A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF PADUCAH, THE COUNTY OF McCRACKEN AND THE
COMMONWEALTH OF KENTUCKY, DEPARTMENT OF HIGHWAYS, WHEN THE CITY AGREES TO
COOPERATE AND PARTICIPATE IN THE CONTINUING URBAN TRANSPORTATION PLANNING
PROCESS IN THE PADUCAH URBAN AREA
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,
KENTUCKY:
SECTION 1. That the Mayor be, and he is hereby, authorized and
directed to execute a Memorandum of Understanding between the City of
Paducah, the County of McCracken and the Commonwealth of Kentucky,
Department of Highways, which Memorandum of Understanding shall be in
words and figures as follows:
"MEMORANDUM OF UNDERSTANDING
"Regarding the establishment of the continuing comprehensive
transportation planning process in the Paducah - McCracken County area
"Pursuant to Title 23, Chapter 1, Section 134 of the United
States Code, the duly elected officials of the City of Paducah and
McCracken County, hereinafter designated the Local Officials, the
Kentucky Department of Highways, hereinafter designated the State,
jointly and mutually agree to cooperate and participate in the
continuing URBAN TRANSPORTATION PLANNING PROCESS, in the Paducah
Urban Area.
More specifically this will include:
1. The development of a proposed network of trafficways
to meet changing conditions through 1990 in the Paducah
Urban Area.
2. The preparation and dissemination of the pertinent
information needed by governing bodies in their con-
sideration of planning proposals and improvement
programs, and further encouragement of public interest.
NOW THEREFORE BE IT MUTUALLY UNDERSTOOD:
SECTION 1. That in order to meet the requirements of Section 10
as stipulated by the 1962 Federal -aid Highway Act, viz.: "After July 1,
1965, the Secretary (of commerce) shall not approve . . . . any program
for projects in any urban area of more than 50,000 population unless he
finds that such projects are based on a continuing comprehensive trans-
portation planning process carried on cooperatively by State and Local
Communities in accordance with the objectives as stated in this section."
It is necessary that appropriate officials of all legally constituted
governing bodies must cooperate in the establishment of a planning
process.
"SECTION II. That all signatory parties realize that the comprehen-
sive character of the planning process requires inventories and analyses
of the followinf basic elements:
1. Economic factors affecting development
2. Population
3. Land Use
4. Transportation facilities including those for mass
transportation

5. Travel patterns
6. Terminal and transfer facilities
7. Traffic control features
8. zoning Ordinances, subdivision regulations, building
codes, etc.
9. Financial resources
10. Social and community -value factors, such as preser-
vation of open space, parks and recreational facilities;
preservation of historical sites and buildings; environ-
mental amenities; and aesthetics.
"SECTION III. That current data on land use, travel and transportation
and related facilities, be maintained and updated by the appropriate
staffs of STATE and LOCAL OFFICIALS in order to keep abreast of all
conditions as they change from those initially analyzed.
"SECTION IV. That costs incurred in obtaining these objectives be
borne in the following relationships: all costs incurred in collection,
dissemination, evaluation, re-evaluation and necessary adjustments
in basic elements 4, 5, 6 and 7, as listed above, be the responsi-
bility of the STATE, in cooperation with the U. S. Department of
Transportation, Bureau of Public Roads, and all costs incurred in
collection, dissemination, evaluation and re-evaluation, and necessary
adjustments in basic elements 1, 2, 3, 8, 9, and 10, as listed above,
be the responsibility of LOCAL OFFICIALS.
"SECTION V. It is understood by each signatory party to this MEMO-
RANDUM OF UNDERSTANDING that an unwillingness to participate in
the continuing transportation planning process affecting this area may
result in the Secretary of Commerce refusing to approve Federal -aid
highway construction projects within the area."
SECTION 2. This resolution shall be in full force and effect
from and after its adoption.
