HomeMy WebLinkAbout10-15-2020Creative & Cultural Council Minutes October 15, 2020 The Paducah Creative & Cultural Council convened for a Council meeting on October 15, 2020 at 4:30 p.m. via video and/or audio teleconference. Upon a call of the role, the following answered to their names: April Cochran, Mary Katz, Steven Page, Cindy Ragland, Melanie Reason, Shand Stamper, Tammara Tracy and Ty Wilson (8). In order to keep the Council and public safe in the midst of the COVID-19 outbreak and in accordance with Kentucky Executive Order 2020-243 and SB 150, all members of the Creative & Cultural Council participated using video and/or audio teleconferencing. The public was invited to view the meeting via the Zoom Virtual Meeting Link and call-in phone number. APPROVAL OF MINUTES FOR SEPTEMBER 24, 2020 Coucil member April Cochran offered the motion, seconded by Council member Mary Katz, to approve the Minutes for the September 24, 2020 meeting of the Creative & Cultural Council. All in favor. BYLAWS DISCUSSION The Council discussed the draft of the bylaws. Due to a correction that is needed in order for the bylaws to be adopted, Council Member April Cochran offered motion, seconded by Council Member Cindy Ragland to table the bylaws to the next meeting. All in favor. COUNCIL CHAIRPERSON AND SECRETARY DISCUSSION The Council discussed potential candidates for the positions of Council Chairperson and Council Secretary. Council Member April Cochran is willing to serve as Chairperson and Shand Stamper and Melanie Reason are willing to serve as Council Secretary. The Council plans to vote on these appointments at the next meeting. Further, the Council discussed the need to have a limit to the number of years someone may serve as Chairperson or Secretary. The general consensus is that each term should be for one (1) year with the potential to serve one (1) additional year if appointed by the board. The Council discussed the need for the terms of Chairperson and Secretary to coincide with terms on the Council. It was requested that the Mayor extend appointments to end on June 30th of each given year during the reappointment or new appointment process. NATIONAL ENDOWNMENT FOR THE ARTS GRANT DISCUSSION Lindsay Parish and Ty Wilson spoke on The Creative Business Bootcamp Workshop and National Endowment for the Arts Grant (NEA). The City of Paducah has received a grant award of $10,000 from the NEA with a requirement for a local match of $10,000. Originally, the Creative Business Bootcamp was to be an in-person event. However, it has been moved to a virtual event due to COVID- 19. This has caused the budget to be sharply decreased. Council Member Ty Wilson and Lindsay Parish are requesting an extension to the project timeline in order to use remaining funds on additional education opportunities. They asked the Council to think about creative ideas for 2021. COMMUNITY OUTREACH DISCUSSION Council Member Tammara Tracy stated that she would like to create a database to reach the local art community. She would like to see the data base include two dimensional, as well as, performance art. Creative & Cultural Council Minutes October 15, 2020 The Council discussed the need to define the specific purpose for the database before creating one and using the Convention and Visitor’s Bureau as a resource. PUBLIC ART DISCUSSION Council Member Tammara Tracy discussed the opportunity for the Creative and Cultural Council to act as a deliberative body for the selection of public art. FUTURE BUSINESS OVERVIEW Next meeting of the Council set for November 19, 2020 at 4:30 p.m. Future business will include the adoption of bylaws and election of a Chairperson & Secretary. Lindsay will speak to legal about on-going conversations regarding generating ideas and discussion within the Council. Council ask to be thinking about NEA Grant Funds – Community Outreach- and Public Arts. ADJOURN Ty Wilson offered motion, seconded by Cindy Ragland, to adjourn the meeting. All in favor.
