HomeMy WebLinkAboutOrdinances Book 15, Page 867, No Ordinance Number0 1, 867 AN ORDINANCE AMENDING SECTIONS 7, 7-A, g_A, g -B, 8-C, 8-D AND 9 OF THE "APPOINTIVE EMPLOYEES CIVIL SERVICE ORDINANCE", WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON DECEMBER 2, 1947, AND AMENDED ON JANUARY 22, 1963, JUNE 11, 1963, DECEMBER 3, 1963, JULY 21, 1964, APRIL 27, 1965, MAY 11, 1965 AND NOVEMBER 9, 1965 BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Sections 7, 7-A, 8-A, 8-B, 8-C, 8-D and 9 of the "Appointive Employees' Civil Service Ordinance", which was adopted by the Board of Commissioners on December 2, 1947, and amended on January 22, 1963, June 11, 1963, December 3, 1963, July 21, 1964, April 27, 1965, May 11, 1965 and November 9, 1965, be, and they are hereby amended and reordained so that said sections as amended and reordained shall read as follows: "SECTION 7, There is hereby created and authorized the following positions in the Department of Finance, and the salary of each position, provided the amount of such salary is not changed under any apportion- ment ordinance hereafter adopted shall be as follows: Position Base Salary Per Month Finance Director, Head of Department (to he known also as City Treasurer) $660.00 Auditor 355.00 Bookkeeper 325.00 Senior Clerk (2 positions) 270.00 Clerk-Stenorrapher 270.00 Machine Operator 275,00 Clerk -typist (2 positions) 225.00 License Inspector 360.00 .The License Inspector shall be paid at the rate of $360.00 per month for the first six'months of employment; at the expiration of six months '370.00 per month; at the expiration of one year $380.00 per month; at the expiration of two years $390.00 per month, and at the expiration of three vears $400.00 per month, such increases to be made upon recommendation of the City Manager. The Senior Clerk shall be paid at the rate of $270.00 per month for the first six months of employment; at the expiration of six months $280.00 per month; at the expiration of one year $290.00 per month; and at the expiration of two years $300.00 per month, such increases to be made upon recommendation of the City I..anaaer. -68 The Clerk Steno-ra her shall be paid at the rate of $270.00 oer month for the first six months of employment.; at the expiration of six months *280.00 per month; at the expiration of one year a,29Q.00 per month; and at the expiration of two years $300.00 per month, such increases to he made upon recommendation of the City Manarer. The Clerk -typist shall to paid at the rate of $.225.00 per month for the first six months of employment; at the expiration of six months $:24-.0.00 per month; at the expiration of one year ''255.00 per month; and at the expiration of two years $265.00 per month, .such increases to he made upon recommendation of the City Mana-er. v� "SECTION 7-A. There is hereby created and authorized the following positions in the Office of the City Assessor, which office was formerly in the Department of Finance, and the salary of eacy position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Salary Per Month Chief Assessor, Head of Department $605.00 Appraiser 385.00 Clerk -typist No. 1 270,00 Clerk -typist No. 2 225.00 The Appraiser shall be paid at the rate of$385.00 per month .for the first six months of employment; at the expiration of six months $405:00 per month; at the expiration of one year $425.00 per month; and at the expiration of two years .';435.00 per month, such increases to be paid upon recommendation of the City biana;er. The Clerb--typist Ido. 1 shall be paid at the rate of 1'27OXO per month for the first six months of employment; at the expiration of six months $280.00 per month; at the expiration of one year $290.00 per month; and at the expiration of two gears $300.00 per month, such increases to he made upon recommendation of the City hianaper. The Clerk-tshall be paid at the rate of $225.00 per month for the first six months of employment; at the expiration of six months $'240,00 per month; at the expiration of one year $255.00 per month; and at the expiration of two years $265.00 per month, such increases•to he made upon recommendation of the City Manager. "SECTION R -A There is hereby authorized and created the followi.nr positions in the rnr,ineerina Department, and the salary of each position, provided the amount of such salary is not chanmed under any apportionment ordinance hereafter adopted shall lie as follows: 869 ^'Position Base Monthly Salary _ City Engineer, Head of Department $660.00 Assistant City Ene-ineer 510.00 Instrument Man 455.00 Draftsman 435.00 Rodman 3!;5.00 Clerk Stenographer 270.00 Chainman 300.00 The'Clerk Stenop-rapher shall be paid at'the rate of $270.00 per month for the first six months of employment; at the expiration of six. months $280.00 per month; at the expiration of one year $290.00 per month; and at the expiration of two years $300.00 per month, such increases tone made upon recommendation of the City Manager. The Chainman shall be paid at the rate of $300.00 per month for