Term: Recognize, promote and encourage creative industry growth. Artist/Art Organization Resources: Mid Term: Act as a resource for local artists and organizations. Mid Term: Coordinate efforts between agencies and individual artists and educate the public regarding community arts opportunities. Mid Term: Identify funding and grant opportunities for local artists and arts and cultural organizations and assist with the acquisition of said funding and grants. Administration: Short Term: Select its own Chairperson and Secretary. Short Term: Meet no less than quarterly. Lindsay Parish gave an overview of Open Meetings and Open Records laws in Kentucky. REGULAR MEETING DISCUSSION Lindsay Parish & Tammara Tracy led a discussion related to setting a regular meeting date and time for future meetings of the Council. The Council agreed on monthly meetings on the third Thursday of each month at 4:30 p.m. This information will be brought back as part of the bylaws for the Council to formally adopt. BYLAWS DISCUSSION Tammara Tracy led the Council through a draft version of bylaws. It was recommended that the Council adopt its own rules of order as opposed to adopting and incorporating Robert’s Rules of Order. A draft of the bylaws will be sent to the Council for review and edit. The Council will formally adopt bylaws at a future meeting. FUTURE BUSINESS OVERVIEW Next meeting of the Council set for October 15, 2020 at 4:30 p.m. Future business will include the adoption of bylaws and election of a Chairperson & Secretary Creative Entrepreneurship Workshop on November 5-6, 2020 ADJOURN Cindy Ragland offered motion, seconded by Mary Katz, to adjourn the meeting.
