HomeMy WebLinkAboutOrdinance Book 18, Page 191, No Resolution Number1991 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR STREET IMPROVEMENT WORK KNOWN AS CONTRACT NO. 3 - 1973, AS DESIGNED AND SPECIFIED BY EDWARD T. HANNAN & ASSOCIATES, INC., CONSULTING ENGINEERS BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the City Manager be, and he is hereby, authorized to advertise for bids for street improvement work in the City of Paducah, known as Contract No. 3 - 1973, as designed and specified by Edward T. Hannan & Associates, Inc., Consulting Engineers, said invitation for bids to be as follows: "INVITATION FOR BIDS 1.1.01 RECEIPT OF PROPOSALS: The City of Paducah, Kentucky. will receive bids for the construction of Street Improvements - 1973, Contract 3, until 2:00 P.M., C.D.T., on the 15th day of May, 1973, at the Commission Chambers, City Hall, Paducah, Kentucky, at which time and place all bids will publicly be opened and read aloud. 1,1.02 PROJECT: The project, Street Improvements - 1973, Contract 3, consists of furnishing materials and constructing street, curb, gutter, sidewalk, and drainage improvements and other related items. 1.1.03 OBTAINING CONTRACT DOCUMENTS: Proposed forms of Contract Documents, including plans and specifications are on file at the office of the City Engineer, City Hall, Paducah, Kentucky. Copies of the documents will also be on file at the following plans rooms and reporting agencies: Associated General Contractors, Paducah, Kentucky F. W. Dodge Corporation, Memphis, Tennessee F. W. Dodge Corporation, Louisville, Kentucky. a. Deposit Required. Copies of the Contract Documents may be obtained by depositing $50.00 with the City Engineer, for each set of documents so obtained. Each such deposit will be refunded to bidders if the Drawings and Contract Documents are returned in good condition within 10 days after bid opening. Bidders returning unusable plans or specifications, nonbidders, including material suppliers and subcontractors, and those returning plans and specifications after the above mentioned 10 day period will be refunded fifty percent (500) of their deposit. 1.1.09 PROPOSAL GUARANTY: A certified check or bank draft, payable to the order of the City of Paducah, Kentucky, negotiable U. S. Government bonds (at par value), or a satisfactory Bid Bond executed by the bidder and an acceptable surety in an amount equal to five percent (50) of the total of the bid shall be submitted with each bid. 1.1.05 EMPLOYMENT: Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. 1.1.06 OWNER'S RIGHTS RESERVED: The City of Paducah. Kentucky reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of Paducah. Kentucky, for a period not to exceed thirty (30) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualification of bidders, prior to awarding the Contract." 192 SECTION 2. The City Manager shall advertise for sealed bids by notice posted at the City Hall door and by publication pursuant to KRS Chapter 424. No bid shall be opened within ten days from the dale on which the resolution is adopted, and no bid shall be received after the hour fixed for the opening of bids. All bids received by the City Manager up to the time for opening of same shall be filed with the Board of Commissioners who may let a contract to the lowest responsible bidder. The City shall have the right to refuse and reject any and all bids. SECTION 3. This resolution shall be in full force and effect from and after its adoption.
