HomeMy WebLinkAboutOrdinance Book 18, Page 106, Ordinance Number 73-3-775106 ORDINANCE NO. 73-3-775 AN ORDINANCE RELATING TO A SALARY SUPPLEMENT FOR POLICE OFFICERS WHEREAS, the City of Paducah, Kentucky, recognizes the creation of a new section of Kentucky Revised Statutes Chapter 15; and WHEREAS, that new section, FRS 15.410 to 15.510, enables local units of government to participate in a state provided monetary incentive program and a training and educational program for local law enforcement officers; and WHEREAS, the City of Paducah, Kentucky, recognizes the need to upgrade its law enforcement capabilities through participation in said training, education and salary incentive programs; and WHEREAS, the City of Paducah, Kentucky, believes that by partici- pating in such program, it will be better able toattract competent highly qualified young people to the field of law enforcement and to retain qualified and experienced officers for the purpose of providing maximum protection and safety to the citizens of, and the visitors to, this City; NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMIISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. The City of Paducah, Kentucky, hereby declares its intention to participate in the Law Enforcement Foundation Program established by KRS 14.410 to 15.510. SECTION 2. Each officer of the Paducah Police Department shall be paid from City funds an annual salary of at least $4,350 based on a standard work year of 2,080 hours beginning no later than July 1, 1973. SECTION 3. (1) Each officer employed on or after July 1, 1973, shall have as a minimum educational attainment a high school degree, or its equivalent as determined by the Kentucky Law Enforcement Council. (2) Each officer employed on or after July 1, 1972, shall within one year of his date of employment complete a basic training course of at least 400 hours' duration at a school certified or recognized by the Kentucky Law Enforcement Council. SECTION 4. (1) Each officer, whether originally employed before or after July 1, 1972 shall successfully complete each year an in-service training course of 40 hours' duration appropriate to his rank and responsibility at a school certified or recognized by the Kentucky Law Enforcement Council. 107 (2) Each officer shall receive in each calendar year five days' time off with pay for the purpose of taking the required in-service training. I SECPION 5. No officer shall have his base salary reduced or be denied a normal salary increase to which he is otherwise entitled because of the salary incentive payments provided by the Kentucky Crime Com- mission under KRS 15.410 to 15.510. SECTION 6. The Police Department of the City of Paducah and each officer thereof shall comply with all provisions of law applicable to local police, including the transmission of data to the Bureau of Criminal Information and Statistics as required by KRS 17.150. SECTION 7. The Chief of the Paducah Police Department shall prepare or cause to be prepared such quarterly and other reports as may be reasonably required by the Kentucky Crime commission to facilitate administration of the fund and further the purposes of KRS 15.410 - 15.510. SECTION B. The Police Department of the City of Paducah and each officer thereof shall further comply with all reasonable rules and regulations, appropriate to the size and location of the Local police department, issued by the Kentucky Crime Commission to facilitate the administration of the fund and further the purposes of KRS 15.410 to 15.510. SECTION 9. (1) The Treasurer of the City of Paducah,Kentucky, shall deposit in an appropriate account which can be identified separately from all other sources all monies received under KRS 15.410 to 15.510. (2) Forthwith upon receipt of any monies under KRS 15.410 to 15.510 the Treasurer shall pay to each police officer the full amount received on behalf of that officer, giving to each officer a check stub or receipt on which the gross amount of monies paid to him under KRS 15.410 to 15.510 is included and identified. (3) All financial records relating to monies received under KRS 15.410 to 15.510 shall be retained for a period of three years and until the completion of an audit approved by the Kentucky crime commission and the United States Law Enforcement Assistance Administration. SECTION 10. That this ordinance shall be in full force and effect from and after its adoption.