the first ,year of employment, anal at the expiration of one year the salary shall be increased to $310.00 per month, such increases to he made upon recommendation of'the City Manaper. "SECTION 8-B There is hereby authorized and created the followin7 positions in the Public Works Department, heretofore known as the Street Department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted shall be as follows: Position Base Salary Per This department shall be under the direction and supervision of the Director of Public Works and Assistant Director of Public 'dorks, non -civil service positions which have here- to fore been created by separate ordinance. (8 positions) • 1.78 Laborer W Positions) 1.63 Chief Mechanic 2.23 Auto Repairman (4 positions) 2.13 Mechanic Helper o" Concrete Finisher (2 positions) 2.23 870 The Sewer Maintenance Man shall he paid at the rate of x:1.98 per hour. .for the first six months of employment and at the expiration of six months the rate of pay shall be $2.03 per hour, such increses to he made upon recommendation of the City Manager. The isguipment 0 erator shall be paid at the rate of $2.13 per hour, for the first six months of employment and at the expiration of six months the rate of pay shall be $2.18 per hour-, such increase to bd made upon recommendation of the City Manarer. The Street Repairman shall be paid at the rate of $1.88 per hour for the first six.months of employment and at the expiration of six months the rate of pay shall be $1.93 per hour, such increases to be made upon recommendation of the City Manaper. The Truck Dri7,er stall be paid at the rate of $1.78 per hour for the first six months of employment and at the -expiration of six months the.rate of pay shall ?-.e increased to $1.83 per hour, such increase to be made upon recommendation of the City ManaFer. The Laborer shall re paid at the rate of $1.63 per- hour for the first six months of employment; at the expiration of six months $1.68 per hour and at the expiration of one year the rate of pay shall be increased to "1.73 per'hour, such increases to be made upon recommendation of the City Manaper. The ChiefMechanicshall be paid at the rate of $2.23 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to 42.28 per hour, such increase i to be made upon recommendation of the City Manager. The Auto Repairman shall be paid at the rate of $2.13 per hour for j. the .first six months of employment, and at the expiration of six months i the rate of pay shall he increased to $2.18 per hour, such increase to 1--a made upon recommendation of the City Manager. The Plechanic Helper shall be paid at the rate of $1.98 per hour for the first six months of employment and at the expiration of six months the rate of pay shall he increased to Y2.03 per hour, such increase to be made upon recommendation of the City Manager. The Concrete Finisher shall be paid at the rate of $2.23 per hour for the first six months of employment and at the expiration of six months the rate of pay shall he increased to 82.2E par hour, such increase to tie made upon recommendation of the Cite Manager. Refuse (san_,gnv Division Ease Hourly Rate This Division shall be under the direction of the above mentioned Director of Public 'rlorks and Assistant Director, of Public Works. Collectors (22 positions) $1.63 Truck Drivers (11 positions) 1.78 Tire Repairman ( 1 position) 1.88 871 _Base Hourly Rate Equipment Operator (1 position) $2.13 Mechanic Helper (1 position) 1.95 Collectors shall be paid at the rate of $1.63 per hour for the first six, months of employment; at the expiration of six months $1.6$ per hour and at the expiration of one year the rate of tay shall be $1.73 per hour, such increases to be made upon recommendation of the Citv Manager. Truck Drivers shall he paid at the rate'of $1.78 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to $1.83 per hour, such increases to be made upon recommendation of the City Manager. The 'Tire Repairman shall he paid at the rate of $1.8$ per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increa-sed to $1.93 per hour, such increases to be made upon recommendation of the City_Panager. The Equipment 0 erator shall be paid at the rate of $2.13 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to $2.18 per hour, such increases to be made upon recommendation of the City Manager. The Mechanic Helper shall be paid at the rate of $1.98 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to $2.03 per hour, such increases to be made upon recommendation of the City Manager. "SECTIORT 8-C. There is hereby authorized and created the following positions in the Cemetery Department and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted shall be as follo:•rs: `Position Ease Hourlv Rate This department shall be under the direction and supervision of the Cemetery Superintendent, a non -civil service position which has hereto- fore been created by separate ordinance and which is not included in this ordinance La-norers (4 positions) `v" 1.63 Laborers