HomeMy WebLinkAboutOrdinance Book 18, Page 466, No Resolution NumberA RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR A NON-EXCLUSIVE FRANCHISE TO OPERATE A CABLE TYPE TELEVISION SIGNAL DISTRIBUTION SYSTEM WITHIN THE CORPORATE LIMITS OF THE CITY OF PADUCAH, KENTUCKY, AND SETTING FORTH THE TERMS, CONDITIONS AND SPECIFICATIONS FOR SUCH FRANCHISE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,KENTUCKY: SECTION 1. That the City Manager be, and he is hereby, authorized and directed to advertise for bids for a non-exclusive franchise to operate a cable type television signal distribution system within the corporate limits of the City of Paducah. Kentucky, said advertisement to be in the following manner: ADVERTISEMENT FOR BIDS I. REQUEST FOR PROPOSALS: The City of Paducah, Kentucky. will receive bids on a non-exclusive franchise to operate a cable type television signal distribution system within the corporate limits of the City of Paducah, Kentucky, until 11: 00 a.m. , on the 3rd day of June, 1974, at the office of the City Manager, City Hall, Paducah, Kentucky, at which time all bids will be publicly opened in the Commission Chamber of City Hall, and read aloud. Il. OBTAINING REQUEST FOR PROPOSALS AND ORDINANCE: Request for proposal forms and copies of the Paducah CATV Ordinance are on file at the office of the City Manager, City Hall, Paducah, Kentucky. Copies of the request for proposal forms and the Paducah CATV Ordinance may be obtained at the office of the City Manager. III. FILING FEE: All persons submitting a bid to acquire a non-exclusive franchise to operate a cable type television signal distribution system within the corporate limits of the City of Paducah, Kentucky, must submit simultaneously with his request for proposal a Five Hundred Dollar ($500.00) filing fee. The aforesaid Five Hundred Dollar ($500.00) filing fee is nonrefundable and must be submitted by money order or cashier's check and made payable to the Paducah City Treasurer. IV. BID BOND: All persons submitting a bid to acquire a non-exclusive franchise to operate a cable type television signal distribution system within the corporate limits of the City of Paducah, Kentucky, must submit simultaneous with its application a Fifty Thousand Dollar ($50, 000) Bid Bond with approved corporate surety in accordance with Section VIII of the Paducah CATV Ordinance. V. CITY'S RIGHTS RESERVED: The City of Paducah reserves the right to reject any or all bids or to waive any informalities in the bidding. No bid shall be withdrawn for a period of one hundred twenty (120) days subsequent to the opening of the bids without the consent of the Board of Commissioners of the City of Paducah, Kentucky. The City Manager shall advertise for sealed bids by posting a notice at the City Hall door and by inserting notice of the request for bids in the Paducah Sun -Democrat as provided by law. Bidders shall be notified by advertisement that they may request copies of the terms, conditions and specifications from the office of the City Manager. All bids shall be sealed and no bid shall be receiver after the hour fixed in the notice for the opening of same. All bids received by the City Manager up to the time fixed in the notice for the opening of same shall be filed with the Board of Commissioners who may let a contract to the best and/or most responsible bidder, and the Board of Commissioners shall reserve the right to reject any all bids, and the City shall not become legally obligated to accept any bid, or to any bidder, until the Board of Commissioners shall have passed an ordinance accepting the bid of the successful bidder. its adoption.
