A RESOLUTION OF THE BOARD OF COT,24ISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY, PROTESTING AGAINST THE PASSAGE OF HOUSE BILL
NO. 262 NOW PENDING AT THE 1962 SESSION OF THE GENERAL ASSEMBLY
OF THE COTVONIlEALTH OF KENTUCKY, AND RECITING THE REASONS THEREFOR
WHEREAS, by House Bill No. 262 now pending before the State
Legislature at Frankfort, it is proposed to require that firemen
in cities of the second class, of which Paducah is ontX, shall be
on duty twenty-four (24) consecutive hours except in cases of extra-
ordinary emergency, and shall thereafter remain off duty for at least
forty-eight (48) consecutive hours, and
WHEREAS, said Bill if passed into law will compel the City of
Paducah to employ more firemen in order to prevent the insurance
rate from sky -rocketing, and
WHEREAS, the Cuty has no means of obtaining extra money for such
employment except through additional taxes, and
WHEREAS, said Bill provides that the pay, rank and benefits of
members of the fire department shall not be reduced as a result of
said lair, and the effect of said Bill if passed into law will be as
follows:
1. An increase in taxes for the people of Paducah, or
2. A decrease in pay .for the other employees, or
3. Both an increase in taxes and a decrease in pay of other
employees.
4. The firemen would remain on duty sometimes two and never more
than three days in any one claendar creek.
5. The firemen would in effect be part-time firemen that could
be expected to only give part of their time, efforts and attention
to their part-time job, thus the efficiency of the fire department
would be impaired.
6. The proposed Bill cuts the hours of the members of the fire
department and prohibits a decrease in pay, which, in effect, is an
increase in the pay scale of members of the fire department. This is
proposed to be done by the Legislature at Frankfort, the members of
which can not know the pay scale of our .fire department or the relative
pay between members of the fire department and other employees.
7. The proposed Bill is purely local legislation. An effort
of the State Legislature at Frankfort to pass local ordinances and
thus take from the people of this city and their representatives the
rif,ht of self government.

8. The hours worked, the hours required to be on duty in each
shift, the manner of operation of the fire department of the City of
Paducah are local matters, should be controlled by the local Government,
and any differences between the members of the fire department and the
city government concerning wages and hours to be worked is a matter
that should be left to be worked out between the members of the
fire department and the Board of Commissioners.
9. The Bill if passed into law will not be good for the City of
Paducah and its citizens and taxpayers, and will not be good for the
fire department, but if anything will cause the fire department to be
less efficient.
NOiI THEREFORE, BE IT RESOLVED BY THE BOARD OF COMISSIONERS OF THE
CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the Board of Commissioners of the City of Paducah
go on record opposing the passage of House Bill No. 262 at the 1962
Session of the General Assembly of the Commonwealth of Kentucky.
SECTION 2. This Resolution shall be in full force and effect from
and after its adoption.
