HomeMy WebLinkAboutOrdinances Book 17, Page 887, Ordinance Number 71-12-587887 ORDINANCE NO. 71-12-587 AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE SUPPLEMENTAL DATA PROCESSING AGREEMENTS WITH COMPUTER SERVICES, INC. TO PROVIDE FOR AD VALOREM TAX BILLING SERVICES, ASSESSING SERVICES AND TAX COLLECTION CONTROL SERVICES FOR THE CITY OF PADUCAH, KENTUCKY, AND PRESCRIBING THE TERMS AND CONDITIONS FOR SUCH AGREEMENTS WHEREAS, by Ordinance No. 70-10-398 the City Manager was authorized to execute a contract with Computer Sercices, Inc. to provide ad valorem tax billing services for the City for a period of one year, and WHEREAS, by Ordinance No. 70-10-399 the said City Manager was authorized to execute a contract with said company to provide payroll services for the City for a period of five years, and WHEREAS, pursuant to said ordinances a basic data processing agreement was executed on December 17, 1970, together with two supple- mental agreements for the aforesaid services, and WHEREAS, the agreement for tax billing services is due to expire this year, and WHEREAS, additional computer services are needed, NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the City Manager be, and he is hereby, authorized to execute a supplemental agreement between the City of Paducah, Kentucky, and Computer Services, Inc. to provide for ad valorem tax billins services to the City of Paducah for a period of four (4) years beginning January 1, 1972. The agreement shall provide for all ad valorem tax billing services including final tax bills, a minimum of two copies of the assessment roll and the key punching for all new accounts, and all other data and informational services commonly provided with such computerized tax billing systems. The prices to be paid for such services shall be $.035 per account listed on tax roll, and $0.060 per tax bill printed. The City shall be responsible for delivery of the in- put material to be processed. SECTION 2. That the City Manager be, and he is hereby, authorized to execute a supplemental data processing agreement between the City of Paducah, Kentucky and Computer Services, Inc. to provide for various tax assessing services for a period of five (5) years commencing on June 1, 1971. The contract shall provide for various tax assessing 888 services and the maximum price to be paid for such service shall be as follows Processing assessment changes from master assessment list. $ .09 per account changed Printing assessment listing $ .0150 per account listed Processing of new accounts $ .10 per new account Property assessment worksheet $ .08 per assessment sheet Name and address - file maintenance master listing $ .01 per account listed Processing name and address file maintenance $ .08 per account processed The City shall be responsible for delivery of in -put materials to be processed. SECTION 3. That the City Manager be, and he is hereby, authorized to execute a supplemental data processing agreement between the City of Paducah, Kentucky and Computer Services, Inc. to provide for tax collection control for a period of five (5) years commencing on June 1, 1971. The minimum annual charge for this service shall be $3,000.00 per year, and the amount of charges for the services are to be computed on the following schedule: $.055 per tax receipt processed, and $.040 per account listed on accounts receivable master listing with a minimum of $150.00 per run. The City shall be responsible for providing accurate information to the computer service in a form acceptable to the said service, and the computer service shall provide the following reports. 1, a cash control listing to be produced on various dates during the year on a frequency satisfactory to the City for balancing, and 2, on accounts receivable master listing to be produced on various dates during the year on a frequency satisfactory to the City for control. SECTION 4. An emergency is declared to exist and this ordinance shall therefore be introduced and remain on file for at -least one week for public inspection in'the completed form in which it shall be put upon its final passage, and if adopted shall be in full force and effect immediately thereafter and retroactive to June 1, 1971 as may be applicable.
