HomeMy WebLinkAboutOrdinances Book 16, Page 595, Ordinance Number 68-5-63 (2)5 95. 4' ORDINANCE NO. 68-5-63 AN ORDINANCE AMENDING SECTIONS 7.1, 9.1 AND 9.4 OF THE MANUAL OF PROCEDURE OF THE POLICE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Section 7.1, Section 9.1, Section 9.2 and Section 9.4 of the Manual of Procedure of the Police Department of the City of Paducah, Kentucky, which Manual was adopted May 23, 1967 by an ordinance entitled "AN ORDINANCE ADOPTING, BY REFERENCE, THE MANUAL OF PROCEDURE OF THE POLICE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY", be, and the same are hereby, amended to read as follows: "7.1 Uniform Division Promotion Procedures for Supervisory Ranks Within the Police Department. When a Sergeant, Lieutenant, Captain or Assistant Chief rank vacancy occurs within the department, the Chief of Police may recommend for promotion any member of the uniform division of the next lower rank by written recommendation to the Board of Commissioners, through and with the endorsement of the City Manager, provided that the recommended party meets the qualifications set forth in 7.2 A-1, C-1, C-2 or D-1; or, the Chief of Police may give notice of such vacancy and shall set the date, time, place, etc. that examinations shall be held for filling the vacancy. The notification shall be made at a time deemed appropriate by the Chief of Police. The requirement of vacancy shall not apply to personnel assigned to specialized jobs, such as the Identification Bureau and the Jail. Promotions for such personnel will be based upon the direct recommendations of the Chief of Police, and such recommendations shall be made on the basis of job requirements, job skills, personal merits, seniority and written tests, if available, and deemed necessary by the Chief of Police, and any changes in rank for such personnel shall be further authorized by the Board of Commissioners by amending an ordinance establishing the number, ranks and monthly salaries of the Police Department of the City of Paducah. Where the promotion pfocedure of competitive examinations is used, Sections 7.2 through 7.6 shall apply. "9.1 Detective Division Promotion Procedures for Supervisory Ranks When a Captain or Chief of Detectives rank vacancy occurs within the Detective Division, the procedure for filling the vacancy shall be as follows: The Chief of Police may recommend for promotion to Chief of Detectives any member of the Detective Division who holds the next lower rank, and the Chief of Police may recommend for promotion to the rank of Captain any member of the Detective Division who has been recommended in writing by the Chief of Detectives, provided that any recommended party meet the qualifications set forth in Section 9.2. Any recommenda- tions by the Chief of Police shall be addressed to the Board of Commissioners through and with the endorsement of the City Manager. In the alternative, and should no qualified recommended individuals exist within the division, the Chief of Police may follow the procedures set out in Sections 9.2 through 9.6. 596 "9.2 Minimum Reguirements for Qualifications to Participate in Promotional Examinations. NOTE: Continuous, honorable service shall mean that the applicant has not had any type of formal charge placed against him in the required years prior to his making application for a promotion. A. For Captain: 1. Must have at least two (2) years continuous, honorable service with the Detective Division at the rank of Sergeant. 2. Any officer holding the rank of Lieutenant in the Detective Division is automatically eligible to take part in the examination for a Captain's rank when such vacancy occurs in the division. B. For Chief of Detectives: 1. Must have at least two (2) years continuous, honorable service in the Department at the rank of Captain within the Detective Division. "9.4 Written Test, Merit Rating and Seniority Points To Be Used. A. A WRITTEN TEST pertaining to the rank in question shall be given each qualifying applicant for the rank. 1. This test shall carry a maximum weight of sixty (60) percent towards a perfect score on the qualifications for the promotion. B. Each applicant for the promotion to Captain shall be graded on his PERSONAL MERITS as set out on the "Merit Evaluation Form". The Chief of Police, the Assistant Chiefs, the Chief of Detectives and the Captain of Detectives shall each evaluate the applicant and then submit their completed evaluation forms to the Executive Officer for the tabulation of their ratings. The merit rating of the applicant for the rank of Chief of Detectives shall be made by the Chief of Police. The MERIT EVALUATION shall consist of ten (10) parts and shall carry a maximum weight of twenty (20) percent towards a perfect score on the qualifications for the promotion. C. Each applicant shall be given credit for his years of SENIORITY with the Department. He shall be given credit at the rate of one (1) point per year of service up to and including twenty (20) years. No credit shall be allowed for over twenty years service. This seniority credit shall carry a maximum weight of twenty (20) percent towards a perfect score on the qualifications for the promotion. D. Summary of Parts A, B and C. 1. WRITTEN TEST (A) = MAXIMUN OF 60% 2. MERIT RATING (B) = MAXIMUM OF 20% 3. SENIORITY (C) = MAXIMUM OF 20q POSSIBLE SCORE = MAXIMUM OF 100% E. The grades or ratings made on each portion of the examination shall be combined and incorporated to make up the final total score of the individual applicant. 597 F. A norm or passing grade will be established by the Chief of Police and/or the Chief of Detectives, based upon the type of written test given for each particular rank or vacancy." SECTION 2.