shall be paid at the rate of $1.63 per hour for the first six months of employment; at the expiration of six months $1.68 per hour and at the expiration of one year the rate of pay shall be increased to ,61.73 per hour, such increases to be made upon recorrmerdation Of the City Pianarer. There is hereby authorized and created the following positions in the Flood:aall Department, and 0 8.72 the salary of each position, provided the amount of such salary is not chanr'ed under any apportionment ordinance hereafter adopted, shall be as follows: Position _ _ _Base Monthly Salary Floodwall Superintendent, Head of Department $740.00 Floodwall Foreman 470.00 Floodwall Maintenance Man (Operators) (4 positions) 340..00 The Foreman shall be paid at the rate of $470.00,per month for the first six months .of employment; at the expiration of six months $4$0.00 per month and at the expiration of one year $490.00 per month, such increases to be made upon recommendation of the City Manager. Maintenance Men .shall be paid at the rate of $340.00 per month for the first six months of employment; at the expiration of 'six. months $350.00 per month; at the expiration of one year $370.00 per month and at the expiration of two years $3$0.00 per month, such increases to be made upon recommendation of the City Manager. "Sub -Section 2. There is hereby authorized and created the following positions in the Sewage Disposal Department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salar Chief Operator $470.00 Maintenance Man 410.00 Operators (3 positions) 340.00 The Chief Operator shall be paid at the rate of $470.00 per month a!' for the first six months of employment; at the expiration of six months $4$0.00 per month and at the expiration of one year $490.00 per month, such increases to he made upon recommendation of the City Manager. The Maintenance Man shall be paid at the rate of $410.00 per month for the first six months of employment; at the expiration of six months $4.20.00 per month and at the expiration of one year $430.00 per month, such increases to be made upon recommendation of the City Manager. Operators shall be paid at the rate of $340.00 per month for the first six months of employment; at the expiration of six months $350.00 per month; at the expiration of one year $370.00 per month and at the expiration of two -sears $3£0.00 per month, such increases to be made upon recommendation of the City Manarer. The SewaFe Disposal Department shall he under the manar•ement and control of the Floodwall Superintendent, and the employees of the Floodwall Department, at his direction, may he assigned to ;uork in the Sewage Disposal Department, and the employees of the Seware Disposal Department, at his direction, may be assigned to work in the Floodwall Department, but anv of such employees so assigned shall keep and main- tain their civil service rights under the department to which they were originally assigned. "SECTION 9. There is hereby authorized and created the following �72y positions not assigned to any department of the City of Paducah, but directly under the supervision of the City i•_anaaer, and the salary ` of each position, provided the amount of such salary is not changed under an,% apportionment ordinance hereafter adopted shall be as follows: Position Base PIonthly Salary City Clerk $435.00 Secretary to City Manager and Mayor 360.00 Social Worker Maintenance Chief of Naintenapce Division No. 1 Praintenance Rian Maintenance Helper (2 positions) Inspections Building, & Electrical Inspector Clerk -typist No. 1 225.00 490.00 Base Hourly Rate $2.13 1.78 Ease Monthly Salary $560.00 270.00 The Building: & Electrical Inspector shall perform the duties formerly performed by the Building, Inspector and the Electrical Inspector, and said Building & Electrical Inspector shall be under the direct supervision of the City Manager. The Social Worker shall be paid at the rate of $225.00 per month for the first six months of employment; at the expiration of six months $240.00 per month; at the expiration of one year w255.00 per month and at the expiration of two years $265.00 per month, such increases to be made upon recommendation of the City Manaaer. The Pio. 1 Maintenance Man shall be paid at the rate of 612.13 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to '$2.18 per hour, such increase to be made upon recommendation of the City Planager. Maintenance Helpers shall be paid at the rate of $1.78 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to $1.83 per hour, such increases to be made upon recommendation of the City Manager. 8!73 C�� The Clerk- tvpist No 1 shall be paid at the rate of $2'70.00 per month for the first six months of employment; at the expiration of six months :;280.00 per month; at the expiration of one year $290.00 per month and at the expiration of two years $300.00 per month, such increases to be made upon recommendation of the City Manager." SECTIOIQ 2. This ordinance shall be in full force and effect from and after April 1, 1966.
