HomeMy WebLinkAboutOrdinances Book 15, Page 1061, No Resolution Number1061 A--- A / A RESOLUTION PERTAINING TO A NEW LIBRARY BUILDING WHEREAS, the Paducah City Commission and the Paducah Area Library Board have jointly decided to construct a new library build- ing; and WHEREAS, under Kentucky State Statutes the Library Board has the primary responsibility for construction of the proposed Library; but WHEREAS, the Library Board does not have the power to raise the necessary funds; and WHEREAS, the City Commission has the responsibility to provide the funds it deems necessary for construction of the new library and to be sure that these funds are spent in a wise and prudent manner; and WHEREAS, there is a need for a clear understanding of the duties and responsibilities of the two governmental units concerning the construction of the proposed library. NOW THEREFORE BE IT RESOLVED THAT: 1. The City Commission hereby advises the Library Board that, starting in 1967, it will appropriate $40,000, per year to amortize a 25 year bond issue for library construction. 2. The new library will be financed from a.) the proceeds of said bond issue, b.) available Federal and State Aid in the estimated amount of $275,000, and c.) the $68,759.4$, available from the fire insurance settlement. These funds will pay for all costs including purchase of land, architectual and consulting fees, site improvements, construction of the library building and adjacent parking lot, and library equipment. 3. The City Commission will appropriate to the Library Board at least $5,000, in extra operating revenue in 1967, in addition to the regular tax revenue. 4. The City Commission will insist on a sound, functional library building with no unnecessary frills to provide the best possible library service within the limits of the available funds. The City Commission will review and approve the plans for the library prior to authorizing the sale of the bonds. 5. The City Commission requests the Library Board to allow Commissioner William Kressenberg to provide liasion between the City Commission and the Library Board in matters pertaining to construction of the new building, by attending all meetings of the library building Committee. 1062 6. The City Commission will continue to take any necessary steps, commensurate with its responsibilities to all other city departments and employees, to cooperate with the Library Board in insuring an adequate and well operated library for all citizens of Paducah.
