ORDINANCE NO. 71-5-459
AN ORDINANCE AMENDING SECTIONS 10-49, 10-50, 10-51, 10-52, 10-53,
10-54, 10-55, 10-56, 10-58 AND 10-61 OF ARTICLE III "POSITIONS AND
SALARIES" OF CHAPTER 10 "CIVIL SERVICE" OF THE CODE OF ORDINANCES CITY OF
PADUCAH, KENTUCKY
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1., That Section 10-49, Department of Finance, of the
Code of Ordinances City of Paducah, Kentucky, be amended and reordained
so that said section as amended and reordained shall hereafter read as
follows:
"Sec. 10-49. Department of finance.
(a) There is hereby created and authorized the following
positions in the department of finance, and the salary of each position,
provided the amount of such salary is not changed under any apportionment
ordinance hereafter adopted, shall be as follows:

This department shall be under the direction and supervision of the
City Treasurer, a noncivil service position which has heretofore been
created by separate ordinance.

(b) The license inspector shall be paid at the rate of $565.00
per month for the first six months of employment; at the expiration of
six months $575.00 per month; at the expiration of one year $585.00
per month; at the expiration of two years $595.00 per month, and at the
expiration of three years $605.00 per month, such increases to be made
upon recommendation of the city manager.

(c) The machine operator shall be paid at the rate of $405.00
per month for the first six months of employment; at the expiration of
six months $415.00 per month; at the expiration of one year $426.00
per month; at the expiration of two years $436.00 per month, and at
the expiration of three years $446.00 per month, such increases to be
made upon recommendation of the city manager.

(d) The senior clerks shall be paid at the rate of $400.00
per month for the first six months of employment; at the expiration
of six months $410.00 per month; at the expiration of one year $420.00
per month; and at the expiration of two years $431.00 per month,
such increases to be made upon recommendation of the city manager.
(e) The secretary shall be paid at the rate of$410.00 per month
for the first six months of employment; at the expiration of six months
$420.00 per month; at the expiration of one year $430.00 per month; and
at the expiration of two years $440.00 per month, such increases to be
made upon recommendation of the city manager.
(f) The clerk -typist shall be paid at the rate of $355.00 per
month for the first six months of employment; at the expiration of six
months $365.00 per month; at the expiration of one year $375.00 per
month; at the expiration of two years $385.00 per month; and at the
expiration of three years $396.00 per =nth; such increases to be made
upon recommendation of the city manager.
SECTION 2. That Section 10-50 "City assessor's office" of the
Code of Ordinances City of Paducah, Kentucky, be amended and reordained
so that said section as amended and reordained shall hereafter read as
follows:
"Sec. 10-50. City Assessor's office.
(a) There is hereby created and authorized the following positions
in the office of the City assessir, which office was formerly in the
department of finance, and the salary of each position, provided the
amount of such salary is not changed under any apportionment ordinance
hereafter adopted, shall be as follows:

(b) The evaluation clerk shall be paid at the rate of $450.00
per month for the first six months; at the expiration of six months
$460.00 per month; at the expiration of one year $470.00 per month; at
the expiration of two years $480.00 per month, and at the expiration of
three years $491.00 per month, such increases to be made upon recommendation
of the city manager.
(c) The clerk -typist shall be paid at the rate of $355.00 per
month for the first six months of employment; at the expiration of six
months $365.00 per month; at the expiration of one year $375.00 per
month; at the expiration of two years $385.00 per month, and at the
expiration of three (3) years $396.00 per month; such increases to be made
upon recommendation of the city manager.
SECTION 3. That Section 10-51, Engineering Department, of the
Code of Ordinances City of Paducah, Kentucky, be amended and reordained
so that said section as amended and reordained shall hereafter read
as follows:
"Sec. 10-51. Engineering Department.
(a) There is hereby authorized and created the following
positions in the engineering department, and the salary of each position,
provided the amount of such salary is not changed under any apportionment
ordinance hereafter adopted, shall be as follows:

