A RESOLUTION ACCEPTING THE PROPOSAL OF PUBLIC ADMINISTRATION
SERVICE OF CHICAGO, ILLINOIS, TO ASSIST THE'CITY IN AN EVALUATION
OF THE APPOINTIVE EMPLOYEES' CIVIL SERVICE AND*RETIREMENT ORDINANCES
,BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY: -
SECTION 1. That the'proposal-of Public Administration Service
Of Chicago, Illinois, dated April 25, 1966, to assist the City of
Paducah in an evaluation of the Appointive Employees'. Civil Service
and.Retirement Ordinances,, be accepted, such proposal being in words
and figures as follows:

Dear Mr. Mallory:
In accordance with our conversation, I am pleased to submit,
on behalf of Public Administration Service, this proposal to assist
the.City of Paducah in an evaluation of the civil service and
retirement ordinances, and recommending needed changes therein.
Specifically, Public Administration Service proposes to _undertake
the following: .
1. Study the state and local -laws, administrative procedures,
and regulations governing the civil service and retirement
Systems.
2. Through discussions with responsible management personnel,
Identify special problem areas in the civil service and
.retirement systems.
3. On the basis of the Boregoing, develop recommended local
legislation for the civil service and retirement systems
and present recommendations to appropriate local officials.
4. Submit 20 copies of a concise report containing a
summerization of findings and recommendations resulting
from the survey.
Public Administration Service was established to provide technical
services to public agencies on a not-for-profit basis. Our usual
practice is, upon receipt of a request for assistance, to estimate
the maximum costs of providing a defined program of services and to
agree to provide the services within the limits of a stipulated
maximum estimate. We bill, however, only for time devoted to the
work by members of our staff at established per diem rates, .for
transportation costs incurred, and for other direct project expenses.
If possible, we complete the work for less than our maximum estimate
and in no case for a larger amount. Invoices setting forth our
charges are submitted monthly and pavable within 30 days. In
keeping with the foregoing, we estimate the maximum cost of the
965
work proposed above would not exceed $2,500, and vie will agree to
complete it within this amount. If this proposal is accepted, we
could begin work within approximately 30 days.
This estimate assumes that the City will provide office space,
supplies, and required clerical assistance; afford reasonable
access to employees and records; -and assure prompt decisions on
matters affecting the progress of the work.
This proposal, tovether with a letter of acceptance, would
constitute the only contract required for our purposes. If the
City prefers a formal contract instrument, however, we would be
pleased to prepare and execute one.
If we have failed to define your requirements or if we can provide
any additional information, do not hesitate to call on us. We
would indeed welcome the opportunity to assist the City of Paducah
in this survey.

SECTION 3. This resolution shall be introduced and remain
on .file for at least one (1) week for public inspection in the
completed form in which it shall be put upon its final passage,
and if adopted -shall -7,e -in full force and effect ten (10) days
thereafter.
