HomeMy WebLinkAboutOrdinance Book 18, Page 281, Ordinance Number 73-7-858281 / ORDINANCE NO. 73-7- . , AN ORDINANCE AMENDING SECTION 25-3 "COMPENSATION OF OFFICERS FOR EDUCATION", OF CHAPTER 25 OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, I(ENTUCKY, IMICH SECTION WAS ORIGINALLY ORDAINED BY ORDINANCE NO. 12-20-66, SECTION 2, AND WAS LAST AMENDED BY ORDINANCE No. 72-4-641, SECTION 4, ON APRIL 18, 1972 BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,KENTUCKY: SECTION 1. That Section 25-3 "Compensation of officers for education" of Chapter 25 of the Code of Ordinances of the City of Paducah, Kentucky, be fully amended and reordained so that said section shall hereinafter read as follows: "SEC. 25-3. Compensation of officers for education. The City of Paducah hereby establishes an educational incentive plan, hereinafter referred to as The Paducah Police Officers Educational Incentive Plan, which is to be funded by the City of Paducah, Kentucky and appropriate matching funds from The Kentucky Law Enforcement Foundation Program Fund. All police officers, as defined by KRS 15.420, of the Paducah City Police Department shall have an equal opportunity to participate in the Paducah Police Officers Educational Incentive Plan. All officers may obtain the maximum local incentive through continued education. In order to be eligible to participate in the Paducah Police Officers Educational Plan, an officer must: (a) enroll in a degree program at an accredited college or university for the purpose of achieving anAssociate, Baccalaureate, or higher degree in an area related to law enforcement or suitable for persons employed in law enforcement, or (b) have been awarded such a degree by an accredited college or university. In order to receive educational incentive monies under the Paducah Police Officers Educational Incentive Plan, an officer must cause an official, current transcript to be sent to the Kentucky Crime Commission Frankfort, Kentucky, and to the Paducah Chief of Police. For the purpose of the Paducah Police Officers Educational Incentive Plan, only those college credit hours which have been certified and accepted 282 toward an Associate, Baccalaureate, or higher degree by the accredited college or university at which the police officer is, or was, classified as a matriculated student will be applicable for educational incentive payment. Furthermore, educational incentive payments shall be made only on the basis of successfully completed college hours. According to this educational incentive plan, successfully completed '(6sluaed above) shall be defined as earning at least a "C" on a letter grade basis or a pass on a pass -fail basis. Once an officer has earned a degree, any grade accepted by the college or university toward that degree may be used to qualify the police officer for educational incentive monies. Educational incentive payments shall be disbursed by the City of Paducah in accordance with the following schedule: For those officers who have obtained 9 or more hours but less than 21 hours of credit, $5.00 per month; For those offivers who have obtained 21 or more hours, but less than 30 hours of credit, the sum of $10.00 per month: For those officers who have obtained 30 or more hours of credit but less than an Associate degree, the sum of $15.00 per month, and For those officers who have obtained Associate, Baccalaureate or higher degree, the sum of $25.00 per month. Credit hours earned will be retotaled annually on June 30. No officer shall be reclassified to a higher level of educational incentive payment except on this date. In order to be eligible for reclassification, an officer's official transcript must be received by the Kentucky Crime Commission, Frankfort, Kentucky, and the Paducah Chief of Police no later than fifteen days prior to the respective classification date. No officer shall be reclassified to a higher level of educational incentive payment until said officer: 283 (a) causes a current official transcript to be submitted to the Kentucky Crime Commission, Frankfort, Kentucky; and (b) the Paducah Chief of Police who shall verify reclassification through a review of the officer's official transcript. SECTION 2. If any section, paragraph or provision of this ordinance shall be found to be inoperative, ineffective or invalid for any cause, the deficiency or invalidity of such section , paragraph or provision shall not affect any other section, paragraph or provision hereof, it being the purpose and intent of this ordinance to make each and every section, paragraph and provision hereof separable from all other sections, paragraphs and provisions.
