HomeMy WebLinkAboutOrdinances Book 15, Page 1148, No Ordinance Numberale AAT ORDINANCE AMENDING SECTIONS 7, 7-A, 9-A, 8-B, 8-C, 8-D, 9, 10 and 11 OF THE "APPOINTIVE EMPLOYEES' CIVIL SERVICE ORDINANCE", which WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON DECEMBER 2, 1947, AND AMENDED ON JANUARY 22, 1963, JUNE 11, 1963, DECEMBER 3, 1963, JULY 21, 1964, APRIL 27, 1965, MAY 11, 1965, NOVEMBER 9, 1965, MARCH 22, 1966 AND NOVEMBER 29, 1966 BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1_ That Sections 7, 7-A, 8-A, 8-B, S -C, 8-D, 9, 10 and 11 of the "Appointive Employees' Civil Service Ordinance", which was adopted by the Board of Commissioners on December 2, 1947, and amended as stated in the title hereof, be, and they are hereby amended and reordained so that said sections as amended and reordained shall read as follows: "SECTION 7. There is hereby created and authorized the following positions in the Department of Finance, and the salary of each position, Provided the amount of such salary is not changed under any apportion- ment ordinance hereafter adopted shall be as follows: Position Base Monthly Salary Finance Director, Head of Department (To be known also as City Treasurer) $715.00 Auditor 405.00 Bookkeeper 355.00 Senior Clerk (2 positions) 290.00 Clerk -Stenographer 290.00 Machine Operator 295.00 Clerk -typist (3 positions) 245.00 License Inspector 420.00 The License Inspector shall be paid at the rate of $420.00 per month for the first six months of employment; at the expiration of six months $430.00 per month; at the expiration of one year $440.00 per month; at the expiration of two years $450.00 per month, and at the expiration of three years $460.00 per month, such increases to be made upon recommendation of the City Manager. The Senior Clerks shall be paid at the rate of $290.00 per month for the first six months of employment; at the expiration of six months $300.00 per month; at the expiration of one year $310.00 per month; and at the expiration of two years $320.00 per month, such increases to be made upon recommendation of the City Manager. 1149 The Clerk -Stenographer shall be paid at the rate of $290.00 per month .for the first six months of employment; at the expiration of six months $300.00 per month; at the expiration of one year $310.00 per month; and at the expiration of two vears $320.00 per month, such increases to be made upon recommendation of the City Manager. The Clerk -typists shall be paid at the rate of $245.00 per month for the first six months of employment; at the expiration of six months $255.00 per month; at the expiration of one year $265.00 per month; at the expiration of two years $275.00 per month; and at the expiration of three years $285.00 per month; such increases to be made upon recommendation of the City Manager. "SECTION 7-A. There is hereby created and authorized the following positions in the office of the City Assessor, which office was formerly in the Department of Finance, and the salary of each f position, provided the amount of such salary is not changed under any P apportionment ordinance hereafter adopted, shall be as follows: Position _ Base Monthly Salary Chief Assessor, Head of Department $670.00 Appraiser 445.00 Clerk -typist No. 1 290.00 Clerk -typist No. 2 245.00 The Appraiser shall be paid at the rate of $445.00 per month for the first six months of employment; at the expiration of six months $455.00 per month; at the expiration of one year $465.00 per month; at the expiration of two years $475.00 per month and at the expiration of three years $485.00 per month; such increases to be made upon recommendation of the City Manager. The Clerk -typist No. 1 shall be paid at the rate of $290.00 per month for the first six months of empliyment; at the expiration of six months $300.00 per month; at the expiration of one year $310.00 per month; and at the expiration of two years $320.00 per mgnth, such increases to be made upon recommendation of the City Manager. The Clerk -typist No. 2 shall be paid at the rate of $245.00 per month for the first six months of employment, at the expiration of six months $255.00 per month; at the expiration of one year $265.00 per month; at the expiration of two years $275.00 per month and at the expiration of three years $285.00 per month, such increases to be made upon recommendation of the City Manager. "SECTION 88=A. There is hereby authorized and created the following positions in the Enpineerinp, Department, and the salary of G each position, provided the amount of such salary is not changed under �r anv apportionment ordinance hereafter adopted shall be as follows: n 1150 _ Position Rase Monthly Salary City Engineer, Head of Department $715.00 Assistant City Enpineer 580.00 Instrument Man 505.00 Draftsman 485.00 Rodman 390.00 Clerk Stenographer 290.00 Chainman 345.00 The Clerk_Stenographer shall he paid at the rate of $290.00 per month for the first six months of employment; at the expiration of six months $300.00 per montr; at the expiration of one year $310.00 per month; and at the expiration of two years $320.00 per month, such increases to be made upon recommendation of the City Manager. The Chainman shall he paid at the rate of ?