HomeMy WebLinkAboutOrdinances Book 15, Page 1094, No Ordinance Number1001 j j- v AN ORDINANCE ESTABLISHING PROCEDURES TO BE USED FOR GRIEVANCES BY NON -CIVIL SERVICE EMPLOYEES OF THE CITY•OF PADUCAH, KENTUCKY WHEREAS certain city employees are not under the civil service system, and WHEREAS the City Commission believes that it is desirable that a special grievance procedure be established .for such city employees who are not under the civil service system, NOM THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. The provisions set out in Section 2 of this ordinance shall apply only to such city employees as are not under the civil service system, and it shall be in addition to any other established procedures for Frievances by the employees of the City of Paducah, Kentucky. SECTION! 2. The following- frievance procedure is hereby es- tal,lished for city employees who are not under the civil service s�stem: (a) The employees shall he entitled to a private hearing be- fore the Cit- Commission on his grievance in accordance with established procedure. If the matter is not satisfactorily settled within one week, the arie-ance shall move to the next step as set out in (h) below. (b) An ad-isor,, panel will hear the grievance and make a written report to the City Commission. The advisory panel shall be constituted and shall follow the procedure as set forth below. (1) One member shall be selected by the employee and one member shall be selected by the City. Said two members shall, within one week, hear the grievance and make their written recommendation to the City Commission; or if they cannot agree they shall report such fact, and they shall also either report the name of a third member of the panel or else report that thev cannot agree on a third member of the panel. (2) If, at tl-e end of said one week period, the original two members have reported that they cannot agree on a recommendation and that they cannot agree on a third member of the panel, then the Iresident of the Paducah Junior College shall, within one :reek thereafter, appoint a third meml:er of the panel. 1095 (3) The three member panel shall then again hear the grievance and submit a written report- of the City Commis- sion within fifteen working days after the appointment of the third member. (c) After receiving the written report of the advisory panel, or after the expiration of the fifteen working days set forth in'pararraph (b) (3) above, the City Commission shall again consider the matter and take action on the grievance, which action taken by the City Commission shall be final. SECTION 3. This ordinance shall be in full force and effect from and after its adoption.