(b) The clerk -stenographer shall be paid at the rate of $400.00
per month for rhe first six months of employment; at the expiration of
six months $410.00 per month; at the expiration of one year $420.00
per month; and at the expiration of two years $431.00 per month, such
increases to be made upon recommendation of the city manager.
(c) The chainman shall be paid at the rate of $440.00 per month
for the first year of employment; at the expiration of one year the

salary shall be increased to $451.00 per month, such increase to be
made upon recommendation of the city manager.
(d) The clerk -typist shall be paid at the rate of $355.00 per
month for the first six months of employment; at the expiration of six
months $365.00 per month; at the expiration of one year $375.00 per month;
at the expiration of two years $385.00 per;month, and at the expiration
of three years $396.00 per month, such increases to be made upon
recommendation of the city manager.
SECTION 4. That Section 10-52 "Public Works Department -
Generally" of the Code of Ordinances City of Paducah, Kentucky, be
amended and reordained so that said section as amended and reordained
shall hereafter read as follows:
"Sec. 10-52. Public works department - Generally.
(a) There is hereby authorized and created the following positions
in the public works department, and the salaries of each position, pro-
vided the amount of such salary is not changed under any apportionment
ordinance hereafter adopted, shall be as follows:

(b) Foreman. The foreman shall be paid at the rate of $561.00
per month for the first year of employment in such position; at the
expiration of one year $571.00 per month; at the expiration of two

years and thereafter $581.00 per month, such increases to be made upon
recommendation of the city manager.
(c) Secretary. The secretary shall be paid at the rate of $400.00
per month for the first six months of employment; at the expiration of
six months $410.00 per month; at the expiration of one year $420.00
per month; and at the expiration of two years $431.00 per month, such
increases to be made upon recommendation of the city manager.
(d) Sewer maintenance men. Sewer maintenance men shall be paid
at rhe rate of $2.83 per hour for the first six months of employment
and at the expiration of six months the rate of pay shall be $2.88 per
hour, such increase to be made upon recommendation of the city manager.
(e) Equipment operators. The equipment operators shall be paid
at the rate of $3.03 per hour for the first six months of employment and
at the expiration of six months the rate of pay shall be $3.08 per hour,
such increase to be made upon recommendation of the city manager.
(f) Street repairmen. The street repairmen shall be paid at the
rate of $2.73 per hour for the first six months of employment and at the
expiration of six months the rate of pay shall be $2.78 per hour, such
increase to be made upon recommendation of the city manager.
(g) Truck drivers. The truck drivers shall be paid at the
rate of $2.63 per hour for the first six months of employment and at the
expiration of six months the rate of pay shall be increased to $2.68
per hour, such increase to be made upon recommendation of the city manager.
(h) Laborers. Laborers shall be paid at the rate of $2.40 per
hour for the first six months of employment; at the expiration of six
months $2.45 per hour; at the expiration of one year $2.50 per hour,
and at the expiration of two years $2.55 per hour, such increases to be
made upon recommendation of the city manager.
(i) Chdef mechanic. The chief mechanic shall be paid at the
rate of $3.13 per hour for the first six months of employment and at
the expiration of six months the rate of pay shall be increased to $3.18
per hour, such increase to be made upon recommendation of the city manager.
(7) Auto repairman. The auto repairman shall be paid at the rate
of $3.03 per hour for the first six months of employment, and at the
expiration of six months the rate of pay shall be increased to $3.08
per hour, such increase to be made upon recommendation of the city manager.

(k) Mechanic helper. The mechanic helper shall be paid at the
rate of $2.83 per hour for the first six months of employment, and at the

expiration of six months the rate of pay shall be increased to $2.88 per
hour, such increase to be made upofr recommendation of the city manager.
(1) Concrete finisher. The concrete finisher shall be paid at the
rate of $3.13 per hour for the first six months of employment, and at the
expiration of six months the rate of pay shall be increased to $3.18 per
hour, such increase to be made upon recommendation of the city manager.
(m) Vehicle body repairman. The vehicle body repairman shall be
paid at the rate of $3.03 per hour for the first six months of employment,
and at the expiration of six months the rate of pay shall be increased
to $3.08 per hour, such increase to be made upon recommendation of the
city manager.
SECTION 5. That Section 10-53 "Refuse division", of the Code of
Ordinances City of Paducah, Kentucky, be amended and reordained so that
said section as amended and reordained shall hereafter read as follows:
"Sec. 10-53. Same - Refuse division.

(a) The following positions are hereby created in the refuse
(sanitary) division of the public works department, which division shall
be under the direction of the director of public works and the assistant
director of public works.

