HomeMy WebLinkAboutOrdinances Book 12, Page 99, No Resolution NumberA RESOLUTION RELATING TO TIIE COLLECTION AND DISPOSAL OF GARBAGE IN TIE CITY OF PADUCAH, KENTUCIa, AND APPROVING 'ME PLAN OF OPERATION 01-7ERED BY THE AM, ICIPAL SERVICE AND SUPPLY COMPANY OF LOUISVILLE, I EITZ°JCKY WHEREAS, the health and well being of the citizens of Paducah is threatened by the spread of filth borne diseases as the result of in- effective, inadequate and careless community waste handling practices; and 1."JHEREAS, the spread of filth borne diseases is the result of bad waste handling practices, namely the wide use of open and uncovered containers, un- sanitary collection equipment and inefficient and inadequate disposal facilities; and WHEREAS, the handling of community waste in a sanitary manner is the ver; first step essential to the health and well being of any modern city; and WHEREAS, there is a serious threat of a state of war in which bacteriological warfare is not a remote possibility; and VIHEREAS, the city government of Paducah recognizes its responsibility for the protection of its citizens; NOSY TBREFORE, BE IT RESOLVED BY THE BOARD OF COMISSIONERS OF THE C I TY' OF PADUCAH, IM TUCRM That it be made known to and impressed upon the citizens of Paducah that; First, the careless and negligent handling of community waste con- stitutes a very great hazard to the community, and with the threat of war and the consequent uncertainties as to method of enemy attack, the high Purposes of patriotism can best be served by the individual integrity of our people with respect to careful and sanitary handling of individual and community waste; Second, to the end that your community may be served in such manner as to protect its people against the threatened ravages of filth borne diseases and to guard against the effective use of filth as an enemy weapon in case of war, your city government has; First, entered into a contract for the leasing of a dump to the ISunicipal Service and Supply Company of Louisville, said company to offer a community waste handling service that will provide twice weekly collections from dwelling places, daily collection service for the down- town area and business places in all sections of our city, and the most modern operation of disposal facilities; and Second, approved the operations of the :14unicipal Service and Supply Company, which company will perform a complete service using the very latest and most modern collection equipment and the most effective dis- posal method and equipment. This program will not only provide the very best service but it will reclaim land for playgrounds and much needed recreation areas in many sections of our community. This will be a voluntary collection program. No one will be com- pelled to subscribe for the service and if not subscribed for it will be without cost to any citizen or taxpayer. Rates will be established by agreement between the company and the individual subscribers. They have been tentatively set at what is now the rate for a single collection each week. Rates will, however, be published as soon as the company has fixed a schedule for all subscribers for the service. Your city government urges you to subscribe to this service at once and to cooperate with the company which in turn is expected to do the job by complying with all ordinances relating to sanitation and the rules and regulations of the City -County health Department. Your city government is under considerable pressure from the Board of Health and the U. S. Public Health service for a cleaner community. It is firmly believed that such a voluntary program will be supported wholeheartedly by the citizens of Paducah who have a right to be proud of their city. BE IT FURTHER RESOLVED, that the company's plan of handling of our community waste is the best that has been offered and all citizens are urgeac to immediately subscribe for the service which, if acceptable to them, will be provided as a city-wide collection service on and after September 1, 1950.
