HomeMy WebLinkAboutOrdinances Book 14, Page 409, No Ordinance NumberJ 409 AN ORDINANCE AMENDING SECTIONS 7, 7A, 8-A, 8-B, 8-C, 8-D AND 9, OF THE "APPOINTIVE EMPLOYEES CIVIL SERVICE ORDINANCE", WHICH 'JAS ADOPTED BY THE BOARD OF C0MMISS'IONERS ON DECEMBER 2, 1947, AND AMENDED r - ON SEPTEMBER 22, 1959, OCTOBER 13, 1959, DECEMBER 15, 1959, MARCH 8, 1960 AND SEPTEMBER 13, 1960 BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Sections 7, 7-A, 8-A, 8-B, 8-C, 8-D and 9 of the "Appointive Employees' Civil Service Ordinance", which was adopted by the Board of Commissioners on December 2, 1947, and amended on September 22, 1959, October 13, 1959, December 15, 1959, March $:, 1960 and September 13, 1960, be, and the same are hereby amended and reordained so that said sections as amended and reordained shall read as follows: "SECTION 7. There is hereby created and authorized the followingAN positions in the Department of Finance, and the salary of each position, tett provided the amount of such salary is not changed under any apportion- ment ordinance hereafter adopted shall be as follows: Position Finance Director, Head of Department (To be known also as City Treasurer) Assistant Treasurer Auditor Bookkeeping Machine Operator (formerly Bookkeeper] Senior Clerk (formerly Deputy Treasurer) Clerk -Stenographer Machine Operator Clerk=typist No. 1 (1 position) Clerk -typist No. 2 (1 position) Salary Per Month X465.00 350.00 2$5.00 275.00 260.00 240-00- 260.00 40.00260.00 240.00 240.00 License Inspector 335.00 The Clerk -typist No. 2 shall be paid at the rate of x;)210.00 per month for the first six months; and at the expiration of six months $220.00 per month; and at the expiration of another six months 4230.00 per month; and at the expiration of another six months y240.00 per month; such increases to be made upon recommendation of the City Manager, r p E�. There is hereby created and authorized the following positions in the Office of the City Assessor, which office S was formerly in the Department of Finance, and the salary of each 1v position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: DED 22-1CI« 1 S 17 -l`1L-3 /1 410 M, I ("T a-`& C-1 Position Salary Per Month City Assessor, Head of Department ;1465.00 Assessor 375.00 Clerk -typist 250.00 Evaluation Clerk 260.00 The Clerk -typist shall be paid at the rate of .;)210.00 per month for the first six months; and at the expiration of six months ;1220.00 per month; at the expiration of another six months ';230.00 per month; at the expiration of another six months ;240.00 per month, and at the expiration of another six months p250.00 per month; such increases to be made upon recommendation of the City Manager. The evaluation Clerk shall be paid at the rate of P'240.00 per month for the first six months; at the expiration of six months •;1245.00 per month; and at the expiration of another six months 51250.00 per ,.r month; and at the expiration of another six months ;1260.00 per month; ED such increases to be made upon recommendation of the City Manager. There is hereby authorized and created the following positions in the Engineering Department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted shall be as follows: Position Salary Per Month City Engineer (Head of Department) :;1465.00 Assistant City Engineer 385.00 Instrument Man 350.00 Draftsman -Rodman (formerly Rodman) 330.00 Rodman (formerly Chainman) 275.00 Clerk Stenographer 250.00 Chainman 240.00 ED 11SECTI0i\1 8-B. There is hereby authorized and created the following positions in the Public Works Department, heretofore known l �G as the Street Department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment 11 ordinance hereafter adopted shall be as follows: Position Salary Per Month This department shall be under the direction and supervision of the Director of Public Works and Assistant Director of Public 5'Jorks, non -civil service positions which have heretofore been created by separate ordinance. Chief Foreman of Streets & Sewers (formerly Assistant Superintendent of Streets and sewers) %e'405.00 Foramen (3 positions) 335.00 Clerk -typist 240.00 411 The Clerk -typist shall be paid at the rate of •.''200.00 per month for the first six months; at the ecpiration of six months ;.210.00 per month; at the expiration of another six months •,220.00 per month; at the expiration of another six months :.x230.00 per month and at the expiration of another six months :;240.00 per month; such increases to be made upon recommendation of the city Manager. "SECTION 8-C. There is hereby authorized and created the � following positions in the Cemetery Department and the salaty of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted shall be as follows: Position This department shall be under the direction and supervision of the Cemetery Superintendent, a non -civil