HomeMy WebLinkAboutOrdinance Book 18, Page 468, No Resolution Number468 i v A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SALE TO THE CITY OF PADUCAH OF ONE (1) 20 CUBIC YARD REFUSE PACKER BODY FOR USE BY THE REFUSE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,KENTUCKY: SECTION 1. That the City Manager be, and he is hereby, authorized and directed to advertise for bids for sale to the City of Paducah of one (1) 20 cubic yard refuse packer body for use by the Refuse Department, having the following minimum specifications: BODY: The body shall be fully enclosed, having a capacity of twenty (20) cubic yards, exclusive of loading area and the space occupied by the ejection panel. Body Door, sides and top shall be of 11 gauge hi -tensile steel sheets. The floor shall be adequately reinforced with longbeams and cross members. The tailgate shall be hinged to the top of the body at the rear and elevated to permit ejection of load. A step, with a hand and safety rail, shall be provided on each side of the body at the rear for loaders to ride between loading points. One (1) signal switch shall be located at the rear of the body and connected to a buzzer in the cab. LOADING APPARATUS: A loading hopper 71 inches wide of a minimum of 2 cubic yards capacity constructed of 3/16 inch, 100,000 psi yield hi -tensile heat treated steel. A packing panel of heavy duty construction with portion that contacts the refuse and transfers it into the body (face of the panel) to be constructed of 3/16 inch 100,000 psi yield hi -tensile steel. The wiper blade of the packing panel to be not less than 1/2 inch hi -tensile steel. The packing mechanism shall be capable of completing a full packing cycle without binding, jamming or stalling due to materials being wedged between the packer blade and the hopper Door. A description of the means by which jam -free packing is attained will be provided upon request. OPERATING MECHANISMS: The load -packing device (Packing Rams) for use in compacting the load, shall be clear of any obstructions to insure clean discharge. The elevating of the tailgate to be accomplished by 2 hydraulic cylinders. All cylinders to be made of steel tubing, bored and honed to a fine finish. Units to be equipped with Solenoid Remote Control to automatically regulate speed of loading operation. PUMP: All operating mechanisms shall be actuated by a spur gear pump. When installation permits an integral flange mounted PTO - pump combination is desired. CONTROLS: Electro -Hydraulic or mechanical control for automatic operation in- cluding a selection switch for manual control of the packing panel, allowing the operator to crush large objects in the hopper. Power take -off lever to be located in the cab and easily accessible to driver. The tailgate locks to be opened and closed hydraulically or mechanically. Tailgate locks, tailgate raise and ejection panel controls, including a throttle control are to be located at front left corner of body allowing the operator a clear view when ejecting the load. LIGHTS: Lights shall meet I.C.C. regulations and shall include two (2) stop taillights and two (2) rear turn signals recessed in tailgate to avoid breakage: also, license plate holder and light. All wiring to be coded. All lighting and safety features shall meet or exceed O.S.H.A. regulations. 469 PAINT: The complete unit shall be clear of all weld slag and shall be painted with three coats minimum. Color shall be white. The bidder shall be required to install the packer upon a truck to be delivered by the City to the site designated by the bidder, and each bid shall state the price for each of the packer bodies to be bid upon, including all applicable taxes. GENERAL: Each bidder shall state the terms of the warranty and the time needed for delivery after receipt of the purchase contract, warranty and delivery date shall be considered in the bid evaluation. All prices quoted shall include or refer to all applicable taxes. Each bidder shall state where the truck shall be delivered if he is successful bidder. All bids shall be f.o.b. point of installation. The City reserves the right to reject any or all bids or to waive any informalities. The successful bidder shall furnish two (2) operation and maintenance manuals with his machine. TRADE IN: Offered for trade is one (1) 1963 model Ford cab and chassis. Model C 750. Serial No. C75Fu-400913. Equipped with a 1963 model, 16 cubic yard Gar wood refuse packer. The trade-in may be inspected at the City garage, 919 Madison Street, Paducah, Kentucky. The City reserves the option to accept or reject the trade-in. SECTION 2. The City Planager shall advertise for sealed bids by posting a notice at the City Hall door, and by inserting notice of the request for bids in the Sun Democrat for not less than seven days nor more than twenty-one days before the opening of same. All bids shall be sealed and no bid shall be received after the hour fixed in the notice for the opening of same. All bids received by the City Manager up to the time fixed for the opening of same shall be filed with the Board of Commissioners who may let a contract to the best responsible bidder, and the Board of Commissioners shall reserve the right to reject any and all bids and the City shall not become legally obligated to purchase same until the adoption of an ordinance authorizing the execution of a purchase contract. SECTION 3.
