HomeMy WebLinkAboutOrdinance Book 18, Page 794, Ordinance Number 75-2-1078794 ORDINANCE NO. 75-2-1078 AN ORDINANCE AMENDING SUB -SECTIONS (a), (c), (d), (e), (f), (g), (h), (j), AND (k) OF SECTION 12-19 "NUMBER, RANK AND SALARIES OF MEMBERS", OF ARTICLE II, "FIRE DEPARTMENT", OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,KFNTUCKY WHEREAS, certain members of the Paducah Fire Department have filed suit in the McCracken) Qrcuit Court regarding calculation of pay for overtime pay, and WHEREAS, if the said firefighters should be successful in having House Bill 477 as passed by the 1974 General Assembly of the Commonwealth of Kentucky, interpreted as they desire it would result in a wage increase for those members of the Paducah Fire Department assigned to a platoon, which increase would be in excess of the amounts the Board of Commissioners will hereinafter attempt to grant to members of the Paducah Fire Department by this ordinance, and WHEREAS, it is the intention of the Board of Commissioners to grant platoon dmembers of the Paducah Fire Department the following monthly increases: Firefighters; first six months, $25.00; six months to one year $40.00; one to three years, $50.00; three to five years, $52.50; fifth to eighth year, $55.00; eighth to eleventh year, $57.50; all service over eleven years, $60.00; Lieutenants, $60.00 per month regardless of time of service, and Captains, $65.00 per month regardless of time of service, except for the elimination of twp step increases for firefighters, which adjusts the steps for firefighters to match the step periods of patrolmen, and WHEREAS, it is further the intention of the Board of Commissioners that in the event the said firefighters are successful in the said litigation that the aforesaid specified amounts be applied from and after the effective date of the increases to any sums of money that may be owing by the City of Paducah to each of said firefighters as a result of any judgment against the City in the, litigation, NOW TIIFREFORE, 13E IT ORDAINED BY THE BOARD OF COMMISSIONERS i OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Sub -sections (a), (c), (d), (e), (f), (g), (h), (j) and (k) of Section 12-19 ":umber, rank and salaries of members" of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordnined so that said flub -sections as amended and reordnined shall hereafter read as follows: "See. 12-19. Number, rank and salaries of members. (a) The number and rank of the members of the fire department of the city and their monthly salaries, provided such salaries are not changed by any annual npportiotimcnt ordinanc(. hereafter adopt.:d, shall he as follows: 795 Position Number of Positions Base !Monthly Salary Chief 1 1,250.00 Assistant Chief 3 975.00 Fire marshal] 1 875.00 Captain -training officer 1 840.00 Chief mechanic 1 840.00 Inspector 1 785.00 Firefighter (assistant inspector) 1 025.00 Base Hourly Rate Captains 21 2.921 Lieutenants 21 2.723 Firefighters 42 2.140 (c) Captain -training officer shall be paid at the rate of $840.00 per month until he has served with the city for fourteen years; at the expiration of fourteen years he shall be paid at the rate of $845.00 per month; at the expiration of seventeen years he shall be paid at the rate of $850.00 per month, and for all months of service after twenty years he shall be paid at the rate of $855.00 per month. (d) Chief mechanic shall be paid at the same rate per month as provided for the captain -training officer. (e) The inspector shall be paid at the rate of $785.00 per month for all service through eleven years with the city; at the expiration of eleven years the rate of pay shall be $790.00 per month; at the expiration of fourteen years of service the rate of pay shall be $795.00 per month; at the expiration of seventeen years, and for all service thereafter, the rate of pay shall be $800.00 per month. (f) Captains shill be paid at the rate of $2.921 per hour until he has served with the city for fourteen years; at the expiration of fourteen years he shall be paid at the rate of 62.939 per hour; at the expiration of seventeen years lie shall be paid at the rate of $2.957 per hour; and for all months of service after twenty years he shall be laid nt the rate of $2.975 per hour. (g) Lieutenants ahnll be lurid at the rate of $2.723 per hour for all service through eleven years with the city; at the expiration of eleven years the rata of pay shall be $2.741 per hour; st the expiration of Gnurtoon ,years of service the rade of pay shall be $2.759 per hour; fit the expiration of seventeen years and for all servivtr thereafter the rate of pay shall be $2.777 per hour. (h) Firefighters shall he paid at the rate of $2.140 Per hour for the first six rronths; at the expiration of six months of service with the city the rate of 796 j ij i 'j pay shall be $2.362 per hour; at the end of one year of service the rate of pay shall be $2.434 per hour; for all service between the third and fifth year the rate of pay shall be $2.516 per hour; for service between the fifth and eighth years the '1 rate of pay shall be $2.543 per hour; for all service between the eighth find eleventh i years the rate of pay shall be $2.570 per hour, and for all service beyond the f eleventh year the rate of pay shall be $2.597 per hour. 0) Firefighter (assistant inspector) shall be paid at the rate of $625.00 per month for the first six months; at the expiration of six months of service with the city the rate of pay shall be $685.00 per month; at the end of one year of service the rate of pay shall be $705.00 per month; for all service between the third and fifth years the rate of pay shall be $727.50 per month; for service between the fifth and eighth years the rate of pay shall be $735.00 per month; for all service between I Ii the eighth and eleventh years the rate of pay shall be $742.50 per month, and for all service beyond the eleventh year the rate of pay shall be $750.00 per month. I (k) All members of the fire department assigned to a platoon and working i shifts of 24 hours on duty and 48 hours off duty, exclusive of the assistant chiefs, shall be paid a supplementary expense allowance for uniforms and food purchased for use while on duty at the fire station in an amount not exceeding $360.00 per year. $120.00 of the sum shall be used exclusively for the purchase of uniforms and $240.00 per year may be used for food expenses. Expenses shall be reimburseable only upon submission of a sworn voucher by each member eligible for the expense allowance. The uniform portion of the expense allowance may be used at any time during the { calendar year, but shall not be carried over from year to year. Reimbursement shall be made on receipt of the voucher with supporting bills for uniforms at any tine a member has expended the sum of $120.00 or if it lesser amount is expended, at the end of the calendar year. The maximum allowable portion for food shall be j $20.00 per month, and such sums shall not be carried over from month to month if they remain unused. Expenses for food allowance shall he payable quarterly on submission of proper documentation. All new employees shall be entitled to n teniform :illowntice in the first year of their employment at the rate of 510.00 per month. For purposes of calculatinr a month, full credit shall be f Ivan for fifteen calendar days or more.. SECTION 2. This ordinance shall be in full force and effect from and after its adoption and retroactive to January 6, 1975.
