HomeMy WebLinkAboutOrdinances Book 14, Page 707, No Ordinance Numberf^.MENDED 707✓ X AN ORDINANCE PROVIDING FOR THE EMPLOYMENT, TRAINING AND SCREENING OF PROSPECTIVE MEI-MERS OF THE FIRE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY; ESTABLISHING QUALIFICATIONS OF SUCH PERSONS; PROVIDING FOR THE PROMULGATION OF RULES AND REGULATIONS WITH RESPECT THERETO; FIXING THE COMPENSATION TO BE PAID TO SUCH PERSONS DURING THE PERIOD THEY ARE SUBJECT TO THE TERMS HEREOF AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH WHEREAS, in the interest of public safety and for the purpose of establishing and maintaining in the City of Paducah a more efficient fire department it is necessary that trained personnel be employed, and WHEREAS, it is also desirable that prospective employees in such fire department be subjected to observation with respect to their capacity to perform the duties required of employees in such department, and with respect to their general qualifications for such employment, including temperament, emotional stability and suitability otherwise, and WHEREAS, it is also deemed advisable to afford to any prospective employee in said department an opportunity to participate preliminarily in activities of the type engaged in by employees of said department so that he may determine for himself his own suitability for the work and his own desire for permanent employment, and WHEREAS, these objectives may be better accomplished by the temporary and tentative employment of prospective employees for said department under the terms and conditions hereinafter set forth. NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COb'MISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. Ido person shall be employed as a fireman in the Fire Department of the City of Paducah until he has completed a training program as an Applicant -Candidate for such employment for a period of sixty (60) days under the terms, provisions and conditions hereinafter set out. SECTION 2. No person shall be employed as an Applicant -Candidate for employment as a fireman in the Fire Department of the City of Paducah who does not possess the following qualifications and comply with the following requirements: 1. Must be a high school graduate or hold a certificate of high school equivalence issued on the basis of a successful completion of the i General Educational Development Test administered and approved under the I supervision of the United States Armed Forces Institute. i 2. Must be under the age of 35 years. 708 3. Must be a qualified voter of the City of Paducah, a man of sobriety and integrity who at all times has been an orderly law-abiding citizen. 4. Must furnish at his expense a satisfactory medical report as to his physical condition, including an electrocargiogram. SECTION 3. The training program provided for in Section 1 hereof shall be under the direction and supervision of the Chief of the Fire Department, subject to any rules and regulations adopted by the Board of Commissioners, and each person employed as an Applicant -Candidate for employment as a fireman shall participate therein and shall perform such duties as may be assigned to him by said Chief. SECTION 4. No person employed as an Applicant -Candidate for employment as a fireman shall be deemed a member of the sire Department of the City until employed as such member by the Board of Commissioners, and may be discharged by said Board without cause at any time prior thereto. SECTION 5. Each person employed as an Applicant -Candidate for employment as a fireman shall be paid at the rate of $270.00 per month at the same time other city salaries are paid. SECTION 6. All ordinances and parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed. SECTION 7. That if any section, paragraph or provision of this ordinance shall be found to be inoperative, ineffective or invalid for any cause, the deficiency or invalidity of such section, paragraph or provision shall not affect any other section, paragraph or provision hereof, it being the purpose and intent of this ordinance to make each and every section, paragraph and provision hereof separable from all other sections, paragraphs and provisions. SECTION 8.
