HomeMy WebLinkAboutOrdinance Book 18, Page 121, Ordinance Number 73-3-784ORDINANCE NO. 73-3-784 AN ORDINANCE AMENDING SECTIONS 10-49; 10-50; 10-51; 10-52; 10-53; 10-54; 10-55; 10-56; 10-58; 10-59 AND 10-61 OF THE CODE OF ORDINANCES CITY OF PADUCAH, KENTUCKY BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Section 10-49, "Department of finance", of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-49. Department of finance (a) There is hereby created and authorized the following positions in the department of finance, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Sal This department shall be under the direction and supervision of the city treasurer, a noncivil service position which has heretofore been created by separate ordinance. Auditor $610.00 Bookkeeper 510.00 Senior clerk (2 positions) 450.00 Secretary 460.00 Computer audit clerk 455.00 Clerk -typist (2 positions) 380.00 License inspector 640.00 Assistant license inspector 495.00 Deputy tax collector 500.00 (b) The license inspector shall be paid at the rate of $640.00 per month for the first six months of employment; at the expiration of six months $650.00; at the expiration of one year $660.00 per month; at the expiration of two years $670.00 per month, and at the expiration of three years $680.00 per month, such increases to be made upon recommendation of the city manager. (c) The computer audit clerk shall be paid at the rate of $455.00 per month for the first six months of employment; at the expiration of six months $465.00 per month; at the expiration of one year $475.00 per 122 month; at the expiration of two years $485.00 per month, and at the expiration of three years $495.00 per month, such increases to be made upon recommendation of the city manager. (d) The senior clerks shall be paid at the rate of $450.00 per month for the first six months of employment; at the expiration of six months $460.00 per month; at the expiration of one year $470.00 per month, and at the expiration of two years $480.00 per month, such increases to be made upon recommendation of the city manager. (e) The secretary shall be paid at the rate of $460.00 per month for the first six months of employment; at the expiration of six months $470.00 per month; at the expiration of one year $480.00 per month, and at the expiration of two years $490.00 per month, such increases to be made upon recommendation of the city manager. (f) The clerk -typist shall be paid at the rate of $380.00 per month for the first six months of employment; at the expiration of six months $415.00 per month; at the expiration of one year $425.00 per month; at the expiration of two years $435.00 per month; and at the expiration of three years $445.00 per month; such increases to be made upon recommendation of the city manager. (g) The bookkeeper shall be paid at the rate of $510.00 per month for the first six months of employment; at the expiration of six months $520.00 per month, and at the expiration of two years $530.00 per month, such increases to be made upon recommendation of the city manager. (h) For such period of time as the City of Paducah receives and must account for General Revenue Sharing Funds and any Special Revenue Sharing Fonds from the United States Government, the Auditor and Bookkeeper shall be compensated for their extra services in an amount as follows: Auditor $30.00 per month. Bookkeeper $20.00 per month. Any of the foregoing positions in sub -section (a) may hereafter from time to time be designated for payment from said Revenue Sharing Funds upon motion duly passed by the Board of Commissioners of the City of Paducah. SECTION 2. That Section 10-50 "City assessor's office", of the Code of Ordinances City Of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-50. City assessor's office. (a) There is hereby created and authorized the following positions in the office of the city assessor, which office was formerly in the department of finance, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary City assessor, head of department $775.00 Evaluation clerk 500.00 Clerk -typist (2 positions) 380.00 (b) The evaluation clerk shall be paid at the rate of $500.00 per month for the first six months; at the expiration of six months $510.00 per month; at the expiration of one year $520.00 per month; at the expiration of two years $530.00 per month, and at the expiration of three years $540.00 per month, such increases to be made upon the recommendation of the city manager. (c) The clerk -typist shall be paid at the rate of $380.00 per month for the first six months of employment; at the expiration of six months $415.00 per month; at the expiration of one year $425.00 per month; at the expiration of two years $435.00 per month, and at the expiration of three years $445.00 per month, such increases to be made upon recommendation of the city manager. SECTION 3. That Section 10-51, "Engineering department", of the Code of ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: Sec. 10-51. Engineering department (a) There is hereby authorized and created the following positions in the engineering department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary City engineer, head of department $1,325.00 Assistant city engineer 900.00 Chief Draftsman 710.00 Chief of party 710.00 Draftsman 575.00 600.00 Instrument man 124 Junior draftsman 475.00 Rodman 575.00 Chairman 460.00 Clerk -stenographer 450.00 Clerk -typist 380.00 (b) The clerk -stenographer shall be paid at the rate of $450.00 per month for the first six months of employment; at the expiration of six months $460.00 per month; at the expiration of one year $470.00 per month; at the expiration of two years $480.00 per month, such increases to be made upon recommendation of the city manager. (c) The chainman shall be paid at the rate of $460.00 per month for the first year of employment; at the expiration of one year the salary shall be increased to $470.00 per month, such increase to be made upon recommendation of the city manager. (d) The clerk -typist shall be paid at the rate of $380.00 per month for the first six months of employment; at the expiration of six months $415.00 per month; at the expiration of one year $425.00 per month; at the expiration of two years $435.00 per month, and at the expiration of three years $445.00 per month, such increases to be made upon recommendation of the city manager. SECTION 4, That Section 10-52 "Street department - generally", of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-52. Street department - generally. (a) There is hereby authorized and created the following positions in the street department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly salary Foreman (4 positions $635.00 Garage foreman 635.00 Secretary 460.00 Base Hourly Rate Sewer maintenance man (6 positions) $3.11 Equipment operator "A" (4 positions) 3.41 Equipment operator "B" (4 positions) 3.31 125 Equipmont operator "C" (2 positions) $3.21 Street repairman (6 positions) 3.01 Truck drivers (12 positions) 2.91 Night Watchman 2.91 Laborers (3 positions) 2.68 Chief mechanic 3.41 Mechanics (5 positions) 3.31 Mechanic helper (2 positions) 3.11 Concrete finisher (3 positions) 3.41 Vehicle body repairman 3.31 (b) The secretary shall be paid at the rate of $460.00 per month for the first six months of employment; at the expiration of six months $470.00 per month; at the expiration of one year $480.00 per month, and at the expiration of two years $490.00 per month, such increases to be made upon recommendation of the city manager. (c) Laborers shall be paid at the rate of $2.68 per hour for the first six months of employment; at the expiration of six months $2.73 per hour; at the expiration of one year $2.78 per hour, and at the expiration of two years $2.83 per hour, such increases to be made upon recommendation of the city manager. (d) All other positions of hourly employment shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by five (56) cents per hour, such increases to be made upon recommendation of the city manager. SECTION 5. That Section 10-53 "Refuse department" of the Code of ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-53. Refuse department. (a) There is hereby authorized and created the followinf positions in the refuse (sanitation) department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Clerk -typist $380.00 Base Hourly Rate 126 Collectors (23 positions) $2,68 TRuck drivers (10 positions) 2,91 Tire repairman (1 position) 3.11 Equipment operator "B" (2 positions) 3.31 Mechanic helper (1 position) 3.11 (b) The clerk -typist shall be paid at the rate of $380.00 per monthfor the first six months of employment; at the expiration of six months $415.00 per month; at the expiration of one year $425.00 per month; at the expiration of two years $435.00 per month, and at the expiration of three years $445.00 per month, such increases to be made upon recommendation of the city manager. (c) Collectors shall be paid at the rate of $2.68 per hour for the first six months of employment; at the expiration of six months $2.73 per hour, at the expiration of one year $2.78 per hour, and at the expiration of two years $2.83 per hour, such increases to be made upon recommendation of the city manager. (d) Collectors assigned to operate vehicular collection equipment shall be assigned on the basis of seniority and qualifications and shall receive an additional 100 per hour for hours worked in the operation of the vehicles. (e) All other positions of hourly employment shall be paid at the base hourly rate for the first six months of employment and at the expiration of six months the rate of pay shall be increased by five (56) cents per hour, such increases to be made upon recommendation of the city manager, SECTION 6. That Section 10-54 "Cemetery department" of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall to reafter read as follows: "Sec. 10-54. Cemetery department. (a) There is hereby authorized and created the following positions i in the cemetery department and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: i Position Base Hourly Rate Truck driver (2 positions) $2.91 1 a j Laborers (3 positions) 2.68 127 (b) Laborers shall be paid at the rate of $2.68 per mour for the first six months of employment; at the expiration of six months $2.73 per hour; at the expiration of one year $2.78 per hour, and at the expiration of two years $2.83 per hour, such increases to be made upon recommendation of the city manager. (c) Truck drivers shall be paid at the base hourly rate f7or the first six months of employment, and at the expiration of six months the rate of pay shall be increased by five (5C) cents per hour, such increases to be made upon recommendation of the city manager. SECTION 7. That Section 10-55 "Floodwall department" of the code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-55. Floodwall department. (a) There is hereby authorized and created the following positions in the floodwall department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position _ Base Monthly Salary Floodwall Chief foreman $700.00 Floodwall maintenance (operators) (3 positions) 547.00 Floodwall maintenance man - A (operator) (1 position) 637.00 (b) The chief foreman shall be paid at the rate of $700.00 per month for the first six months of employment; at the expiration of six months $710.00 per month and at the expiration of one year $720.00 per month, such increasds to be made upon recommendation of the city manager. (c) Maintenance men shall be paid at the rate of $547.00 per month for the first six months of employment; at the expiration of six months $557.00 per month; at the expiration of one year $567.00 per month; at the expiration of two years $577.00 per month, and at the expiration of three years $587.00 per month, such increases to be made upon recommendation of the city manager. SECTION 8. That Section 10-56 "Sewage disposal department" of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-56. Sewage disposal department. 