HomeMy WebLinkAboutOrdinances Book 14, Page 609, No Ordinance NumberAN ORDINANCE SUBMITTING TO THE VOTERS OF THE WHOLE CITY OF PADUCAH, KENTUCKY, ON THE REGULAR ELECTION DAY ON NOVEMBER 7, 1961, THE QUESTION AS TO WHETHER OR NOT THE ORDINANCE AUTHORIZING THE PURCHASE OF THE KATTERJOHN BUILDING PROPERTY (THE FORMER ILLINOIS CENTRAL HOSPITAL PROPERTY), SITUATED BETWEEN BROADWAY AND JEFFERSON STREET AT HARAHAN BOULEVARD (EXTENDED), BY SAID CITY FOR $550,000.00, FOR USE AS A CITY HALL AND OTHER MUNICIPAL PURPOSES SHALL GO INTO EFFECT WHEREAS on January 23, 1961, the Board of Commissioners of the City of Paducah, Kentucky, adopted an ordinance entitled as follows: "Aid ORDINANCE AUTHORIZING TIM PURCHASE OF CERTAIN PROPERTY IN THE CITY OF PADUCAH, KENTUCKY, CONSISTING OF A TRACT OF LAND CONTAINING APPROXIMATELY 3.21 ACRES AND BUILDINGS THEREON, WHEREIN GOVERNMENTAL FUNCTIONS OF SAID CITY AND DEPARTMENTS AND AGENCIES THEREOF MAY BE CARRIED ON; DESCRIBING SAID LAND BY METES AND BOUNDS; SETTING FORTH THE PURCHASE PRICE OF SAID PROPERTY; PROVIDING FOR THE PAYMENT OF SAID PURCHASE PRICE FROM THE PUBLIC WORKS CUMULATIVE RESERVE FUND OF SAID CITY; AND SETTING FORTH THE CONDITIONS AND TERMS OF SUCH PURCHASE AND PAYMENT OF THE PURCHASE PRICE" AND WIiEREAS said ordinance provided if it was adopted it should be in full force and effect at the expiration of ten (10) days after its adoption, and WHEREAS before the expiration of ten (10) days after the adoption of said ordinance a petition signed by a number of voters equal to at least twenty-five (25%) percent of the total number of votes cast for both candidates for mayor at the last preceding regular election for mayor, stating the residence of each signer and verified as to signature and residence by an affidavit of one or more persons was presented to this Board of Commissioners of said city, protesting against the passage of said ordinance, and WHEREAS it is provided in such matters by KRS $9.600 that said ordinance shall be suspended from going into effect and shall be reconsidered by i;he Board of Commissioners, after which it shall be repealed or submitted to the voters of the whole city, and i WHEREAS by motion adopted on September 12, 1961, by the Board of I Commissioners of said city it was ordered that said ordinance be re- considered and that if not repealed after such reconsideration, the question as to whether or not said ordinance shall go into effect shall be submitted by said Board to the voters of said city at the next regular election, and 610 :'IIIELEAS, after reconsideration of said ordinance by said Board, such ordinance has not been repealed, and ;tcFIEREAS, under the terms of the aforesaid KMS 89.600 it is the duty of said Board to submit to the voters of said city the question as to whether or not said ordinance shall go into effect, NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF W.D.IISSIOPERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. Pursuant to KRS 89.600 there is hereby submitted to the voters of the whole city of Paducah, Kentucky, on the regular election day on Uovember 7, 1961, the question as to whether or not the ordinance authorizing the purchase of the Katterjohn Building property (the former Illinois Central Hospital property), situated between Broadway and Jefferson Street at Harahan Boulevard (extended), by said city for •,550,000.00, for use as a city hall and other municipal.purposes shall go into effect, and in that regard such question so submitted shall be in words and figures as follows on the official ballot: "SHALL THE ORDINANCE AUTHORIZIOG THE PURCHASE OF THE KATTERJOHI'I BUILDING PROPERTY (THE FORi'LGR ILLINOIS CENTRAL HOSPITAL PROPERTY), SITUATED BETWEEN BROADWAY A;ID JEFFERSON STREET AT HARAHAN BOULEVARD (EY.TEI!DED), BY THE CITY OF PADUCAH, KENTUCKY, FOR •;,550,000.00, FOR USE AS A CITY HALL AILD OTHER MUNICIPAL PURPOSES GO INTO EFFECT?" Opposite the question shall be printed "YES" and "NO" with the proper space for placing the crossmark to iddicate preference. SECTION 2. The City Clerk shall cause a notice of the election set forth in Section 1 hereof to be published in at least one issue of the Sun -Democrat not less than seven days nor more than twenty-one days before the regular election to be held on November 7, 1961. SECTION 3. The City Clerk shall certify -this ordinance to the Clerk of the McCracken County Court. SECTION 4.
