HomeMy WebLinkAboutOrdinances Book 17, Page 973, No Ordinances NumberAN ORDINANCE AMENDING SECTIONS 10-49; 10-50; 10-51; 10-52; 10-53, 10-54; 10-55; 10-56; 10-58 AND 10-61 OF THE CODE OF ORDINANCES CITY OF PADUCAH, KENTUCKY; CREATING A NEW SECTION 10-59, AND REPEALING SECTION 22-9 AND SECTION 22-10 OF THE CODE OF ORDINANCES CITY OF PADUCAH, KENTUCKY BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Section 10-49, Department of Finance, of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-49. Department of finance. (a) There is hereby created and authorized the following positions in the department of finance, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: 973 Position Base Monthly Salary This department shall be under the direction and supervision of the city treasurer, a noncivil service position which has heretofore been created by separate ordinance. Auditor $577.33 Bookkeeper 483.33 Senior clerk (2 positions) 417.33 Secretary 427.33 Machine operator 422.33 Clerk -typist (2 positions) 372.33 License inspector 582.33 Assistant license inspector 457.33 (b) The license inspector shall be paid at the rate of $582.33 per month for the first six months of employment; at the expiration of six months $592.33 per month; at the expiration of one year $602.33 per month, at the expiration of two years $612.33 per month, and at the expiration of three years $622.33 per month, such increases to be made upon recommendation of the city manager. (c) The machine operator shall be paid at the rate of $422.33 per month for the first six months of employment; at the expiration of 974 six months $432.33 per month; at the expiration of one year $443.33 per month; at the expiration of two years $453.33 per month, and at the expiration of three years $463.33 per month, such increases to be made upon recommendation of the city manager. (d) The senior clerks shall be paid at the rate of $417.33 per month for the first six months of employment; at the expiration of six months $427.33 per month; at the expiration of one year $437.33 per month; and at the expiration of two years $448.33 per month, such increases to be made upon recommendation of the city manager. (e) The secretary shall be paid at the rate of $427.33 per month for the first six months of employment; at the expiration of six months $437.33 per month; at the expiration of one year $447.33 per month; and at the expiration of two years $457.33 per month, such increases to be made upon recommendation of the city manager. (f) The clerk -typist shall be paid at the rate of $372.33 per month for the first six months of employrpent; at the expiration of six months $382.33 per month; at the expiration of one year $392.33 per month; at the expiration of two years $402.33 per month; and at the expiration of three years $413.33 per month; such increases to be made upon recommendation of the city manager. SECTION 2. That Section 10-50 "City assessor's office" of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-50. City assessor's office. (a) There is hereby created and authorized the following positions in the office of the city assessor, which office was formerly in the department of finance, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary City assessor, head of department $740.00 Evaluation clerk 467.33 Clerk -typist (2 positions) 372.33 (b) The evaluation clerk shall be paid at the rate of $467.33 per month for the first six months; at the expiration of six months $477.33 per month; at the expiration of one year $487.33 per month; at the expiration of two years $497.33 per month, and at the expiration of three years $508.33 per month, such increases to be made upon recommendation of the city manager. 975 (c) The clerk -typist shall be paid at the rate of $372.33 per month for the first six months of employment; at the expiration of six months $382.33 per month; at the expiration of one year $392.33 per month; at the expiration of two years $402.33 per month, and at the expiration of three Years $413.33 per month, such increases to be made upon recommendation of the city manager. SECTION 3. That Section 10-51, Engineering department, of the Code of Ordinances city of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-51. Engineering department. (a) There is hereby authorized and created the following positions in the engineering department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position City engineer, head of department Assistant city engineer Chief draftsman Chief of party Senior draftsman Instrument man Junior draftsman Rodman Base Monthly Salary $1,250.00 900.00 675.00 675.00 600.00 600.00 457.33 523.33 Chainman 457.33 Clerk -stenographer 417.33 Clerk -typist 372.33 (b) The clerk -stenographer shall be paid at the rate of $417.33 per month for the first six months of employment; at the expiration of six months $427.33 per month; at the expiration of one year $437.33 per month; and at the expiration of two years $448.33 per month, such increases to be made upon recommendation of the city manager. (c) The chainman shall be paid at the rate of $457.33 per month for the first year of employment; at the expiration of one year the salary shall be increased to $468.33 per month, such increase to be made upon recommendation of the city manager, (d) The clerk -typist shall be paid at the rate of $372.33 per month for the first six months of employment; at the expiration of six months $382.33 per month; at the expiration of one year $392.33 per month, 976 at the expiration of two years $402.33 per month, and at the expiration of three years $413.33 per month, such increases to be made upon recommendatic of the city manager. SECTION 4. That Section 10-52 "Public