128 (a) There is hereby authorized and created the following positions in the sewage disposal department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Chief operator $735.00 Maintenance man 706.00 Operators (3 positions) 547.00 (b) Operators shall be paid at the rate of $547.00 per month for the first six months of employment; at the expiration of six months $557.00 per month; at the expiration of one year $567.00 per month; at the expiration of two years $577.00 per month, and at the expiration of three years $587.00 per month, such increases to be made upon recommendation of the city manager. SECTION 9. That Section 10-58 "Police department" of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-58. Police Department. (a) There is hereby authorized and created the following positions in the police department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Stenographer - record room $450.00 Meter maid (2 positions) 430.00 (b) The stenographer - record room, shall be paid at the rate of $450.00 per month for the first six months of employment; at the expiration of six months $460.00 per month; at the expiration of one year $470.00 per month and at the expiration of two years $480.00 per month, such increases to be made upon recommendation of the city manager. (c) Meter maids shall be paid at the rate of $430.00 per month for the first six months of employment; at the expiration of six months $440.00 per month; at the expiration of one year $450.00 per month; at the expiration of two years $460.00 per month; at the expiration of I three years $470.00 per month, and at the expiration of five years $480.00 per month, such increases to be made upon recommendation of the city manager. 129 SECTION 10. That Section 10-59 "Parks and recreation department" I. of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall i hereafter read as follows: i "Sec. 10-59. Parks and recreation department. (a) There is hereby created and authorized the following positions in the parks and recreation department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Administrative assistant $545.00 i Maintenance supervisor 680.00 Clerk stenographer 450.00 Recreation supervisor 715.00 Assistant recreation supervisor 555.00 Senior citizens director 555.00 Base Hourly Rate i Equipment operator "B" $3.31 i i Equipment operator "C" 3.21 Maintenance man No. 2 (3 positions) 3.11 Shop mechanic 3.31 Laborers (1 position) 2.68 (b) The clerk -stenographer shall be paid at the rate of $450.00 per month for the first six months of employment; at the expiration of six months $460.00 per month; at the expiration of one year $470.00 per month, and at the expiration of two years $480.00 per month, such I increases to be made upon recommendation of the city manager. (c) Laborers shall be paid at the rate of $2.68 per hour for the first six months of employment; at the expiration of six months $2,73 per hour; at the expiration of one year $2.78 per hour, and at the expiration of two years $2.83 per hour, such increases to be made i upon recommendation of the city manager. j (d) All other positions of hourly employment shall be paid at the I base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by five (5C) i I� I; cents per hour, such increases to be made upon the recommendation of the r city manager. 130 SECTION 11. That Section 10-61 "Unassigned positions" of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: Position Base Monthly Salary Director of Public Services $1,325.00 City Clerk 745.00 Secretary to city manager and mayor 595.00 Social worker 450.00 Assistant to planning director 575.00 MAINTENANCE Chief pf maintenance division 775.00 Base Hourly Rate Meter maintenance man $3.21 No. 1 maintenance man 3.41 No. 2 maintenance man (2 positions) 3.11 Maintenance helper (2 positions) 3.01 Janitor 2.78 Assistant Janitor (2 positions) 2.38 INSPECTIONS Base Monthly Salary Building and electrical inspector $800.00 Assistant to building and electrical inspector 505.00 (b) The building and electrical inspector shall perform the duties formerly performed by the building inspector and the electrical inspector, and said building and electrical inspector shall be under the direct supervision of the city manager. (c) Maintenance positions shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by five (54) cents per hour, such increases to be made upon recommendation of the city manager. (d) Janitor positions shall be paid at the base hourly rate for the first six months of employment; at the expiration of six months there may be an increase of five (56) cents per hour; at the expiration of one year there may be an additional increase of five (5C) cents per hour; and at the expiration of two years there may be an additional increase of five (54) cents per hour, such increases to be made upon recommendation of the city manager. 131 SECTION 12. Section 1 amends an ordinance which was last amended by Ordinance No. 72-8-679 adopted August 8, 1972; Sections 2, 3, 4, 5, 6, 7, 8 and 9 amend an ordinance which was last amended by Ordinance No. 72-4-630 adopted April 11, 1972; Section 10 amends an ordinance which was last amended by Ordinance No. 72-5-648 adopted May 23, 1972 and Section 11 amends an ordinance which was last amended by Ordinance No. 72-10-700 adopted October 5, 1972. SECTION 13. This ordinance shall be in full force and effect on and after April 2, 1973.