°.345.00 per month for the first year of employment, and at the expiration of one year the salary shall be increased to $355.00 per month, such increase to be made upon recommendation of the City Manager. "SECTION 8-B There is hereby authorized and created the following* positions in the Public Works Department, heretofore known as the Street Department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted shall be as follows: Position Base Salary Per Month This department shall he under the direction and supervision of the Director of Public Works and Assistant Director of Public Works, non -civil service positions which have here- tofore been created by separate ordinance. Chief Foreman of Streets &. Sewers (formerly Assistant Superintendent of streets and sewers) $590.00 Foreman (3 positions) 465.00 Clerk -typist 305.00 Base Hourly Rate Sewer Maintenance Man (6 positions) $2.18 Equipment Operator (6 positions) 2.38 Street Repairman (6 positions) 2.08 Truck Driver (8 positions) 1.98 Laborer (3 positions) 1.75 Chief Mechanic 2.48 Auto Repairman 2.38 Mechanic Helper 2.18 Concrete Finisher (2 positions) 2.48 Sewer Maintenance Men shall be paid at the rate of $2.18 per hour for the first six months of employment and at the expiration of six months the pay shall he $2.23 per hour, such increase to made upon recommendation of the City Manager. 1151 The Equi meht_Operator shall be paid at the rate of $2.38 per hour for the :first six months of employment and at the expiration of six months the rate of pay shall be $2.43 per hour, such increase to he made upon recommendation of the City Manager. The Street Repairman shall be paid at the rate of $2.08 per hour .for the first six months of employment and at the expiration of six months the rate of pay shall be $2.13 per hour, such increase to be made upon recommendation of the City Manager. The Truck Driver shall be paid at the rate of $1.98 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to $2.03 per month, such increase to be made upon recommendation of theCity Manager. The Laborer shall be paid at the rate of $1.75 per hour for the first six months of employment; at the expiration of six months $1.80 per hour; at the expiration of one year $1.85 per hour, and at the expiration of two years $1.90 per hour, such increases to be made upon recommendation of the City Manager. The Chief Mechanic shall be paid at the rate of $2.48 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to $2.53 per hour, such increase to be made upon recommendation of the City Manager. The Auto Repairman shall be paid at the rate of $2.38 per hour for the first six months of employment, and at the expiration of six months the rate of pay shall be increased to $2.43 per hour, such increase to be made upon recommendation of the City Manager. The Mechanic Helper shall be paid at the rate of $2.18 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to $2.2_R per hour, such increase to he made upon recommendation of the City Manager. The Concrete Finisher shall be paid at the rate of $2.48 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to $2.53 per hour, such increase to be made upon recommendation of the City Manager. Refuse_(Sanitary)_Division Base Hourly Rate This Division shall be under the direction of the above mentioned Director of Public Oorks and Assistant Director of Public Works. Collectors (22 positions) $1.75 Truck Drivers (11 positions) 1.98 Tire Repairman (1 position) 2.18 Equipment Operator (1 position) 2.38 Mechanic Helper (1 position) 2.18 1152 Collectors shall be paid at the rate of $1.75 per hour for the first six months of employment; at the expiration of six months $1.80 per hour; at the expiration of one year $1.85 per hour, and at the expiration of two years $1.90 per hour; such increases to be made upon recommendation of the'City manager. The,Mechanic Helper shall be paid at the rate of $2.18 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to $2.23 per hour, such increase to be made upon recommendation of the City Manager. a!� "SECTION 8-C There is hereby authorized and created the following positions in the Cemetery Department and the salary of `/6 , each position, provided the amount of such salary is not changed under �ayZ any apportionment ordinance hereafter adopted shall be as follows: tAEN0LED v S 0 Position Base Hourly Rate This department shall be under the direction and supervision of the Cemetery Superintendent, a non -civil service position which has hereto- fore been created by separate ordinance and which is not included in this ordinance Laborers (4 positions) $1.75 Laborers shall be paid at the rate of $1.75 per hour for the first six months of employment; at the expiration of six months $1.80 per hour; at the expiration of one year $1.85 per hour, and at the expiration of two years $1.90 per hour; such increases to be made upon recommendation of the City Manager. "SECTION 8-D, Sub -section 1_ There is hereby authorized and created the following positions in the Ploodwall Department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: 1153 Position __ _ _Base_M_onthly Salary _ Floodwall Superintendent, Head of Department $815.00 Floodwall Foreman 525.00 Floodwall Maintenance Man (Operators) (4 positions) 385.00 The Foreman shall be paid at the rate of $525.00 per month for the first six months of employment; at the expiration of six months $535.00 per month and at the expiration of one year $545.00 per month, such increases to be made upon recommendation of the City Manager. Maintenance Men shall be paid at the rate of $385.00 per month for the first six months of employment; at the expiration of six months $395.00 per month; at the expiration of one year $405.00 per month; at the expiration of two years $415.00 per month; and at the expiration of three ,years $425.00 per month; such increases to be made upon recommendation of the City Manager. "Sub -Section 2._ There is hereby authorized and created the following positions in the Sewage Disposal Department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: _ Position _ Base Monthly Salary Chief Operator $525.00 Maintenance .Iran 455.00 Operators (3 positions) 385.00 The Chief Operator shall be paid at the rate of $525.00 per month for the .first six months of employment; at the expiration of six months $535.00 per month and at the expiration of one ,year $545.00 per month, such increases to be made upon recommendation of the City Manage The Maintenance