works department - generally" of t Code of Ordinances City of Paducah, Kentucky, be amended and reordained so tha said section as amended and reordained shall hereafter read as follows: "Sec. 10-52. Street department - generally. (a) There is hereby authorized and created the following positions in the street department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Foreman (3 positions) Sewer maintenance man Equipment Operator "A" Equipment Operator "B" Equipment Operator "C" Street repairman Truck drivers Night watchman Laborers Chief mechanic Mechanic helper Concrete finisher Vehicle body repairman (6 positions) (4 positions) (4 positions) (2 positions) (6 positions) (12 positions) Base Monthlv Salary $578.33 Base Hourly Rate $2.93 3.23 3.13 3.03 (b) Foreman. The foreman shall be paid at the rate of $578.33 per month for the first year of employment in such position; at the expiration of one year $588.33 per month; at the expiration of two years and thereafter $598.33 per month, such increases to be made upon recommendation of the city manager. (c) Secretary. The secretary shall be paid at the rate of $417.33 per month for the first six months of employment; at the expiration of six months $427.33 per month; at the expiration of one year $437.33 977 per month; and at the expiration of two years $448.33 per month, such increases to be made upon recommendation of the city manager. (d) Laborers. Laborers shall be paid at the rate of $2.50 per hour for the first six months of employment; at the expiration of six months $2.55 per hour; at the expiration of one year $2.60 per hour, and at the expiration of two years $2.65 per hour, such increases to be made upon recommendation of the city manager. (e) All other positions of hourly employment shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by Five (54) Cents per hour, such increases to be made upon recommendation of the city manager. SECTION 5. That Section 10-53 "Same - refuse division" of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-53. Refuse department. (a) There is hereby authorized and created the following positions in the refuse (sanitation) department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Hourly Rate Collectors (23,positions) $2.50 Truck drivers (10 positions) 2,73 Tire repairman (1 position) 2.93 Equipment operator "B" (2 positions) 3.13 Mechanic helper (1 position) 2.93 (b) Collectors shall be paid at the rate of $2.50 per hour for the first six months of employment; at the expiration of six months $2.55 per hour; at the expiration of one year $2.60 per hour; and at the expiration of two years $2.65 per hour, such increases to be made upon recommendation of the city manager. (c) Collectors assigned to operate vehicular collection equipment shall be assigned on the basis of seniority and qualifications and shall receive an additional 100 per hour for hours worked in the operation of the vehicles. 978 h2 (d) All other positions of hourly employment shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by Five (54) Cents per hour, such increases to be made upon recommendation of the city manager. SECTION 6. That Section 10-54 "Cemetery department" of the Code of ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-54. Cemetery department. (a) There is hereby authorized and created the following positions in the cemeterydepartment and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Hourly Rate Truck driver (2 positions) $2.73 Laborers (3 positions) 2.50 (b) Laborers shall be paid at the rate of $2.50 per hour for the first six months of employment; at the expiration of six months $2.55 per hour; at the expiration of one year $2.60 per hour and at the expiration of two years $2.65 per hour; such increases to be made upon recommendation of the city manager. (c) Truck drivers shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by Five (5�) Cents per hour, such increase to be made upon recommendation of the city manager. SECTION 7. That Section 10-55 "Floodwall department" of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-55. Floodwall department. (a) There is hereby authorized and created the following positions in the floodwall department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Floodwall superintendent, head of department $950.00 979 Floodwall foreman $654.33 Floodwall maintenance (operators) (3 positions) 515.33 Floodwall maintenance man - A (operator) (1 position) 605.33 (b) The foreman shall be paid at the rate of $654.33 per month for the first six months of employment; at the expiration of six months $664.33 per month and at the expiration of one year $674.33 per month, such increases to be made upon recommendation of the city manager. (c) Maintenance men shall be paid at the rate of $515.33 per month for the first six months of employment; at the expiration of six months $525.33 per month; at the expiration of one year $535.33 }ger month; at the expiration of two years $545.33 per month, and at the expiration of three years $555.33 per month, such increases to be made upon recommendation of the city manager. SECTION 8. That Section 10-56 "Sewage disposal department" of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-56. Sewage disposal department. (a) There is hereby authorized and created the following positions in the sewage disposal department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Chief operator Maintenance man Base Monthly Salary $698.33 674.33 Operators (3 positions) 515.33 (b) Operators shall be paid at the rate of $515.33 per month for the first six months of employment; at the expiration of six months $525.33 per month; at the expiration of one year $535.33 per month; at the expiration