HomeMy WebLinkAboutOrdinances Book 16, Page 620, Ordinance Number 68-5-71620 t� N ORDINANCE NO. 68-5-71 AN ORDINANCE AMENDING ARTICLE V OF AN ORDINANCE ENTITLED "AN ORDINANCE PROVIDING FOR A REFUSE COLLECTION SERVICE FOR THE CITY OF PADUCAH; PRESCRIBING RULES AND REGULATIONS GOVERNING SANITATION AND THE COLLECTION AND DISPOSAL OF REFUSE; PRESCRIBING CHARGES FOR SAID REFUSE COLLECTION SERVICE AND THE METHOD OF FINANCING SAID SERVICE; AND PRESCRIBING PENALTIES FOR THE VIOLATION OF SAID ORDINANCE", WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON DECEMBER. -16, 1952, and AMENDED ON FEBRUARY 22, 1966 BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Article V of an ordinance having the title quoted above, which was adopted by the Board of Commissioners of the City of Paducah, Kentucky, on December 16, 1952, and amended on February 22, 1966, be amended and reordained so that said Article as amended and reordained shall read as follows: "Article V Financing "Section 1. Refuse Collection Service: There is hereby levied a refuse collection service charge of One Dollar Seventy- five Cents ($1.75) per month on each household and each business place in the City of Paducah for the purpose of increasing the revenues of the General Fund out of which shall be met the costs of providing refuse collection service, provided that households of which the lawful head is unable to afford said charge, as certified by the City's duly appointed Social Worker, shall be exempt from said charge. "Section 2. Additional Refuse Collection Service: For additional Refuse Collection Service there shall be levied a charge which, Except for Exceptional Cases referred to in Section 4 of Article IV, shall be based on the following schedule of charges: 621 Number of _ 32 -Gal. Method of Billing: To the extent feasible, charges for Refuse Collection Service shall be billed monthly as a separate item on the water bill sent out monthly by the Paducah Water Works and said charge so billed shall be payable monthly at the offices of the Paducah Water Works in the same manner and within the same penalty - free period as required for payment of charges for water service. The water customer in whose name the water meter account is carried shall be held responsible for 'payment of the full amount of the Refuse Collection Service charges billed, which total amount shall be based on the number of households and/or business places served by said water meter. Due to the daily, cycular billing system used by the Paducah Water Works, charges for Refuse Collection Service may be billed at the beginning, during, or at the end of the monthly period in which Refuse Collection Service is rendered, and the first billing period corresponding with the first period of service shall be the month of February, 1953 and thereafter in monthly cycles. In instances when it is not feasible or possible to utilize the water bill in notifying households or business places of Refuse collection Service charges payable, bills shall be prepared at and 622 dispatched from the City Hall, and shall be payable at the City Hall within ten days after date of rendering. "When any bill for water service and refuse.collection service charges remains unpaid and becomes delinquent and the water service to the delinquent premises has been discontinued, such water service shall not be restored or reinstated until the entire charge for both water service and refuse collection service is paid in full including any penalty for non-payment of water service."
