AN ORDINANCE ACCEPTING THE BID OF SETH E. GIEM AND ASSOCIATES
IN THE AMOUNT OF ONE MILLION TWO HUNDRED SEVENTY THOUSAND FOUR HUNDRED
THIRTY-THREE DOLLARS ($1,270,433.00) FOR THE CONSTRUCTION OF A CITY
HALL BUILDING, KNOWN AS PROJECT NO. APW-KY-44G; AUTHORIZING THE MAYOR
TO EXECUTE A CONTRACT FOR SAID CONSTRUCTION ON BEHALF OF THE CITY OF
PADUCAH, KENTUCKY, AND PROVIDING THAT SAID ACCEPTANCE OF SAID BID AND
THE EXECUTION OF SAID CONTRACT FOR SAID CONSTRUCTION BE CONDITIONED
UPON THE APPROVAL OF THE HOUSING AND HOME FINANCE AGENCY OF THE
UNITED STATES
WHEREAS, pursuant to a Resolution adopted by the Board of
Commissioners of the City of Paducah, Kentucky, on April 2, 1963, the
City Manager of said city on May 6, 1963 advertised for bids for the
construction of a City Hall building in Paducah, Kentucky, known as
Project No. APW-KY-44G, and
WHEREAS, on May 23, 1963 bids were submitted by contractors for
such construction in accordance with the plans and specifications
prepared by Edward Durell Stone, Architect of New York, N.Y. and Lee
Potter Smith and Associates of Paducah, Inc., Associate Architects,
said plans and specifications provided for a base proposal for the
entire construction, and provided for ten alternate proposals for
changes and omissions, said alternate proposals being numbered one to
ten, and
WHEREAS, in the opinion of the Board of Commissioners of said
city the lowest and best bid for such construction was submitted by
Seth E. Giem and Associates with a base proposal in the amount of
$1,333,333.00 with the addition of Alternate Proposal No. One (a
deduction of $7,900.00 from said base) and Alternate Proposal No.
Seven (a deduction of $55,000.00 from said base) making a net bid
of $1,270,433.00, and
WHEREAS, it is deemed advisable by the Board of Commissioners
of said City that said bid should be accepted, subject to the approval
of the Housing and Home Finance Agency of the United States of America.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF
THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the City of Paducah, Kentucky, subject to the
conditions herein set out, approve and accept the bid of Seth E. Giem

and Associates in the amount of One Million Two Hundred Seventy
Thousand Four Hundred Thirty-three Dollars ($1,270,433.00), said
amount representing a base proposal bid of $1,333,333.00 with the
addition of Alternate Proposal No. One (a deduction of $7,900.00 from
said base) and Alternate Proposal No. Seven (a deduction of $55,000.00
from said base) for the construction of a City Hall building in said

City, known as Project No. APW-KY-44G. The approval and acceptance
of said bid is subject to all the terms and conditions contained and
set out in the plans and specifications, including alternate proposals,
for the construction prepared by Edward Durell Stone, Architect of New
York, N.Y. and Lee Potter Smith & Associates of Paducah, Inc., Associate
Architects.
SECTION 2. 'Acceptance of the bid of Seth E. Giem and Associates,
and the execution of the contract as set out herein, shall be conditioned
upon the final approval and concurrence of the Housing and Home Finance
Agency of the United States and until such approval is given neither the
City nor the Contractor will be obligated. If approval of said bid and
contract is given by said Housing and Home Finance Agency, the Contractor
and the City will properly execute such contract containing all the
terms of said Contractor's bid, including Alternate Proposals Nos. One
and Seven therein, and said contract shall be in the form of the contract
contained in the aforesaid specifications, subject to any proper and
legal changes as may be required by said Housing and Home Finance Agency.
SECTS Upon approval of said bid and contract by the Housing
and Home Finance Agency of the United States, the Mayor of the City of
Paducah, Kentucky, is hereby authorized to execute such contract with
Seth E. Giem and Associates for and on behalf of the City.
SECTION 4. This ordinance shall be introduced and remain on file
for public inspection for one (1) week in the completed form in which
it shall be put upon its final passage, and if adopted shall be in
full force and effect ten (10) days thereafter.
