HomeMy WebLinkAboutOrdinances Book 14, Page 243, No Ordinance Numberz43 AN ORDINANCE PROVIDING FOR AND AUTHORIZING THE EMPLOYMENT OF BURNS AND McDONNELL ENGINEERING COMPANY, CONSULTING ENGINEERS, IN CONNECTION WITH PROFESSIONAL ENGINEERING SERVICES NECESSARY TO PREPARE A MASTER PLAN REPORT SETTING FORTH THE SEWER REQUIREMENTS FOR THE CITY OF PADUCAH AND ADJACENT AREAS; AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT OR AGREEMENT FOR SUCH SERVICES BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the firm of Burns and McDonnell Engineering Company, Consulting Engineers, of Kansas City, Missouri shall be employed in connection with professional engineering services necessary to prepare a Master Plan report setting forth the sewer requirements for the City of Paducah and adjacent areas, and that the City Manager be, and he is hereby, authorized to execute and deliver, on behalf of the City of Paducah, Kentucky, an agreement or contract of employment of the said firm in words and figures as follows: "BURNS & McDONNELL Engineering Company Engineers -Architects -Consultants 4600 E. 63rd St. Trafficway Kansas City 41, Missouri P. 0. Box 173 Delmar 3-4375 September 2, 1959 "City of Paducah Paducah, Kentucky Attention: Mr. Lloyd C. Emery City Manager Subject: Proposal for Professional Engineering Services Gentlemen: We are submitting, herein, a Letter Contract for professional engineering services. Working in conjunction with the City Manager and City Engineer, we propose to furnish the professional engineering services necessary to prepare a Master Plan report setting forth the sewer requirements for the City of Paducah, (and adjacent area). Consideration shall be given to but not limited to the following (a) A study of the capacities and deficiencies of the existing system with particular attention to those areas in which flooding has occurred in the past. 244 (b) A determination of the future requirements of the system and other areas that can reasomably be expected to become tributary to this system. (c) Develop the most feasible and economical plan for relieving exist- ing deficiencies and providing for future growth. (d) Prepare maps to show the locations and sizes of trunk mains and force mains required to collect the sewage and to relieve over- loaded conditions in existing sewers. (e) Prepare detailed estimates of cost for the improvements recom- mended. (f) Prepare an economic analysis of the operation of the sewer sys- tem. This analysis to include estimated revenues derived from the sewer usage charge, operating expenses, and estimated debt service on revenue bonds which will be issued to finance the im- provements. This information shall be developed on an annual I basis for a twenty-year period, and shall be in sufficient detail to be included in an "Official Statement" which will be prepared by your fiscal agents at the time the bonds are offered for sale. (g) To furnish twenty (20) copies of the completed report at the time the presentation is made. The Engineers agree that all services shall be rendered by engineering personnel qualified for the particular work, and all such services so rendered shall be under the direction of a professional engineer licensed to practice in the State of Kentucky. The Engineers further agree to ob- tain the approval of the State Board of Health for the proposed plan of improvements. If this proposal is accepted, the Engineers agree to begin work within thirty (30) days after notification. In consideration for these services, Burns & McDonnell Engineering Com- pany's compensation shall be as follows: (a) The City agrees to pay the Engineers an amount equal to their direct costs, exclusive of traveling and living expenses, plus an amount equal to sixty per cent (60%) of such actual costs for general overhead costs, plus an amount equal to twenty-five per cent (25%) of the sum of such actual costs and general overhead, for profit. 245 (b) All expenses (travel, subsistence, communications, outside consulting services, reproduction, car mileage, photography, commercial services, etc.) shall be reimbursed at actual net cost thereof. (c) Payment for these services shall be due and payable monthly. (d) The total compensation for these services shall not exceed the sum of Ten Thousand Dollars ($10,000.00).