service position which has heretofore been created by separate ordinance and which is not included in this ordinance Hourly Rate Laborers (3 positions) N1.38 Laborers shall be paid at the rate of y?1.241 per hour for the first six months of employment and 41.38 per hour thereafter. Such increases to be made upon recommendation of the City Manager. "SECTION 8-D, Sub -Section 1. There is hereby authorized and created the following positions in the Floodwall Department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Hourly Rate Sewer Maintenance men (8 positions) x1,65 Equipment Operator (5 positions) 1.72 Street Repairman (7 positions) 1.53 Truck Driver (10 positions) 1.47 Laborer (7 positions) 1.40 Laborers shall be paid at the rate of ,,1.321 per hour for the first six months of their employment and -';11.40 per hour thereafter, such increases to be made upon recommendation of the City Manager. Chief I,lechanic 1.$0 Auto Repairman (3 positions) 1.72 Mechanic Helper (1 position ) 1.59 Refuse (Sanitary) Division This division shall be under the direction of the above mentioned Director of Public Works and Assistant Director of Public Works. Equipment Operator 1.72 "SECTION 8-C. There is hereby authorized and created the following positions in the Floodwall Department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: 412 Position Monthly Salary_ Floodwall Superintendent (Head of Department) ?525.00 Floodwall Foreman 350.00 Floodwall Maintenance Man (3 positions) 305.00 The Floodwall Foreman shall be paid at the rate of +;?340.00 per month for the first six months of employment and, upon recommendation of the City hIanager, at the expiration of such six month period, such salary shall be ;,350.00 per month. The Floodwall Maintenance Man shall be paid at the rate of 5?2$0.00 per momth for the first six months of employment; at the expiration of six momths 3'290.00 per month; and at the expiration of another six months 1)305.00 per month, such increases to be made upon recommendation of the City Manager. "Sub -Section 2. There is hereby authorized and created the fillowing positions in the Sewage Disposal Department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Chief Operator Maintenance Man Monthly Salary %0 5 0.00 350.00 Operators (3 positions) 305.00 The Chief Operator and the Maintenance Dian shall be paid at the rate of •;;340.00 per month for the first six months of employment, and at the expiration of suhh period, upon recommendation of the City Manager, the salary shall be raised to 050.00 per month. The Operators shall be paid at the rate of ;?2$0.00 per month for the first six months of employment; at the expiration of six months, 0290.00 per month; and at the expiration of another six months &305.00 per month, such increases to be made upon recommenda- tion of the City Manager. �he Sewage Disposal Department shall be under the management and control of the Floodwall Superintendent, and the employees of the Floodwall Department, at his direction, may be assigned to work in the Sewage Disposal Department, and the employees of the Sewage Disposal Department, at his direction, may be assigned to work in the Floodwall Department, but any of such employees so assigned shall keep and maintain their civil service rights under the depart- ment to which they were originally assigned. "SECTION 9. There is hereby authorized and created the following positions not assigned bo any department of the City of Paducah, but directly under the supervision of the City Manager, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted shall be as follows: Position City Clerk Secretary to City Manager and Mayor Social Worker Maintenance Chief of Maintenance Division i,Iaintenance Men (2 positions) Maintenance Helper (2 positions) Inspections Building & Electrical Inspector 413 Plonthly. Salary - c ?341.00 275.00 200.00 390.00 275.00 232.00 425.00 Clerk -typist 2[;0.00 The Secretary to the Mayor and City I;anager shall be paid at the rate of ;`250.00 per month for -the first six months of employment; ,;x260.00 per month for the next twelve months of employment and ;)275.00 per month thereafter. Such increases to be made upon recommendation of the City Manager. Clerk -typist under this section shall be paid at the rate of 6?210.00 per month for the first six months of employment, ,`220.00 per momth for the next six months, ;`230.00 per month for the next six months and :;x240.00 per month thereafter upon recommendation of the City Manager. The Building & Electrical Inspector shall perform the duties formerly performed by the Building Inspector and the Electrical Inspector, and said Building & Electrical Inspector shall be under the diredt supervision of the City Manager." SECTION 2. All ordinances and parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed. SECTION 3.