(b) Collectors shall be paid at the rate of $2.40 per hour for
the first six months of employment; at the expiration of six months
$2.45 per hour; at the expiration of one year $2.50 per hour, and at
the expiration of two years $2.55 per hour, such increases to be made
upon recommendation of the city manager.
(c) Truck drivers shall be paid at the rate of $2.63 per hour
for the first six months of employment and at the expiration of six

months the rate of pay shall be increased to $2.68 per hour, such increase
to be made upon recommendation of the city manager.
(d) The tire repairman shall be paid at the rate of $2.83 per
hour for the first six months of employment and at the expiration of six
months the rate of pay shall be increased to $2.88 per hour, such
increase to be made upon recommendation of the city manager.
(e) The equipment operator shall be paid at the rate of $3.03
per hour for the first six months of employment and at the expiration of
six months the rate of pay shall be increased to $3.08 per hour, such
increase to be made upon recommendation of the city manager.
(f) The mechanic helper shall be paid at the rate of $2.83 per
hour for the first six months of employment and at the expiration of

six months the rate of pay shall be increased to $2.88 per hour, such
increase to be made upon recommendation of the city manager.
SECTION 6. That Section 10-54 "Cemetery Department" of the Code
of Ordinances City of Paducah, Kentucky, be amended and reordained so
that said section as amended and reordained shall hereafter read as follows:
"Sec. 10-54. Cemetery department
(a) There is hereby authorized and created the following positions
in the cemetery department and the salary of each position, provided the
amount of such salary is not changed under any apportionment ordinance
hereafter adopted, shall be as follows:

(b) Laborers shall be paid at the rate of $2.40 per hour for the
first six months of employment; at the expiration of six months $2.45
per hour; at the expiration of one year $7.50 per hour and at the
expiration of two years $2.55 per hour; such increases to be made upon
recommendation of the city manager.
SECTION 7. That Section 10-55 "Floodwall department" of the Code
of Ordinances City of Paducah, Kentucky, be amended and reordained so
that said section as amended and reordained shall hereafter read as follows:
"Sec. 10-55. Floodwall department.
(a) There is hereby authorized and created the following positions
in the floodwall department, and the salary of each position, provided
the amount of such salary is not changed under any apportionment ordinance
hereafter adopted, shall be as follows:

(b) The foreman shall be paid at the rate of $637.00 per month
for the first six months of employment; at the expiration of six months
$647.00 per month and at the expiration of one year $657.00 per month,
such increases to be made upon recommendation of the city manager.
(c) Maintenance men shall be paid at the rate of $498:00 per
month for the first six months of employment; at the expiration of six
months $508.00 per month; at the expiration of one year $518.00 per
month; at the expiration of two years $528.00 per month; and at the
expiration of three years $538.00 per month, such increases to be made
upon recommendation of the city manager.
SECTION 8. That Section 10-56 "Sewage disposal department" of the
Code ofordinancesCity of Paducah, Kentucky, be amended and reordained
so that said section as amended and reordained shall hereafter read as
follows:
"Sec. 10-56. Sewage disposal.department.
(a) :'There is hereby authorized and created the following positions
in the sewage disposal department, and the salary of each position,
provided the amount of such salary'is not changed under any apportionment
ordinance Hereafter adopted, shall be as follows:

(d) Operators shall be paid at the rate of $498.00 per month
for the first six months of employment; at the expiration of six months
$508.00 per month; at the expiration of one-year $518.00 per month;
at the expiration of two years $528.00 per month and at the expiration
of three years $538.00 per month, such increase to be made upon recommendati
of the city manager.
SECTION 9. That Section 10-58 "Police Department" of the Code of
Ordinances City of Paducah, Kentucky, be amended and reordained so that said
section as amended and reordained shall hereafter read as follows:

"Sec. 10-58. Police department.
(a) There is hereby authorized and created the following positions
in the police department, and the salary of each position provided the amount
of such salary is not changed under any apportionment ordinance hereafter
adopted, shall be as follows':

Meter maid (2 positions) 400.00
(b) The stenographer--record-room, shall be paid at the rate of
$400.00 per month for the first six months of employment; at the
expiration of six months $410.00 per month; at the expiration of one
year $420.00 per month and at the expiration of two years $431.00 per
month, such increases to be made upon recommendation of the city manager.
(c) Meter maids shall be paid at the rate of $400.00 per monthFfor
the first six months of employment; at the expiration of six months
$410.00 per month; at the expiration of one year $420.00 per month and
at the expiration of two years $431.00 per month, such increases to be
made upon recommendation of the city manager.
SECTION 10. That Section 10-61 "Unassigned positions" of the
Code of Ordinances City of Paducah, Kentucky, be amended and reordained
so that said section as amended and reordained shall hereafter read
as follows:
"Sec. 10-61. Unassigned positions.
(a) There is hereby authorized and created the following
positions not assigned to any department of the City of Paducah, but
directly under the supervision of the city manager, and the salary of
each position, provided the amount of such salary is not changed under
any apportionment ordinance hereafter adopted, shall be as follows:

