HomeMy WebLinkAboutOrdinances Book 12, Page 579, No Resolution Number579 j A RESOLUTION REQUESTING A RESERVATION OF CAPITAL GRANT FUNDS UNDER TITLE I OF THE HOUSING ACT OF 1949 WHEREAS under Title I of the Housing Act of 1949, the Housing and Home Finance Administrator is authorized to extend financial assistance to local communities in eliminating their slums and blighted areas and in providing maximum opportunity, consistent with the sound needs of the Locality as a whole, for the redevelopment of such areas by private enterprise and to that end is authorized to make advances to local public agencies for surveys and plans in preparation of projects and capital grants and temporary and definitive loans; and WHEREAS the Administrator will consider requests for the reservation or earmarking of capital grant funds that may be made available to local public agencies under the provisions of said Title I for slum clearance and urban redevelopment projects; and WHEREAS it is necessary and in the public interest that there be under- taken and carried out with financial assistance under said Title I in the City of Paducah, Kentucky, (herein referred to as the "Locality") an effective program of slum clearance and urban redevelopment; and it is therefore desirable and appropriate that a request for a reservation of capital grant funds for the Locality be submitted to the Administrator; and WHEREAS pursuant to said Title I certain contractual obligations will be imposed upon a local public agency availing itself of financial assistance thereunder, which obligations will include smong other things the approval of the redevelopment plan by the governing body of the Locality in which the project is situated, with appropriate findings (1) that financial aid.by the Federal Government is necessary, (2) that.the redevelopment plans for the redevelopment areas in the Locality will afford maximum opportunity, consistent with the sound needs of the Locality as a whole, for the redevelopment of such areas by private enterprise, and (3) that the redevelopment plan conforms to a general plan for the development of the Locality as a whole; and such contractual obligations will further require among other things the provisions oflocal grants-in-aid and the development of a feasible method for the relocation of families displaced from the prpject area; NOW THEREFORE, BE IT R7E30LVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That upon the basis of preliminary studies it is considered to be in the public interest, and it is the desire and purpose of the Locality, that there be undertaken and carried out, with financial assistance under Title I, certain slum clearance and redevelopment work. 580 SECTION 2. That the Administrator be and he is hereby requested to reserve for the Locality capital grant funds in an amount not exceeding $389,340.00. SECTION 3. That it is hereby recognized that under Title I of the Housing Act of 1949, certain requirements are imposed in order to obtain Federal aid thereunder for slum clearance and redevelopment projects, including re- quirements for the provision of Local grants-in-aid, the approval of redevelopment plans by the governing body of the Locality and the making of certain findings by such governing body, and it is further recognized that the cooperation of the Locality is necessary to carry out the slum clearance and redevelopment program which is proposed to be undertaken and for which the reservation of funds is hereby requested. SECTION 4. That the duly authorized City Manager of the Locality be and he is hereby directed to forward to said Administrator three certified copies this resolution and such other supporting data and information as may be required, and that this Resolution shall constitute the Locality's formal request to the Administrator for the reservation of capital grant monies. ,,Alayor Passed by the Board of Commissioners December 11, 1951 Recorded by Sarah Thurman, City Clerk, December 11, 1951.