Dian shall be paid at the rate of $455.00 per month for the first six months of employment; at the expiration of six months $465.00 per month and at the expiration of one year $475.00 per month, such increases to be made upon recommendation of the City Manage Operators shall be paid at the rate of $385.00 per month for the first six months of employment; at the expiration of six months $395.00 per month; at the expiration of one year $405.00 per month; at the expiration of two years $415.00 per month and at the expiration of three years $425.00 per month; such increases to be made upon recommendatio of the City Manager. The Sewage Disposal Department shall be under the management and control of the Floodwall Superintendent, and the employees of the Floodwall Department, at his direction, may be assigned to work in the Sewage Disposal Department, and the employees of the Sewage Disposal Department, at his direction, may be assigned to work in the Floodwall Department, but any such employees so assigned shall keep and maintain their civil service rights under the department to which they were originally assigned. - "SECTION 9. There is hereby authorized and created the following yb 7 positions not assigned to any department of the City of Paducah, but irectly under the supervision of the City Manager, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted shall be as follows: Position_ Base Monthly Salary Citv Clerk $465.00 Secretary to City Manaper.and Mayor 390.00 Social Worker 290.00 MAINTENANCE Chief of Maintenance Division 545.00 Base Hourly Rate No. 1 Maintenance Man 42.38 Maintenance Helper (2 positions) 1.98 Janitor 1.75 Assistant Janitor (2 positions) 1.45 INSPECTIONS Base Monthly Salary Building & Electrical Inspector 4615.00 Clerk -typist No. 1 290.00 Clerk -typist No. 2 245.00 The Building & Electrical Inspector shall perform the duties formerly performed by the Building Inspector and the Electrical Inspector, and said Building & Electrical Inspector shall be under the direct supervision of the City Manager. The No. 1 Maintenance Man shall be paid at the rate of 42.38 per hour for the first sir, months of employment and at the expiration of six months the rate of pay shall be increased to 42.43 per hour, such increase to be made upon recommendation of the City Manager. Maintenance Helpers shall be paid at the rate of 41.98 per hour for the first six months of employment and at the expiration of six months the rate of pay shall be increased to 42.03 per hour, such increases to be made upon recommendation of the City Manager. The Janitor shall be paid at the rate of41.75 per hour for the first sic months of employment; at the expiration of six months 41.80 per horu; at the expiration of one year 91.85 per hour and at the expiration of two years 41.90 per hour, such increases to be made upon recommendation of the City Manager. 1155 Assistant Janitors shall be paid at the rate of $1.45 per hour for the first six months of employment; at the expiratioh of six months $1.50 per hour; at the expiration of one year $1.55 per hour and at the expiration of two years $1.60 per hour, such increases to be made upon recommendation of the City Manager. The Clerk -typist No. 1 shall be paid at the rate ofn290.00 per month for the first six months of employment; at the expiration of six months $300.00 per month; at the expiration of one year $310.00 per month and at the expiration of two years $320.00 per month, such increases to be made upon recommendation of the City Manager. I The Clerk -typist No. 2 shall be paid at the rate of $245.00 per month for the first six months of employment; at the expiration of six months $255.00 per month; at the expiration of one year $265.00 per month and at the expiration of two years $275.00 per month. and at the expiration of three years $285.00 per month, such increases to be made upon recommendation of the city Manager. "SECTION 10, There is hereby authorized and created the followin positions in the Police Department, and the salary of each position provided the amount of such salary is not an changed under a g y apportionment ordinance hereafter adopted, shall be as follows: Position _ , Base Monthly Salary Stenographer - Record Room $290.00 Meter Maid (2 positions) 290.00 The Stenographer - Record Room shall be paid at the rate of $290.00 per month for the first six months of employment; at the expiration of six months $300.00 per month; at the expiration of one year $310.00 per month and at the expiration of two years $320.00 per month, such increases to be made upon recommendation of the City Manager. Meter Maids shall be paid at the rate of $290.00 per month for the first six months of employment; at the expiration of six months $300.00 per month; at the expiration of one year $310.00 per month and at the expiration of two years $320.00 per month, such increases to be made upon recommendation of the City Manager. "SECTION 11. There is hereby authorized and created the followingW-ND-Eo positions in the Parks and Recreation Department, and the salary of each position provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted shall be as follows: �`- i'osition Base Monthly Salary_ Director $735,00 Recreation Supervisor 190.00 Chief Clerk 385,00 Secretary 290.00 Girls Fr, Women's Supervisor 00. 380 Recreation (:arta,- __ 1156 The Secretary shall be paid at the rate of $290.00 per month for the first six months of employment; at the expiration of six months $300.00 per month; at the expiration of one year $310.00 per month; and at the expiration of two ,years :;320.00 per month, such increases to be made upon recommendation of the City Mlanaper." SECTION 2. All ordinances and parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed. SECTION 3_ This Ordinance shall be in full force and effect from and after January 1, 1967.