of two years $545.33 per month, and at the expiration of three years $555.33 per month, such increases to be made upon recommendation of the city manager. SECTION 9. That Section 10-58 "Police department" of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: 980 "Sec. 10-58. Police department. (a) There is hereby authorized and created the following positions in the police department, and the salary of each position provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Sala Stenographer - record room $417.33 Meter maid (2 positions) 417.33 (b) The stenographer - record room, shall be paid at the rate of $417.33 per month for the first six months of employment; at the expiration of six months $427.33 per month; at the expiration of one year $437.33 per month and at the expiration of two years $448.33 per month, such increases to be made upon recommendation of the city manager. (c) Meter maids shall be paid at the rate of $417.33 per month for the first six months of employment; at the expiration of six months $427.33 per month; at the expiration of one year $437.33 per month and at the expiration of two years $448.33 per month, such increases to be made upon recommendation of the city manager. SECTION 10. That Section 10-61 "Unassigned positions" of the Code of Ordinances City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: ,i z "Sec. 10-61. Unassigned positions. (a) There is hereby authorized and created the following positions not assigned to any department of the City of Paducah, but directly under the supervision of the city manager, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary City Clerk $700.00 Secretary to City Manager and Mayor 550.00 Social worker 417.33 Assistant to planning director 543.33 MAINTENANCE Chief of maintenance division 740.00 BASE HOURLY RATE Meter Maintenance Man $3.03 No. 1 Maintenance man 3.23 981 No. 2 Maintenance man (2 positions) $2.93 Maintenance helper (2 positions) 2.83 Janitor 2.60 Assistant janitor (2 positions) 2.20 INSPECTIONS Position Base Monthly Salary Building and electrical inspector $740.00 Assistant to building and electrical inspector 472.33 (b) The building and electrical inspector shall perform the duties formerly performed by the building inspector and the electrical inspector, and said building and electrical inspector shall be under the direct supervision of the city manager. (c) Maintenance positions shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by Five (5fi) Cents per hour, such increases to be made upon recommendation of the city manager. (d) Janitor positions shall be paid at the base hourly rate for the first six months of employment; at the expiration of six months there may be an increase of Five (54) Cents per hour; at the expiration of one year there may be an additional increase of Five (5fi) Cents per hour; and at the expiration of two years there may be an additional increase of Five (54) Cents per hour, such increases to be made upon recommendation of the city manager. SECTION 11. That a new section to the Code of Ordinances City of Paducah, Kentucky be, and the same is hereby, created to read as follows: "Sec. 10-59. Parks and recreation department. (a) There is hereby created and authorized the following positions in the parks and recreation department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly salary Administrative assistant $512.33 Maintenance supervisor 677.33 Secretary 417.33 Recreation supervisor 677.33 Assistant recreation supervisor 522.33 Senior citizens director 522.33 982 Base Hourly Rate Equipment operator "B" $3.13 Equipment operator "C" 3.03 Maintenance man No. 2 (3 positions) 2.93 Shop mechanic 3.13 (b) The secretary shall be paid at the rate of $417.33 per month for the first six months of employment; at the expiration of six months $427.33 per month; at the expiration of one year $437.33 per month; and at the expiration of two years $448.33 per month, such increases to be made upon recommendation of the city manager. (c) All positions of hourly employment shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by Five (5fi) Cents per hour, such increases to be made upon recommendation of the city manager. SECTION 12. That Section 22-9 "Positions of employment; rate of pay" and Section 22-10 "Temporary and seasonal employees" of the Code of Ordinances City of Paducah, Kentucky, be, and the same are hereby, repealed. SECTION 13. That Section 1 amends an ordinance which was last amended by Sect2on 1 of Ordinance No. 71-5-459 which was adopted May 11, 1971. Section 2 amends Section 2 of Ordinance No. 71-2-459 which was Adopted May 11, 1971; Section 3 amends an ordinance that was last amended by Section 1 of Ordinance No. 72-2-610 dated February 15, 1972; Section 4 amends an ordinance which was last amended by Sections hand 2 of Ordinance No. 71-9-539 adopted September 28, 1971; Section 5 amends an ordinance which was last amended by Ordinance No. 71-5-459 which was adopted May 11, 1971; Section 6 amends Section 6 of Ordinance No. 71-5-459 which was adopted May 11, 1971; Section 7 amends Section 7 of Ordinance No. 71-5-459 adopted May 11, 1971; Section 8 amends Section 8 of Ordinance No. 71-5-459 adopted May 11, 1971; Section 9 amends Section 9 of Ordinance No. 71-5-459 adopted May 11, 1971; Section 10 amends an ordinance that was last amended by Section 1 of Ordinance No. 71-�1-559 dated November 9, 1971; Section 11 amends Section 2 of Ordinance No. 72-2-609 which was adopted February 8, 1972 and Section 12 repeals Sections 2 and 3 of Ordinance No. 72-2-609 adopted February 8, 1972. 983 SECTION 14. This ordinance shall be in full force and effect from and after its adoption and retroactive to April 1, 1972.
