HomeMy WebLinkAboutOrdinance Book 18, Page 472, Ordinance Number 74-3-935472 j ORDINANCE NO. 74-3-935 AN ORDINANCE AMENDING CERTAIN SECTIONS OF SECTION 2-47; 2-49; 2-52; 2-187 AND 2-191 OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,KENTUCKY BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,KENTUCKY; SECTION 1. That Section 2-47 "Non -civil Service Employees Generally" of the Code of Ordinances of the City of Paducah, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 2-47. Noncivil service employees generally. (a) The monthly or hourly rate of compensation of the following noncivil service employees of the City of Paducah shall be the amount set opposite the designation of such employment, to -wit: Position Base Monthly Salary Corpbration Counsel 1,075.00 Assistant Corporation Counsel 515.00 Assistant Corporation Counsel (police court) 645.00 City treasurer 1,000.00 Planning Director 1,200.00 Director of street department 935.00 Director of refuse department 865.00 Director of parks and recreation 940.00 City physician 1,000.00 Clerk of Paducah police court 510.00 Deputy clerk, Paducah police court 170.00 Chief foreman - refuse department 710.00 Foreman - refuse department 695.00 Shop foreman - refuse department 695.00 Housing code enforcement officer (6' positions) 605.00 Temporary clerks in finance office (4 positions) 300.00 Superintendent of Oak Grove Cemetery 695.00 360.00 Switchboard operator 225.00 Patrolman - parks Clerk -typist - secretary, police department 470.00 Director of personnel & purchasing 800.00 Handicraft instructor 425.00 473 Base Hourly Rate Temporary and seasonal laborers 2,10 Part-time inspector in inspection office 3.25 Part-time park patrolmen (2 positions) 2.65 Dog warden (2 positions) 2.65 Temporary truck drivers 2.25 (b) The housing code enforcement officer shall be paid at the rate of $605.00 per month for the first six months of employment; at the expiration of six months $615.00 per month; and at the expiration of one year $625.00; at the expiration of two years $630.00 per month, such increases to be malle upon recommendation of the City Manager. (c) The switchboard operator shall be paid at the rate of $360.00 per month for the first six months of employment; at the expiration of six months $370.00 per month; at the expiration of one year $380.00 per month; and at the expiration of two years $390.00 per month, such increases to be made upon recommendation of the city manager. (d) The clerk -typist - secretary police department, shall be paid at the rate of $470.00 per month for the first six months of employment; at the expiration of six months $480.00 per month; at the expiration of one year $490, On, and at the expiration of two years $500.00 per month, such increases to be made upon recommendation of the city manager." (e) For such period of time as the City of Paducah receives and must account for general revenue sharing funds and any special revenue sharing funds from the United States Government, the city treasurer shall be compensated for his extra services in an amount equal to $25.00 per month. Any of the foregoing positions in subsection (a) may hereafter from time to time be designated for payment from said revenue sharing funds upon motion duly passed by the board of commissioners of the City of Paducah. (f) For such period of time as the City of Paducah receives general and/or special revenue sharing funds from the United States Government, the board of commissioners may, upon recommendation of the city manager, employ by motion such additional personnel as the city may need from time to time, and the salaries paid shall be the same as those provided by ordinance for comparable positions. The salaries paid shall be from federal revenues but the position created shall provide all benefits as are now required for the full-time permanent employees of the City of Paducah. 474 SECTION 2. That Section 2-49. City manager - generally, of the Code of Ordinances of the City of Paducah, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 2-49. City manager - Generally. The city manager shall receive a salary for his services at the rate of $ 24,200.00 per year. Such salary shall be paid at the times other city salaries are paid, and shall be exclusive of the compensation paid to him as a member of the electric plant board of the city. In the event the individual holding the position of city manager is a licensed and practicing attorney in the Commonwealth of Kentucky, he shall bear the title of associate counsel and may assist the corporation counsel in any legal matters involving the City of Paducah. SECTION 3. That Section 2-52 Alcoholic beverage administrator, of the Code of Ordinances of the City of Paducah, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 2-52. Alcoholic beverage administrator. (a) The person appointed as the city alcoholic beverage administrator for the City of Paducah shall be paid for his services a base salary of $675.00 per month, said salary to be paid to him at the same time and in the same manner as the salaries of other employees of the city are paid. (b) The said alcoholic beverage administrator shall be paid at the rate of $675.00 per month for the first six months of employment; at the expiration of six months $685.00 per month; at the expiration of one year $695.00 per month; at the expiration of two years $705.00 per month; at the expiration of three years $715.00 per month, and at the expiration of four years $725.00 per month, such increases to be made upon recommendation of the city manager." SECTION 4. That Section 2-187 Automobile allowance, of the Code of Ordinances of the City of Paducah, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 2-187. Automobile allowance. The city engineer is hereby authorized to be paid the sum of $90.00 per month for the use of his own private automobile in the performance of his duties as city engineer, in lieu of all other transportation expense, except business trips away from the city. Payment of such expense sum shall continue as long as the city I I engineer maintains and uses his private motor vehicle in the conduct of his office. Payment shall be made as of the close of each calendar month." SECTION 5. That Section 2-191 Compensation and allowances, of the Code of ordinances of the City of Paducah, be amended and reordained so that said section 475 as amended and reordained shall hereafter read as follows: "Sec. 2-191. Compensation and allowances. The salary of the inspector assigned to the engineering department shall be $430.00 per month, payable as other city employees are paid, plus the sum of $90.00 per month for the use of his own private automobile in the performance of his duties as provided in the Code of Ordinances and prescribed by the city engineer, which allowances shall be in lieu of all other transportation expense, except business trips away from the city for and on behalf of the city. Payment of such expense sums shall continue as long as the inspector maintains and uses his private motor vehicle in the conduct of his office. Payment shall be made as of the close of each calendar month." SECTION 6. This ordinance amends a portion of the following ordinances: Ordinance No. 73-3-782, adopted March 13, 1973; Ordinance No. 73-3-783, adopted March 13, 1973; Ordinance No. 72-12-782, adopted December 5, 1972; Ordinance No. 72-2-611, adopted February 15, 1972, and Ordinance No. 73-8-872, adopted August 14, 1974. SECTION 7. This ordinance shall be retroactive to March 4, 1974, and shall be in full force and effect from and after its adoption.
