A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO
SOLICIT OFFERS FOR A GRANT BY THE CITY OF PADUCAI3, IENTUCKY, OF
AUTHORITY TO OPERATE A BUS TRANSPORTATION SYSTEM WITHIN THE CITY
WHEREAS, the Paducah Transit Corporation, which presently
operates a bus transportation system in the City of Paducah, Kentucky,
has notified the City of its determination to cease operations after
May 31, 1969, and
WHEREAS, the Board of Commissioners of the City of Paducah has
found that a mass public transportation system is a needed service to
and for the City and its residents and its economy,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby,
authorized and directed to advertise for and solicit offers for a
grant by the City of Paducah of authority to operate a bus trans-
portation system in the City.
Each bidder or offeror shall file with his offer a map showing
routes to be served, a time schedule for proposed service on each
route, rates per service, and a general statement of proposed services,
including a description of the size and type coaches to be used and
the accommodations to be provided, including air conditioning, if
available.
Each offer must contain the following minimum requirements:
Two year agreement, six routes and thirty minute service on each
route between 6 o'clock A.M. and 6 o'clock P.M. Monday through Friday.
Consideration will be given to offers over minimum requirements and
particularly for week -end services.
Each bidder must comply, and acceptance shall be contingent upon
his ability to comply, with all laws, local, state and federal, and with
all regulations of the Kentucky Department of Motor Transportation,
including but not limited to requirements for insurance; and, the
successful bidder shall be responsible for obtaining any required
certificate of convenience and necessity from the State. Permission
for combining intra city service with suburban service or for charter
service shall be the sole responsibility of the bidder.
Offers will be considered which contain a proposal or alternate
proposal for operating a bus transportation system whereby the City

would be responsible for furnishing coaches to be specified by the
bidder.
SECTION 2. The City Manager shall advertise for sealed bids by
posting a notice at the City Hall door and by inserting notice of the re-
quest for bids in the Sun Democrat to be published not less than seven (7)
days nor more than twenty=one (21) days before the date fixed for the
opening of bids. All bids shall be sealed and no bid shall be received
after the hour fixed in the notice for the opening of same. All bids
received by the City Manager up to the time fixed in the notice for the
opening of same shall be filed with the Board of Commissioners who may
let a contract to the lowest and best bidder, and the Board of Com-
missioners shall reserve the right to reject any and all bids and the
City shall not become legally obligated to any bidder until the adoption
of an ordinance authorizing the execution of a contract. The City
Manager shall further advertise one time in "Passenger Transport"
the weekly newspaper of the transit industry published by the American
Transit Association.
SECTION 3. This Resolution shall be in full force and effect
from and after its adoption.
