A RESOLUTION REGARDING THE FLOOD CONTROL POLICIES OF THE TENNESSEE
VALLEY AUTHORITY AS THEY AFFECT THE OHIO AND TENNESSEE RIVER BASINS
WHEREAS, the Tennessee Valley Authority has announced a policy to
change the operating levels on its principal tributary reservoirs, to
make its lakes more favorable for recreation during winter months, and
WHEREAS, eight lakes are to be affected by the current change order
with upward revision in the normal minimum operating levels from 20 feet
to 100 feet per lake, and
WHEREAS, the City of Paducah is seriously affected by flooding
conditions in the lower Ohio and Tennessee River Valley basin because
of its location at the confluence of both said rivers, and
WHEREAS, the raising of water levels in the proposed lakes will
take up a vast amount of water storage area needed for flood control
during the winter and spring months, and
WHEREAS, the elimination of said storage space will result either
in higher flood stages or longer floods, both of which will adversely
affect the City of Paducah from flooding conditions or additional costs
in pumping during long periods of sustained high water levels, and
WHEREAS, permission to change the winter water levels in eight
reserviors will establish a precedent for changing the water level in
all other reservoirs in the Tennessee and Ohio River Valley basins and
along their tributaries, and
WHEREAS, all dams within the said area were constructed primarily
for flood control and/or navigational purposes recreation and real estate
development being merely a by-product,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the Board of Commissioners of the City of Paducah
be on record as opposing the Tennessee Valley Authority's proposal to
increase the winter water levels for the following lakes: South Holston,
Watauga, Cherokee, Fontana, Norris, Chatuge, Nottley and Hiwassee.
SECTION 2. That the Mayor be, and he is hereby, authorized and
directed to forward a copy of this resolution to the U. S. Senators and
Congressmen representing the Commonwealth of Kentucky, to the Chairman
of the Tennessee Valley Authority, and to the officers in charge of the

Corps of Engineer District Offices in Louisville, Kentucky and Nashville
Tennessee.
SECTION 3. This resolution shall be in full force and effect from
and after its adoption
