HomeMy WebLinkAboutOrdinances Book 12, Page 955, No Ordinance Number955 AN ORDINANCE PROVIDING FOR AND AUTHORIZING THE EMPLOY114ENT OF CITY AND PUBLIC ADMINISTRATION SERVICE OF CHICAGO, ILLINOIS IN CONNECTION VIITH POSITION CLASSIFICATION AND PAY PLANS FOR OFFICERS AND EMPLOYEES OF THE CITY OF PADUCAH BE IT ORDAINED BY THE BOARD OF COM[.1ISSIONERS Or, THE CITY OF PADUCAH, IENTUCKY: SECTION 1. That the City and Public Administration Service of Chicago, Illinois shall be employed for the preparation of position classification and pay plan for officers and employees of the City of Paducah and that the Mayor shall be and is hereby authorized to execute and deliver on behalf of the city of Paducah an agreement -or contract of employment of said service in condition and figures as follows: "^1HIS AGREM-1ENT made and entered into this day of October, 1952, by and between the City of Paducah, Kentucky, hereinafter designated as the City and Public Administration Service of Chiacgo, Illinois, herein- after designated the Service, WITNESSETH: That the Service hereby agrees to perform the following work for the City in the preparation of position classification and pay plans for officers and employees in the municipal service: 1. Supply appropriate classification questionaire forms to be completed by employees and their supervisors in setting forth the duties and requirements of each of the positions included within the scope of the study. 2. Conduct extensive field audits of the work of individual positions, discussing duties and work requirements of positions with individual employees and their supervisors at their place of work and with departmental officials. 3. Establish, on the basis of information secured through the above steps, classes of positions which, in effect, constitute a simplified grouping of all positions -on the basis of duties, resnons:!.oilities, and qualification requirements. 4. Develop for all classes suitable titles and class specifications w, ich describe in some detail the nature and requirements of the stork of each class. 5. Allocate all positions by assigning each to its appropriate class in the classification plan. G. Review proposed classifications and allocations with appropriate departmental officials. 7• Participate in hearings on and discussions of the classification plan by appropriate officials of the City. 8. Revise the classification plan as may be found desirable in the light of the above hearings prior to approval by the appropriate officials of the City. 9. 11otify employees of the proposed classification of their posi- tions and participate in the review of allocation appeals from individual employees. 10. Present to the City allocation lists showing the recommended classification of each position as a basis for revising payrolls and other personnel records so as to reflect new classifications. 11. Present and explain to appropriate officials of the City the proposed classification plan as evidenced by the revise£ list of titles, class soecifications and allocation lists referred to above. 956 12. Through salarinformation qucstionaires, P^_r onal iaa�ov- vieWS, and study of classification and pay plans for selected private and public agencies, secure.ropresentative information with respect to current rates of nay and pay -related benefits for positions in comparable public jurisdictions and in private employment within the City. 13. Analyze such salary and wage information and such related factors as the relative difficulty and responsibility of the work of the various classes, the cost of living, and the City's recruitment problems and pay and financial policies and requirements. 14. Prepare a comprehensive compensation plan with rates or ranges of rates of pay for all classes of positions included in the classification plan. 15. Calculate, by departments, the budgetary effects of the re- commended pay plan, showing the estimated costs of putting the plan into effect. 16. Prepare, and submit to the City, a report which represents the pay plan, discusses factors considered in its developraent, summarizes supporting information and estimated budgetary effects anC. Provides a (.raft of a proposed salary ordinance, and explain the proposed pay plan to appropriate city officials in the period immediately following the submission of this report. 17. Develop and present to the City a statement of recommended rules and procedures for the installation and continuing administration of the classification and pay plans. The Service agrees•to.furnish the professional services outlined above for a sum not to exceed .2,000.00, assuming that not over 225 positions are included in the study. Should the number of positions exceed 225, the fore- going estimate of cost will be increased by {)8.00 for each additional position included in the survey. The Service agrees to furnish the City each month invlices setting forth the number of staff days devoted to the project, the per diem rates applicable to each staff member, actual transportation and other direct project expenses incurred, and the total amount due in connection with services rendered during the month. In consideration of the agreements on the part of the Service, the City agrees: 1. To pay the Service, within thirty days after submission of monthly statements referred to above, amounts due for services rendered. 2. Provide necessary office space, facilities and equipment for the Service's staff and to assign to -this work such necessary stenographic and clerical assistance as may be necessary to the expeditious and economical conduct of the project. 3. To arrange for full cooperation by the City's officials and employees, including access to such records and other information needed by the Service to carry out the work set forth above, and prompt decisions on matters affecting the progress of the work. The contract price for the Service as set out in Section 1 of this ordinance shall be paid for from funds to be appropriated or re- apportioned for that purpose. SECTION 3. This ordinance shall be introduced and remain on file for public inspection for at least one week in the completed form in which it 957 shall be put upon its final passage; and, it appearing that the survey of the positions in the City of Paducah and the pay plan are matters of public health and safety, requires that such survey be immediately conducted and an emergency is hereby declared and this ordinance shall be in full force and effect from and after its adoption. /A,,4, e 1-myor Introduced by the Board of Commissioners October 14, 1952 Adopted by the Board of Commissioners October 21, 1952 Recorded by Sarah Thurman, City Clerk, October 21, 1952.