(b) The building and electrical inspector shall perform the
duties formerly performed by the building inspector and the electrical
inspector, and said building and electrical inspector shall be under
the direct supervision of the city manager.
(c) The No. 1 maintenance man shall be paid at the rate of
$3.13 per hour for the first six months of employment and at the
expiration of six months the rate of pay shall be increased to $3.18
per hour, such increase to be made upon recommendation of the city manager.
(d) The No. 2 maintenance man shall be paid at the rate of $2.83
per hour for the first six months of employment and at the expiration
of six months the r7te of pay shall be $2.88 per hour, such increase
to be made upon recommendation of the city manager.
(e) Maintenance helpers shall be paid at the rate of $2.73 per
hour for the first six months of employment and at the expiration of
six months the rate of pay shall be increased to $2.78 per hour, such
increase to be made upon recommendation of the city manager.
(f) The janitor shall be paid at the rate of $2.50 per hour
for the first six months of employment; at the expiration of six months
$2.55 per hour; at the expiration of one year $2.60 per hour and at the
expiration of two years $2.65 per hour, such increases to be made upon
recommendation of the city manager.
(g) Assistant janitors shall be paid at the rate of $2.10 per
hour for the first six months of employment, at the a xpiratioD of six
months $2.15 per hour; at the expiration of one year $2.20 per hour
and at the expiration of two years $2.25 per hour, such increases to be
made upon recommendation of the city manager.

(h) Clerk -typist No. 1 shall be paid at the rate of $400.00
per month for the first six months of employment; at the expiration of
six months $410.00 per month; at the expiration of one year $420.00
per month and at the expiration of two years $431.00 per month, such
increases to be made upon recommendation of the city manager.
(i) The secretary shall be paid at the rate of $400.00 per
month for the first six months of employment; at the expiration of six
months $410.00 per month; at the expiration of one year $420.00 per
month and at the expiration of two years $431.00 per month, such
increases to be made upon recommendation of the city manager."
SECTION 11. That Section 1 of this ordinance amends Section 7
of an ordinance adopted December 2, 1947 and last amended by Section 1
of Ordinance No. 70-6-334, adopted June 9, 1970. That Section 2 amends
Section 7-A of an ordinance adopted December 2, 1947 and last amended
by Section 1 of Ordinance No. 70-5-320 adopted May 12, 1970. That
Section 3 amends Sections 8 and 8-A of an ordinance adopted December 2,
1947 and last amended by Section 1 of Ordinance No. 71-1-421 adopted
January 5, 1971. That Section 4 amends Section 8-B of an ordinance
adopted December 2, 1947 and last amended by Section 1-3 of ordinance
No. 70-9-371 adopted September 8, 1970. That Section 5 amends Section
8-B of an ordinance adopted December 2, 1947 and last amended by
Section 1 of Ordinance No. 70-5-320 adopted May 12, 1970. That
Section 6 amends Section 8-C of an ordinance adopted December 2, 1947
and last amended by Section 1 of Ordinance No. 70-5-320 adopted May
12, 1970. That Section 7 amends Section 8-D of an ordinance adopted
December 2, 1947 and last amended by Section 1 of Ordinance No.
70-5-320 adopted May 12, 1970. That Section 8 amends Section 8-D
of an ordinance adopted December 2, 1947 and last amended by Section 1
of Ordinance No. 70-5-320 adopted May 12, 1970. That Section 9 amends
Section 10 of an ordinance adopted December 2, 1947 and last amended
by Section 1 of Ordinance No. 70-5-320 adopted May 12, 1970. That
Section 10 0£ this ordinance amends Section 9 of an ordinance adopted
December 2, 1947 and last amended by Section 1 of Ordinance No.
70-5-320 adopted May 12, 1970.
SECTION 12. That all ordinances and parts of ordinances in
conflict herewith are to the extent of such conflict, hereby repealed.

SECTION 13. That the provisions of this ordinance are declared
to be severable and should any section, paragraph or sentence hereafter
be declared invalid, such invalidity shall in no way impair the
validity of the remaining sections, paragraphs and sentences of this
ordinance.
SECTION 14. This ordinance shall be in full force and effect
from and after its adoption and retroactive to May 1, 1971.
