HomeMy WebLinkAboutOrdinances Book 15, Page 748, No Resolution Number748 / A RESOLUTION ENDORSING THE PROPOSED $176 MILLION BOND ISSUE OF THE COMMONWEALTH OF KENTUCKY WHEREAS, the Board of Commissioners of the City of Paducah, Kentucky has reviewed the highway improvement program of the Commonwealth of Kentucky as it relates to the past as well as to the future, and has also reviewed other needs; and, WHEREAS, it has also reviewed improvement programs of some of the other states, and has found, for example, Ohio has voted a $500 million bond issue, West Virginia a $200 million bond issue, North Caroline a $300 million bond issue, Governor Scranton is proposing a $10 billion highway im- provement program for the next ten years in Pennsylvania, and other states near Kentucky are similarly expediting financing of modern highways; and, WHEREAS, it has determined, as a result of these studies, that there is positive evidence that a very highly competitive situation exists among the states which demands that Kentucky continue the development of a modern road program if we are to meet the needs of our own people and remain competitive with other states; and, WHEREAS, it has been determined that such a program has greatly expanded the over-all economy of the Commonwealth, has increased the rural road fund receipts from the highway user revenues, and its continuance is essential to the progress of every section of our state and the economic welfare of every citizen; and, WHEREAS, a proposed $176 million bond issue to be voted on at the November, 1965, election would provide $139 million for matching federal fund available for highway purposes, an amount sufficient to gain a total of $597 million in federal aid over a five-year program, which constitutes a bargain our state cannot afford to lose; and, WHEREAS, more than $17 million has been set aside for college and university capital construction, a sum which will bring our institutions of higher learning a total of more than $$5 million for much-nneded dormitories, classrooms and laboratories; and, WHEREAS, $5,5 million is allocated for vocational education and school construction for the deaf and blind; and additional sums are being Provided for libraries, parks, county health centers, airports, agricultural centers, police barracks, small lakes and other much needed capital con- struction; and WHEREAS, state funds to match federal funds will not be available from receipts from present taxes if the bond issue is not approved; t NOW THEREFORE, BE IT RESOLVED that the Board of Commissioners of the City of Paducah Fo on record as endorsing the $176 million bond issue and that it actively support and work for its passage.
